JERUSALEM — The United States will dispatch two emissaries to Syria for "preliminary conversations" aimed at warming relations with an Arab adversary accused of supporting terrorism, seeking weapons of mass destruction, facilitating the insurgency in neighboring Iraq and balking at talking peace with Israel, U.S. Secretary of State Hillary Rodham Clinton said Tuesday.

The Syria move is one element in a complex set of diplomatic maneuvers the Obama administration is juggling as it attempts to steer a new course toward a broad Middle East peace that includes long-term stability in Iraq and a squelching of Iran's nuclear ambitions.

The outlook is clouded by Israel's struggle to create a unity government after inconclusive national elections last month, internal divisions in the Palestinian Authority that is Israel's peacemaking partner and the militant rule of Hamas in the Gaza Strip. The man President Barack Obama chose to attempt to navigate those hazards, George Mitchell, accompanied Clinton in her talks Tuesday with Israeli leaders.

Clinton said that while success for the Syrian outreach was not assured, it reflected Obama's determination to take a new approach to foreign policy.

"There is no way to predict what the future of our relations concerning Syria might be," Clinton told reporters. But she suggested that the administration had weighed the potential costs and benefits to stepping up its engagement.

"We don't engage in discussions for the sake of having a conversation," she said. "There has to be a purpose to them. There has to be some perceived benefit accruing to the United States and our allies and our shared values. But I think it is a worthwhile effort to go and begin these preliminary conversations."

U.S.-Syrian relations have been tense, particularly since the U.S. ambassador, Margaret Scobey, was yanked from Damascus by the Bush administration in 2005 to protest Syria's suspected role in the assassination of former Lebanese Prime Minister Rafik Hariri. Damascus denied involvement but in the uproar that followed was forced to withdraw its troops from Lebanon, ending a 29-year military presence.

Clinton was not specific about what the U.S. emissaries _ Mideast experts Daniel Shapiro of the National Security Council and Jeffrey Feltman of the State Department _ would seek to achieve in Damascus, beyond what she called exploring issues of concern to the United States. Last month Feltman met with Syria's ambassador to Washington, Imad Moustapha, to raise U.S. concerns, including human rights, nuclear weapons and terrorism, and several members of Congress have visited Damascus in recent weeks.

Feltman and Shapiro are due in Damascus later this week.

The last time a U.S. diplomat of Feltman's rank visited Damascus was September 2004 when William J. Burns went with a senior Pentagon official in a largely unsuccessful effort to persuade the Syrians to stop the flow of foreign fighters across its border into Iraq.

On her first visit to the Middle East as secretary of state, Clinton met Tuesday with top Israeli leaders, including Prime Minister-designate Benjamin Netanyahu. She declared that the creation of a Palestinian state as part of a peace agreement with Israel "seems inescapable." Her comment was notable because it appeared at odds with Netanyahu's view on the way ahead with the Palestinians. At the same time, Clinton promised to work with the new Israeli government.

For the second straight day she suggested Israel might be justified in renewing a military offensive in Gaza in response to further rocket attacks by Hamas _ a message sure to be welcomed by a caretaker Israeli government that is under international pressure to expand the opening of border crossings in Gaza to facilitate the delivery of humanitarian relief and commerce.

Clinton spoke of a "double reality" _ the suffering of Palestinians in Gaza as a result of the recent Israeli air and ground assault, and unacceptable rocket attacks by Hamas on southern Israel, which Israel cites as a reason not to expand the border crossings.

The aim, Clinton said, is a durable cease-fire.

"That can only be achieved if Hamas ceases the rocket attacks," she said. "No nation should be expected to sit idly by and allow rockets assault its people and its territory. These attacks must stop and so must the smuggling of weapons into Gaza." She made the same point on Monday at a news conference in Egypt, where she announced $300 million in U.S. humanitarian aid for Gaza.

Clinton's visit came at an awkward time, with uncertainty about the outcome of Netanyahu's attempt to create a ruling coalition.

Netanyahu opposes a two-state solution to the Palestinian problem. He talks of giving the Palestinians autonomy but opposes key aspects of statehood, such as control over borders and airspace or having an army. His plan has been to pursue an "economic peace," developing the Palestinian economy so that one day conditions will be ripe for some sort of permanent settlement with Israel.

Netanyahu's criticism in the past of peace talks with the Palestinians and the possibility of Palestinian independence has raised concerns that his new government could clash with the United States.

Clinton began her day by meeting with President Shimon Peres, who greeted her with a peck on the cheek and a bouquet of flowers "for the most flowery lady."

Israeli leadership absolutely refuses to acknowledge that the invasion of Gaza was morally wrong or unnecessary and think that was the beginning of the end for the "two-state solution" to the Israeli-Palestinian problem. Many devoted American Jews believe that Israel is still open to this concept and that Livni is the most likely Israeli leader to support it, but Netanyahu is firmly and loudly against two states. It seems as if the invasion and destruction of lives and property in Gaza merely underlines Bibi's resistance. Even if Mitchell and Clinton are very vigorous in their defense of this concept, think the Israelis have passed the point of giving much of a reception to the concept or care particularly what the Americans think. We do keep giving them the weapons they want so........­.......

I recall hearing a man with an arab accent call in to an NPR talk show on this topic. He expressed horror at this plan. His contention was that the the "two state solution" is a fundamentally raceist notion. Dividing the country into 'Israel proper' and an impoverished arab 'bantustan' appendige. The primary concept behind a two state solution is Israeli rulers knows the country is just a few years away from becoming a Jewish *minority* entity. They're either going to have to actively oppress the majority population or they must annex a portion of the state so the 'bantustan' residents aren't counted as citizens.
This reminds me of late apartheid South Africa. The minority whites refused to count the black population as a bloc, they were instead counted as separate 'tribal' groups. And the white just happened to come out the single largest 'tribe'. The world saw through that fiction back then.

