WASHINGTON — President Barack Obama on Wednesday tapped Florida emergency manager Craig Fugate to head the Federal Emergency Management Agency, turning to a Republican appointee who has steered the Southern state through numerous hurricanes since 2001.

In a statement issued by the White House, Obama said he plans to nominate Fugate who will help the administration "improve our preparedness, response and recovery efforts."

Obama said Fugate will travel with Homeland Security Secretary Janet Napolitano to the Gulf Coast on Thursday to meet with local officials still struggling to recover from 2005 hurricanes.

Fugate, who faces Senate confirmation once he is nominated, has been director of Florida's Division of Emergency Management since 2001, chosen by former Gov. Jeb Bush. He was retained by current Gov. Charlie Crist. Both governors are Republicans.

Before that, Fugate was the agency's assistant director for more than four years.

Fugate has been praised for helping guide Florida through several devastating hurricanes in the past decade. He was criticized in 2005 for not distributing enough ice, water and other supplies immediately after Hurricane Wilma. Fugate had warned residents before the storm that they should have enough supplies for three days after it passed, but many did not and that overstressed the system.

Napolitano called Fugate one of the most experienced emergency managers in the country.

"The work he's accomplished in Florida serves as a model for other states," Napolitano said in a statement. "He will be a tremendous asset to FEMA and it's employees."

After Hurricane Katrina, Fugate said there was too much focus on blaming the federal government for the botched response. He said in a 2006 interview with The Associated Press that it was the state's responsibility to prepare for such disasters, and the state should only turn to the federal government for help when the disaster is larger than the state can handle on its own.

Fugate's department was held up as a national model after the Sept. 11, 2001 terrorist attacks. He said then that the state had been preparing extensively for the threat of terrorism since the 1995 Oklahoma City bombing and had done exercises for several possibilities, including cruise missile attacks.

Obama's decision to name Fugate drew praise from Florida lawmakers and the International Association of Emergency Managers, which represents local emergency managers around the country.

Since Hurricane Katrina, when FEMA arrived both late and unprepared, the agency has been under intense public scrutiny and Congress passed a law requiring the head of FEMA to have emergency management experience.

During Katrina, the agency couldn't track supplies or get those it had to the right place. FEMA was unable to provide then Homeland Security Secretary Michael Chertoff and other top federal officials with accurate or timely information from the area hit by Katrina, particularly about inhumane conditions confronting victims who sought shelter at New Orleans' Superdome and convention center.

FEMA's past administrator, R. David Paulison, who came on shortly after Katrina, said Fugate is the right choice for the job. "There are few people around the world that have the type of disaster experience that Craig Fugate has," Paulison said.

Paulison said Fugate's biggest immediate challenges are how to house catastrophic disaster victims who are displaced from their homes and how to make the long-term recovery process more efficient.

Thousands of victims of Hurricanes Katrina and Rita are still living in temporary housing 3 1/2 years after the storms. Katrina was blamed for more than 1,600 deaths and $41 billion in property damage.

Paulison predicted that Fugate will be shocked when confronted by the federal bureaucracy when he takes over FEMA.

"The bureaucracy up there is tremendous," Paulison said of the federal government. "It can be very frustrating to get things done."

James Lee Witt, FEMA director from 1993 to 2001, also praised Fugate.

"Craig's experience will be an asset in rebuilding the trust and relationships between the federal and state governments," said Witt, who has been critical of the Bush administration's decision to put the agency in the Homeland Security Department in 2003. Witt headed Arkansas' emergency agency under then-Gov. Bill Clinton and later joined the president's administration.

Fugate has been critical of the Homeland Security Department over the years. In a 2006 letter to a high-ranking homeland official, Fugate slammed the department's review of hurricane preparedness exercises for Florida's region. "The products are wonderful in terms of color enhancement, texture, physical craftmanship, etc.," Fugate wrote, sarcastically. But, he said, the reviews did not reflect the work Florida had done to respond to Hurricane Katrina.

