Clinton: China Human Rights Abuses Not Worth Discussing

BEIJING — U.S. Secretary of State Hillary Rodham Clinton was pressing senior Chinese officials Saturday to cooperate on climate change, the world financial crisis and security threats like North Korea _ ahead of long-standing concerns about human rights.

Clinton began wide-ranging talks with China's foreign minister, emphasizing the need to collaborate on global issues. She was to see its prime minister and president and tour an innovative geothermal energy plant in Beijing on the last stop of her inaugural overseas trip as America's top diplomat.

"We believe we have established a solid foundation, but there is much work to be done and it is in our view imperative that the United States and China cooperate on a range of issues from the economy to global climate change to development and so much else," Clinton told Chinese Foreign Minister Yang Jiechi.

The two countries are facing "a series of major and pressing" challenges in the 21st century, Yang said: "The larger situation requires our two countries to strengthen dialogue ... and work together to elevate our relationship to a new level."

Ahead of her talks, she told reporters that China could play a major role in stemming global warming, improving the economic outlook and addressing threats like North Korea's nuclear program and tenuous security situations in Iran, Afghanistan and Pakistan.

And she signaled that those issues would likely take precedence in her discussions ahead of traditional U.S. concerns about human rights about which Clinton said both sides already knew the other's positions. Her stance drew immediate fire from rights groups who said she was squandering Washington's leverage with Beijing.

"I think there is a lot of room for cooperation, which we will be seeking," she told reporters just before arriving in China, referring to the financial situation.

Clinton stressed the importance of dealing with climate change with China, which has overtaken the United States as the world's leading emitter of greenhouse gases, as well as with the nations she visited earlier on her tour of Asia. Advocacy groups and think tanks have urged the U.S. and China to jointly develop technologies to cleanly use and store the emissions from burning coal, a major source of energy for both countries.

"So many of the opportunities for clean energy, technology and the like are going to come out of this region of the world," Clinton said. "Japan, South Korea and China are uniquely situated to be part of the answer to the problem of global climate change."

"How we engage them, particularly China, is going to be an incredibly important part of our diplomatic outreach," Clinton said.

On security and counterterrorism, she said she would be looking for Beijing to take a more active role in convincing North Korea to return to six-nation nuclear disarmament talks and cool rising tensions between Pyongyang, Seoul and Tokyo.

"What will China be willing to do with respect to the six-party talks and their bilateral relationship with North Korea?" Clinton said. "What's their perspective on Afghanistan and Pakistan, where they have historical interests but also current commercial and security interests?"

Clinton signaled a shift in tone Friday, saying that persisting disagreements with China over human rights, Taiwan and Tibet should not interfere with cooperation on broader issues.

"We have to continue to press them" on Taiwan, Tibet and human rights, she said. "But our pressing on those issues can't interfere with the global economic crisis, the global climate change crisis and the security crises. We have to have a dialogue that leads to an understanding and cooperation on each of those."

Her remarks, likely to be cheered in Beijing, come ahead of a difficult year for the authoritarian government, as it seeks to muffle dissent ahead of politically sensitive anniversaries _ 20 years since the crushing of the Tiananmen Square democracy movement and 50 since the failed Tibetan uprising that forced the Dalai Lama to flee into exile. Beijing has already tightened security in Tibetan areas across western China, which erupted in anti-Chinese government protests last March.

Before Clinton's arrival in Beijing, the ruling Communist Party's newspaper People's Daily praised her and the Obama administration for "their profound understanding of the importance of U.S.-China relations."

But human rights groups denounced the remarks. They had hoped for a repeat of the stance she took nearly 15 years ago when she was first lady and publicly took on and angered the Chinese government in a tough speech in Beijing on the rights issue.

"The United States is one of the only countries that can meaningfully stand up to China on human rights issues," Amnesty International said in a statement. "By commenting that human rights will not interfere with other priorities, Secretary Clinton damages future U.S. initiatives to protect those rights in China."

Human Rights Watch said Clinton had "made a strategic mistake in appearing to concede that she expects no meeting of the minds on human rights issues."

No, it's our country's funds that they have contributed to. Do you go to your bank and tell them how to run the joint, while your begging for more loans? Especially when you refuse to conform to the Geneva Convention.

If you would have listened to Hillary she said that the money given to Bills charities goes straight to them not the Clintons. The other monies he and she recieved were form book deals and speaking fees, something that all previous presidents do. By ;the way the money that they have raised has saved thousands of people around the world. So if China wants to give money to help people with aids and are starving, dying from mylaria, typhoid and all the rest, so be it. We are in no position to tell China or anybody else for that matter, that we dont need or want thier money to help with these problems. Human rights issues have been at the forfront of every meeting with the Chinese and has been a road block for progresive talks. Hillary is absolutly right. We have to talk first. Just like with the Israelie/Palistian war you have to get them to talk first. You cant just point fingers all the time.

When are Americans going to stop making Communist China a major Superpower. we are finally taking China seriously, because we finally realised that China is here to stay, and that their power will probably surpass ours in the coming few decades... but now that we HAVE TO talk to them and make friends, we are foregoing one of our most fundemental criticisms of the Chinese regime - human rights issues... this send a truly twisted message to the world in regards to our ideals and principles... we're telling the world that we're willing to be biased and hypocritical when it comes to the interests of our elite.... i guess we always did that, when it comes to Israel for example, but to do it now on a larger scale, is quite disconcerning...

The Chinese own billions of dollars of US debt and the US wants to sell more virtual debt papers to China. If President Obama wants to fix the US economy and the global financial crisis he needs the Chinese. He can archive more with diplomacy also I personally prefer if she would have mentioned it.

We need the CCP like we need a hole in the head. Reform trade agreements and solidify other Friendly Nations in Southeast Asia and Europe combined with fair trade and support of their resistance to the imposing Red Menace, that is the ticket out.

By funding Communist China this nation is not only supporting Genocide and Stomping out vulnerable nations leaning towards Democracy, it is insuring Red China's Superpower growth and dominance. The message Clinton sent to my disappointment to her comments two years earlier about losing our sovereign nation via Chinese bankers and loan sharks, is that the CCP can do ANYTHING they want, TAKE any country they want, ARM terrorists in Dufur, Turkestan, Burma, Thailand..etc...and the USA will look away...because we don't want China to call back it's loans and depreciate the Value of the American Dollar. China is only a generation or so separated from having a completely totalitarian leadership as repressive as PRNK, and is still smarting from domination by western powers. The US cannot simply dictate that China immediately model itself after us. More likely Chinese society will continue to evolve in the direction of western-style democracies as they become more immersed in world culture. Demanding changes in human rights won't work if we have no real leverage, and maybe not even if we did.

I know our government is not perfect, but let's not compare what little problems we have with a nation of people who can't even use Google without getting into BIG trouble. Their lack of freedom is much worse than anything you or I will have to face.

These Clinton statements strike me as a bit of a stumble.

I understand the pragmatism argument...obviously, the US needs to deal with China. However, I must question Clinton's (and thus Obama's) apparent refusal to make human rights violations a priority. Economic co-dependence or not, if the president's stated goal of restoring America's image is to be believed, we must somewhat lay down the law. Also, do not ignore the "co" before dependence. China needs us, as well.

The Secretary's telegraphing to reporters her blow-off of the human rights discussion is unwise. It strikes me as amateurish diplomacy. Surely she could at least do us the favor of talking tough publicly, rather than giving the Chinese dictatorship advanced warning--"Hey, you're okay, no hard questions in these talks."

Maybe I'm naive...