Think the world sees through Israel's "plan" as well but the US still pretends that two states can reside in the immediate vicinity in Palestine. But when the Israelis' population rates hit bottom and the Palestinians' rates go up, in spite of relentless targeting of civilians in Gaza, the real horror will occur. Maybe the Americans who send money and the government which sends updated parts and weapons to Israel will not be around when it happens but the trend seems to be firmly carved into history.

I am extremely disappointed that Hillary is going to the West Bank to meet with Abbas who did squat for the Palestinians, and not going to ground zero of Israel's crimes, Gaza. How can she not go and witness the suffering and destruction first hand?

Abbas is on his way out. His term has ended and Palestinians are very resentful that he has stood by and witnessed Sharon and Olmert enable the settlement expansion!

Israel is trying to court Hillary and dictate to Obama.

When Shimon Peres gave Hillary those flowers and "greeted her with a peck on the cheek...."­for the most flowery lady."...I would have thrown them in his face and replied: I'm not your flowery lady, I don't buy your sweet talk...NOW OPEN THOSE DMN BORDERS AND LET THE HUMANITARIAN AID FLOW AND THE RECONSTRUCTION OF GAZA BEGIN!"

Why not isolate Netenyahu until he recognizes the right of a Palestinian state to exist? LOL Of course we can't hold Israelis to the same standard we set for Palestinians. The hypocrisy in our approach to this conflict does not appear to be changing.

The one state apologists are in effect repeating the Arab mantra, which is that Israel has no right to exist in its present form, mainly a homeland for the Jewish people.
What they want, in reality is a state where arabs will outnumber jews in a matter of years , demand that the word "israel" be stricken from the title and call it Palestine.
Well, that, my dear friends, is not going to happen in my life time nor that of my children and grand children.
If the palestinians are ready to starve and die for at least a hundred years, maybe by then they might achieve their dreams. Until then, they would be wise to accept Israel's right to exist and settle for the west bank and Gaza as their state. DEMILITARISED ,of course.

A demilitarized state? Are you kidding me? This is why peace talks are a gigantic waste of time and an expensive display of showmanship. The terms of peace are unachievable and down right ridiculous to the point of being offensive. Therefore there will never be peace in the Middle East until

a) a host of nations lock arms around Israel and beat the living crap out of it (nations that it will not be in our short term or long term economic or geopolitical interest to side against like say oh I don't know Russia, Saudi Arabia or China) or

b) the American people force their political leaders to cease and desist on unconditional support for Israel, depriving it of its big brother to provide to it cover as it commence its antithetical actions in the communities of nations. I'm pulling for B, less bloodshed that way.

Did we elect a democrat or an AIPAC. I spent the last 8 years vigorously opposing the Bush policies. I am not anti American. I, like many Americans resent being called anti Semitic because we disagree with Israel. Gaza is the worlds largest prison, inside of which suffer men women and children, guilty of trying to survive in their homes and farms.Were the 453 CHILDREN recently murdered, suspected terrorists? Israel does not want peace, they want territory. The US is complicit in the horrors that continue there: white phosphorous, jets, bombs etc. What do expect the Palestinians to do; sit back while they are driven to extinction by the ruthless Israeli military machine. The US must treat Israel and Palestine with equal respect and support or the violence will continue forever.

If Israel wanted territory they would have kept the giant Sinai peninsula, 40 times the size of Gaza and with nobody in sight. they would have kept the oil fields, the shore line and a direst entry to the indian ocean.
There was a leader on the other side who was ready to make peace, so they gave back every inch and got peace in return.

When the pals find their peace loving leader , the israelis will oblige.
and dont tell me about the right wing in Israel.
Menahem Begin, who gave up the Sinai for peace, was more hawkish than any one, certainly more than Nethanyahu.

I think Sec Clinton is doing a great job here trying to negotiate a peaceful solution. It is a sticky situation but she is right up in there trying to create a useful diplomatic strategy..­. TOTAL opposite of the Bush Admin.

Plus, the fact that she and the Obama Admin are reaching out to Syria... thats a BIG deal. It really shows the new direction that our country is going in and displaying the type of leadership that can be looked up to and admired throughout the world.

Unless there is a grass routes movement to encourage our political officials to grow a backbone and stand up to AIPAC we're going to be right here four and eight years from now. What does it tell you when 99% of our elected officials bow at the shrine of Israel when far less than that supports unconditional support to Israel. Thank God we're beginning to see some signs that the people are waking up to just how much Israel is a strategic burdon on the US and no longer an asset like it was during the Cold War.

A separate state will solve nothing.

No economy, no intellectual capital, nothing but hate as an excuse.

Go look at Lebanon to see if that is a model of a functioning government.

Many of the Arab states don't want the jews in their back yard, its pure hate that their own little state will not fix. How much money has the petro wealthy countries poured into helping the so called disenfranchised Palestinian people, little.

My sense of history says Palestinian problem had its roots in Jordan where they were forced to leave.

The Palestinian problem is more of a culture of hate born out of hate, and blaming Israel the easy way out.

The only solution is for the Palestinians to have their own state and be free of any form of occupation by the Israelis. Hillary will meet an implacable force in Benjamin Netanyahu, one of the Israeli's most outspoken hawks. Good luck to Hill.
