BRUSSELS, Belgium — U.S. Secretary of State Hillary Rodham Clinton proposed on Thursday a high-level international conference on Afghanistan to be sponsored by the United Nations and attended by a wide range of countries including Pakistan and possibly Iran.

Clinton presented the proposal at a NATO foreign ministers meeting where she said the session could be held March 31 and led by the U.N.'s special representative for Afghanistan, Kai Eide of Norway, who was appointed to improve coordination of international civilian assistance to Kabul.

She said discussions were under way with the U.N. on possibly having U.N. Secretary General Ban Ki-moon open the conference.

"We hope that this meeting could provide an opportunity to reach a common set of principles, perhaps embodied in a chairman's statement, on a common way forward," she said, according to a prepared text released by her staff.

At a news conference later, Clinton said: "It is expected that Iran would be invited as a neighbor of Afghanistan."

She described the conference as "a way to bring all the stakeholders and interested parties together" while stressing that it so far is only a proposal.

NATO Secretary General Jaap de Hoop Scheffer told a news conference that the proposed conference could be seen as a "big tent meeting" that would include a wide range of parties with an interest in stabilizing Afghanistan and preventing it from again serving as a haven for al-Qaida.

Clinton said that Afghanistan and Pakistan should attend the conference, along with NATO allies and those countries that have troops in Afghanistan. Without citing others by name, Clinton also proposed having in attendance "key regional and strategic countries," which appeared to mean Russia, India and possibly others, plus "major financial contributors and relevant international organizations."

Robert Wood, the State Department spokesman traveling with Clinton, said, "I would expect that Iran would be invited." That adds a new dimension to international diplomatic efforts in Afghanistan, which until now have had limited contributions from Iran.

Reaction to her proposal from other NATO foreign ministers was not immediately known.

The war effort in Afghanistan has deteriorated the past two years as the Taliban and extremist insurgency has gained strength and U.S. and allied casualties have increased. President Barack Obama has approved sending an additional 17,000 U.S. troops to Afghanistan this spring and summer, but he also has emphasized the need to have a broader, unified international approach to the conflict.

Some of the comments on this thread exhibit an erroneous analysis of the purpose of having Iran at a UN conference on Afghanistan. First, it is de rigueur diplomatic behavior to invite a neighboring country to an international conference, but it is also a repeat strategy of what the US did in Iraq when it held talks with Iranian diplomats. Combined with the “Surge” and PM Al-Maliki's crackdown on Shiite militias, it proved beneficial in stablizing the security situation. Far from being a 'friendly' approach or a thawing of relations, it is a tactic designed to get Iranian representatives on record as to what their activities are in Afghanistan and under what circumstances would they alter their behavior. Simply exposing their behavior in an international setting can have a utilitarian effect.

General Petraeus last month stated that Iran was providing "small-level" assistance to insurgents in Afghanistan, but did not elaborate much on the details. I suspect he was talking about IED components (casualties from the latter have increased in the theatre; check the statistics). This should not be a surprise, because a few years ago a BBC investigation confirmed that Iranian-made weapons were coming over the border. The extent of Tehran's involvement is unclear (it could be the Quds force).

Some Intel reports show that transfers of SA-14 Gremlins to Afghanistan had occurred. This weapon has the capability to overcome NATO r0tary-winged c0untermeasures. Having Iran present at the aforementioned conference is a good way to pressure them into changing their behavior; offering carr0ts and s t i c k s for said purpose.

The Secretary of State is a sagacious realist, not an a n t i - Bush contrarian (such as this forum) crafting policy just to be the converse of her predecessor. Just the other day in Egypt Ms. Clinton conceded that it is “very doubtful” diplomacy will work with Iran vis-à-vis several issues. Her team is already preparing policy for the next stage. Unfortunately, the problem of Iran will begin to complicate heavily over the next year, so I expect Tehran's involvement in Afghanistan to escalate as a means to gain leverage.

