WASHINGTON — The notoriously slow Congress passed the $787 billion economic stimulus package in a matter of weeks. President Barack Obama signed it into law less than one month into his presidency.

So, just how soon will Americans start reaping the benefits of tax cuts in it?

By April 1, according to the president.

"Never before in our history has a tax cut taken effect faster or gone to so many hardworking Americans," Obama said Saturday in his weekly radio and Internet address.

He said the Treasury Department has begun directing employers to reduce the amount of taxes withheld from people's paychecks in accordance with the new law, and that in six weeks, a typical family will start taking home at least $65 more every month.

Obama says his signature "Making Work Pay" tax break will affect 95 percent of working families.

The $400 credit for individuals is to be doled out through the rest of the year. Couples are slated to get up to $800. Most workers are to see about a $13 per week increase in their take-home pay. In 2010, the credit would be about $7.70 a week, if it is spread over the entire year.

People who do not earn enough money to owe income taxes are eligible for the credit, an attempt to offset the payroll taxes they pay.

Obama's expensive and ambitious package of federal spending and tax cuts is designed to revive the economy and save or create 3.5 million or more jobs. It will inject a sudden boost of cash into transportation, education, energy and health care, while aiming to help recession victims through tax cuts, extended unemployment benefits and short-term health insurance assistance. It also will add to a rapidly growing national debt.

The president signed the measure into law Tuesday.

In his weekly address, Obama said he was grateful to Congress, governors, mayors and everyday people who supported the measure.

Still, he added: "It is only a first step on the road to economic recovery. And we cannot fail to complete the journey." He said the country also must stem foreclosures, repair the banking system, get credit flowing again and revamp financial industry regulations.

And, even as he promoted the record-breaking spending plan, he called for doing what's necessary to control "exploding" deficits as the economy begins to improve.

Obama is holding a bipartisan "fiscal responsibility summit" at the White House on Monday to talk about ways to control the trillion-dollar budget deficit. The next day, he is to address a joint session of Congress, a speech expected to focus heavily on the economy. On Thursday, Obama will send a budget request to Congress "that's sober in its assessments, honest in its accounting, and lays out in detail my strategy for investing in what we need, cutting what we don't and restoring fiscal discipline."

Republicans are certain to hold him to that.

In the GOP's weekly address, Rep. Dave Camp of Michigan, the top Republican on the House Ways and Means Committee, said his party wants to work with Obama to solve the country's economic problems "in a responsible way that does not burden our children and grandchildren with a mountain of debt."

"We can't borrow and spend our way back to prosperity," Camp said. "If he is serious about dealing with the tough issues and getting spending under control, his budget will show it."

After 9/11 crisis American's donated generously to the victims families, Same for Katrina and other past national disasters.

Why Doesn't Obama call for a National Economy Fund for the Economic crisis?
I have money and I'd be all too happy to help my fellow Americans on a national level. And I'm guessing others can too! I see no reason why money can't be donated into a fund and then be distributed to folks who've just lost their jobs, or to homeowners in need of Mortgage assistance to catch their collective breaths and regroup, reorganize. A portion can go towards food/clothes banks instead of Money banks. Supermarkets can offer to collect a dollar from you optionally & painlessly (I hope) at the register. The President can start a website. Arrianna, Oprah and Ellen (AKA the Big Three) can post links to it on their websites!
Remember:
For 9/11- we donated a combined 2.9 billion dollars
For Katrina- 2.5 billion dollars

Surely, for this fund we can raise even more, if only there were a fund to contribute to? I urge everyone to write the President, your Congreeman and Senators, and anyone else you think can help get this ball rolling.
We're all Americans and We all care. Don't let history refer to this era as the one where we all gave nothing.

Sure glad Obama set aside 40% of his stimulus package for this!!! I was afraid it might be ineffectual and dilute the effect of a stimulus, but boy was I wrong. Now I can stop stealing napkins from Starbucks!! Woo-hoo!!

A thought for you on this matter.

$13 DOLLARS PER WEEK

Members of congress, talk radio and TV personalities comment negatively on the size of the middle class tax cuts. One well known TV personality sarcastically commented that thirteen bucks might buy you a giant hamburger once a week.

I was amazed that these individuals DO NOT KNOW WHAT $13 PER WEEK WILL DO for millions of less fortunate Americans?

 It will allow some to buy the proper amount of baby formula and baby food.

 It will enable some to buy cheap lunch meat, snacks, and fruit so that their children will have a decent school lunch.

 It will purchase gas for an unemployed individual to afford to driving around looking for a job.

 It will enable some to buy a few extra articles of school clothing for their not so well clothed children.

 It will enable some to meet their co-pay on their blood pressure medicine so that they can take it every day instead of once every three or four days.

 It will enable some to move their thermostat from 58 to 62 degrees so that they will only be cold instead of really cold.

 It will enable some to buy a book or two for their pre-school children to stimulate interest in reading and education.

 It will enable some to pay for their bus or subway ride to their not so well paying job.

No but it does not make one bit difference in my life (I'm a 35 K full-time worker and full-time grad student, $13 does not do jack for me sorry... and I'm a hardcore Obama supporter myself but this thirteen dollars will evaporate in the next cycle of increasing gas prices and what not.... i can't see how effective this will be at all.. I like Bush's $600 rebate better - that was one straight boost to the economy - I know the end result was not that better - coz we would not be worse off today - but the $600 made a difference to me, compared tot he $13 !

