BRUSSELS, Belgium — U.S. Secretary of State Hillary Rodham Clinton proposed on Thursday a high-level international conference on Afghanistan to be sponsored by the United Nations and attended by a wide range of countries including Pakistan and possibly Iran.

Clinton presented the proposal at a NATO foreign ministers meeting where she said the session could be held March 31 and led by the U.N.'s special representative for Afghanistan, Kai Eide of Norway, who was appointed to improve coordination of international civilian assistance to Kabul.

She said discussions were under way with the U.N. on possibly having U.N. Secretary General Ban Ki-moon open the conference.

"We hope that this meeting could provide an opportunity to reach a common set of principles, perhaps embodied in a chairman's statement, on a common way forward," she said, according to a prepared text released by her staff.

At a news conference later, Clinton said: "It is expected that Iran would be invited as a neighbor of Afghanistan."

She described the conference as "a way to bring all the stakeholders and interested parties together" while stressing that it so far is only a proposal.

NATO Secretary General Jaap de Hoop Scheffer told a news conference that the proposed conference could be seen as a "big tent meeting" that would include a wide range of parties with an interest in stabilizing Afghanistan and preventing it from again serving as a haven for al-Qaida.

Clinton said that Afghanistan and Pakistan should attend the conference, along with NATO allies and those countries that have troops in Afghanistan. Without citing others by name, Clinton also proposed having in attendance "key regional and strategic countries," which appeared to mean Russia, India and possibly others, plus "major financial contributors and relevant international organizations."

Robert Wood, the State Department spokesman traveling with Clinton, said, "I would expect that Iran would be invited." That adds a new dimension to international diplomatic efforts in Afghanistan, which until now have had limited contributions from Iran.

Reaction to her proposal from other NATO foreign ministers was not immediately known.

The war effort in Afghanistan has deteriorated the past two years as the Taliban and extremist insurgency has gained strength and U.S. and allied casualties have increased. President Barack Obama has approved sending an additional 17,000 U.S. troops to Afghanistan this spring and summer, but he also has emphasized the need to have a broader, unified international approach to the conflict.

The Obama administration moved today to resume high-level relations with Moscow when Hillary Clinton led a western push to revive contacts between Russia and Nato.

Making her European debut as secretary of state, Clinton told a meeting of Nato foreign ministers that Washington wanted "a fresh start" in relations with Moscow. She will have her first official negotiations with her Russian counterpart, Sergei Lavrov, in Geneva tomorrow.

Many might not know this, but Iran provided intelligence assistance to U.S. in Afghanistan, soon after 911.

They dislike al Qaeda just as much we do.

I'm 27 and long ago left the Christian religion. However, I don't have much fondness in my heart for people who think the ritual slaughter of six million people is a real gut buster. This is also a man who thinks that homosexuals ought to be stoned to death.

So yeah, I talked about taking a dump on his head. He deserves it. And Iran deserves better than him.

I agree that we should engage with Iran and that this is a good place to start. Iran helped us with Afghanistan before and must play a part in any regional solution. However, I also have this thought on what to do:

AFGHANISTAN - SOME UNINFORMED COMMENTS

Although I have no particular expertise or knowledge about Afghanistan, I do have a suggestion for our new strategy. It seems that indefinite occupation never works in this country and that a democratic central government is an elusive goal. So lets save lives and money by reducing our goal to containing or eliminating Al Qaeda.

I gather that Afghanistan has a lot of regional chiefs or warlords. It is also a violent and somewhat lawless country. I suggest that in large part we limit our efforts to reconstruction and related security. As for Al Qaeda, let's make deals, or use bribes, to get these warlords, or the local mafia, to assassinate or otherwise dispose of enough of them, there or in Pakistan, render them ineffective as a terrorist group.

Realism is the only ism out there that works. It is time think of our "opponents" as our potential markets. If we had 1.8 billions Muslim market, we would not have recession right now; we would be selling cars to Iran and other Arabic or Muslim countries like other smart powers are doing. Don't let Isreal fools us thinking we have more enemies than we have. Good move, Obama and Hillary! I do think Obama team would get more support if they are not afraid to get the Citizen's Briefing Book online again.

Talk is CHEAP!

And it about time we start talking to everyone before we spend $4 Trillion and 4,000+ lives to force them to sign an agreement that they want us to leave their country by 2011!

The idea that talking to people gives them power came from IS and Bush to allow the military/oil establishment to wage any activity they chose to regardless of the facts.