There was supposed to be a huge show to the press about these supposed weapons...­but it was cancelled because they did not come from iran at all..

Remember, at least the PNAC crowd wanted another war.... luckily they failed.

There is plethora of evidence of iranian caches having been found in Afghanistan; do a quick google search and you can even find photos. I'm not sure which press conference was canceled (sounds like a Gareth Porter allegation), but one of the BBC's last reports (circa September 2008) sourced a T a l i b a n c0mmander himself verifying the aforementioned allegations. Again, the fact that weap0ns from Iran have poured over the border is not in dispute; what is unknown is the extent of the government's involvement. It could be opportunist dealers, or it could be the Quds force who is known to run ops outside of the executive administration's authority (i.e. Ahamdinejad). This has nothing to do with PNAC; you should move beyond that 0bsession.

No one, that's no reasonable person, wants to be tossing credibility the way of Iran. Nor do folks want to rely on them for much of anything other than hysterical rants by their leaders, threatening Israel's very existence daily, and stomping all over human rights inside their own borders (and supporting such stompings elsewhere).

HOWEVER!

There is no way, no way, no way that the Afghanistan problem is going to be solved without bringing all of their neighbors, all players in the region together. It's what we call a necessary evil. If the war in Afghanistan is not to be the "graveyard of" the American empire, we're going to have to deal with some shady SOBs.

Then, by the way, can we get back to a sane foreign policy wherein we don't try to have an empire anymore?

When Israel attacks Palestinians, as during the recent assault on Gaza, its instruments of destruction are U.S. fighter jets and attack helicopters, U.S. missiles, U.S.-made white phosphorus, U.S.-made Caterpillar bulldozers. All of this American-made destruction is clearly identifiable to television audiences throughout the Arab and Muslim world, where viewers receive a steady diet of news showing Palestinian civilians being killed by weapons made in the USA. It is from this vast population, which feels kinship with Palestinians and feels itself to be under assault from the United States, that terrorists such as Osama bin Laden are able to find recruits.

I agree with some of that but these people are *looking* for a reason to feel aggrieved. Call me cold but they are placing far too much emphasis on how they feel and too little on what is practical.

Audiences in the Arab and Muslim world are as easily manipulated as ones in America. They have no kinship with Palestinians other than a shared hatred and fear of the West, channeled through Israel. Some of that is rational, some of it is not. The danger comes in giving so much power and force to emotional reactions.

Populations who look for things to hate and fear in other nations are generally avoiding dealing with their own internal issues. No good can come of it. Case in point - the United States.

Israel and Palestine will have to come to a two-state solution and work out their various security concerns. Maybe Bibi's the man for the job - I don't know. I always liked him, despite disagreeing with everything he says. Secretary of State Clinton is already being clear that the US now takes a dim view of Israel's bulldozing activities. She called them out on it publicly and I think that's a good start to our new relations with them.

While I agree with much of what you say, if you want an understanding of Iran and it's "fear of the west" (read US) you must understand their relationship with the US since the early 50's when their "democratically" (there was a democracy in the middle east even then , shudder) elected leader was ousted by the US and the Shah of Iran was installed by the US. Now they find themselves with the US involved in countries on their west and east borders. I'm wondering how threatened the US would feel if Iran occupied both Canada and Mexico.

Well, that's a no brainer.

Still, good for you Hillary. It is nice to see a Secretary of State who is able to recognize reality.

Iran has serious interests in Afghanistan (and Iraq). Their most important interest is to end the chaos on their borders.

Iran recognized the Taliban for what they were long before the USA got involved.

Hopefully this will be an opening. A way to start to realize that the USA and Iran have little reason to be enemies.

And a way to empower the modern looking majority of the Iranian people.

Without the threat of foreign intervention in their affairs Iran's Right Wing will surely loose power. And Liberal Modernization Movement can regain their lost momentum.