For the record...Craig is a Democrat that was hired by Republican Gov's due to his capabilities. It shows he can work with both sides of the isle. And he calls them like he sees them. That's what took so long for the feds to finally decide to go with him...afraid he may be too blunt about what does not work. Seriously. And wow at the rumors on these sites. The State EOC has never flooded. And for all the responders that were obviously pushing there political party...PLEASE. Leave the politics out of emergency response. That's what screwed up the latest disasters at ALL LEVELS. Do you want firefighters, police officers, or paramedics making decisions based on political beliefs before they act? Please leave it at the door when you walk in to serve.

I am so proud to say Craig fugate is my uncle & is proud of the progress he has made. I live New Orleans, and I cannot wait to see the outcome of his decisions for FEMA.

The adults WERE in charge of government. And this is the first adult Obama has appointed. (perhaps the ONLY Obama nominee who has paid his taxes).

Republicans in Florida and Mississippi had exemplary responses to Katrina. Louisiana FIRED Democrat Blanco and replaced her with Republican Jindal.

And now Obama has nominated yet another Republican to handle national emergency response. His own pick as THE most qualified to handle emergencies says the botched Katrina response was NOT the fault of the Feds!

All those who know best know it was Democrats in Louisiana who refused to follow their own emergency plans, refused to evacuate citizens, refused to cooperate with Bush, refused to open the regular emergency shelters, sent everyone to the Superdome which they didnt stock with emergency supplies because they didnt follow their own plan.

So once again (as with wiretapping, rendition, Guantanamo, Iraq, "enhanced interrogation"), Obama adopts the Bush/Republican policies, proving Bush and Republicans were right, and his rhetoric during the campaign to his ignorant, childish supporters was wrong.

The children have ALWAYS been the same Democrats whom polls show think Republicans have been in charge of Congress for the past two years, and who think incompetent State preparation and response is the fault of the Federal Govt.

Another Liberal Lie bites the dust.

And,... the adults were not in charge when Bush was President.

The petulant, the crony capitalists (or pseudo capitalists) who now need the taxpayers to bail them out, the frat-boys, the panderers, and the crooks were in charge at the Federal levels.

This guy is just one of the good ones - regardless of party. So is Obama, So is Biden.

Now - if we could only jettison about 2/3 of the remainder of Congress and the Senate (regardless of party) and get hard-working Americans in their places - we might have something good to work with.

he's smart to pick a Republican because Republicans were the only ones who had professional exemplary responses to Katrina. It was only Democrats Kathleen Blanco and Mayor Ray Nagin who failed to prepare, failed to evacuate, and failed to even remotely follow their own disaster plans.

Obama doesnt want another Katrina, so he was sure to hire a Republican, not a Democrat.

This the same Craig Fugate that requested millions to demo and rebuild homes in Florida. One house in St Pete for $910,000. FEMA does not fund rebuilding homes. Some $100 million was returned to FEMA for ineligible projects. Florida was a pilot project allowing them to determine their own eligibility for FEMA funds. In one Florida county thousands of FEMA funded elevated homes illegally converted the below BFE space to housing in violation of the FEMA grants and floodplain regulations. Looks like we put the fox in charge of the chicken coop.

Should not the director of FEMA know what kind of projects are eligible and cost effective solutions? The purpose of FEMA acquisition funding is to remove all insurable structures for ever. Building a nearly million dollar home in a vulnerable location reduces potential disaster losses how exactly? I heard Florida hardened their emergency op centers. Guess what happened? They protected the windows but neglected the doors and the next event flooded and destroyed the buildings contents. How many thousands of more examples of waste and abuse would be required to make the point?

too bad that Georgie-Porgie didn't have the insights and wisdom to hire someone who knew his right hand from his left foot. Too bad for all the people lost in the Katrina catastrophe and those still in harm's way. Pitiful last 8 years and we have to spend the next eight or more just getting back to some semblance of 'normal.'.. Cleaning up all of Georgie's messes and big boos... his mission accomplishments.