Another thought for you on this matter.

Taxpayers that have substantially MORE INCOME THAN EXPENSES WOULD NOT SPEND AND PROBABLY SAVE such an amount. Effect, NO STIMULUS for the economy.

But, taxpayers who are STRUGGLING TO PAY THEIR BILLS WILL SPEND such an amount. Effect, STIMULUS FOR THE ECONOMY.

That is the reason for the targeted income levels for the tax cuts. Perhaps, if President Bush had targeted the 2008 tax rebates in a like manner, they would have been more effective.

One fact is for certain, if 50 MILLION TAXPAYERS RECEIVE $13 PER WEEK, 650 MILLION PER WEEK and 2.6 BILLION PER MONTH WILL BE SPENT TO HELP A VERY WEAK ECONOMY.

$65 a month, average. You know, this is why the tax cut bs of the republicans is so utterly stupid and self serving. I would gladly give up my $65 a month to have a larger stimulus bill that would put more people back to work and more money in more people's pockets, so I could go about earning a lot more than $65 extra a month.

This is the irony of the republicans argument. They hope to sate me with the idea of a tax cut, while in reality they withhold the things that will really add to my income. In effect, republican tax cuts are all about the wealthy, and for the middle class, it turns out to be about as socialist as you can get.

Be happy with $65 a month----all you workers.

I agree with what you're saying about the tax cuts watering down the potential stimulus. And I agree that Republicans are utterly stupid and self-serving. But don't blame them for these tax cuts. These are Obama's tax cuts. He put them in. He insisted to Congress that 40% of his stimulus package should be tax cuts. He wanted to be bipartisan. He thought Republicans had good ideas.

You are absolutely correct. But I don't think he did it because he was charmed by their ideas, I think he did it to get the bill passed as fast as possible and get them on board early for more difficult legislation to come. It didn't work, and I hope next time he makes them fight for inclusion with good ideas.

And it it had been up to the republicans it would have been all tax cuts and trickle down.

Why is no one in the media or blogoshere challenging this "Fiscal Responsibility Summit" as just some lip service or photo op? Don't get me wrong, I'm all for fiscal responsibility. But the federal government just approved $2T of bailouts added to the national debt in the last 6 months with the TARP and ARRA combined. Isn't it a little late to be preaching about fiscal responsibility? Our kids will have to pay this back. First we had the greatest generation. Is this now the time for the most irresponsible generation? Can't we clean up our own messes without passing them on to future generations?

Folks, don't celebrate too early! The employers will find a way to gobble up those $65 a month by decreasing your salary by that amount! After the program they will keep your salary that way. What I nice way to cut your salary.

I'd rather have seen the money for the tax cuts used for federal level projects that would mean something to every American. The break isn't that meaningful for the tax bracket I'm in. The aggregate of all these monies could have done something meaningful for us all.

I disagree completely. I think all community projects should be local. Local residents should
vote for and pay for construction that they want and are willing to pay for.
I also think we should have a 12% flat tax. I think all Americans should be treated equally.

I disagree completely. I think all construction should be voted on and paid for locally.
I think gas taxes should pay for infrastructure.

I hate to sound "waht about me" here, but is there ANYTHING in the tax cuts for retirees? We pay taxes, too, you know. I haven't seen anything. I'm not complaining, mind you. Just wondering. I'm all for this bill if it gives people a couple more dollars in their paychecks and puts those who are unemployed back to work.

To all the complainers, it's easy to criticize everything. Do you have better ideas and policies that will bring people jobs, get the U.S. out of Iraq, restore America's reputation, help responsible homeowners, slow global warming, and get on the path of sustainable growth??

If not, then find a way to be useful. At least Obama is making an attempt to have a holistic and long-term solution. He said himself there is not going to be a perfect bill but what's the alternative?

Yes we do. Its called actual structural change instead of tax cuts and bailouts

My solution of choice is healthcare. Socializing medicine would solve the crisis on many levels
The number 1 reason for home foreclosure is healthcare costs
The number 1 cause of the debt of our manufacturing industries (such as GM) is healthcare

If tomorrow, the United States government announced it would cover all healthcare costs,every American would get a bailout and every responsible company (companies that offer healthcare to employees) will get a bailout.. Every bill a company like GM has dealing with healthcare costs for workers would be wiped from their books. They would instantly have their debt wiped out, along with many others and they would now be solvent well into the future

I know way too many doctors who spent YEARS and hundred of thousands of dollars going to school. If socialized medicine were implimented, no one would go to medical school every again. There would be NO incentive to go and spend this type of money or time on something that would never pay off.

As a matter of fact, I made less every year, and received less at the end of the year. I guess you had to be in the =>250K club.

Try and follow me here, the Stim money is coming to your state or local municipality (That is, if you are fortunate enough to live in a state where your governor is going to accept the money.)

Follow me so far? If I were you I'd get in touch with your local or state government check out the bidding process for the jobs that will be coming up in the Stim bill. If you cannot qualify to bid, you need to align yourself with someone that can.

Expect to make a minimum profit in the beginning. But I'd go for it.

And yet it was the Repubs who believe the tax cuts are the "be all and end all." Please note that it is Obama's idea to make the stimulus bill CREATE jobs. If McCain had won, you would be looking at a $13 tax cut, but NOTHING else. The tax cut was put in there to appease Repubs who, in turn, didn't even vote.
