BRUSSELS, Belgium — U.S. Secretary of State Hillary Rodham Clinton proposed on Thursday a high-level international conference on Afghanistan to be sponsored by the United Nations and attended by a wide range of countries including Pakistan and possibly Iran.

Clinton presented the proposal at a NATO foreign ministers meeting where she said the session could be held March 31 and led by the U.N.'s special representative for Afghanistan, Kai Eide of Norway, who was appointed to improve coordination of international civilian assistance to Kabul.

She said discussions were under way with the U.N. on possibly having U.N. Secretary General Ban Ki-moon open the conference.

"We hope that this meeting could provide an opportunity to reach a common set of principles, perhaps embodied in a chairman's statement, on a common way forward," she said, according to a prepared text released by her staff.

At a news conference later, Clinton said: "It is expected that Iran would be invited as a neighbor of Afghanistan."

She described the conference as "a way to bring all the stakeholders and interested parties together" while stressing that it so far is only a proposal.

NATO Secretary General Jaap de Hoop Scheffer told a news conference that the proposed conference could be seen as a "big tent meeting" that would include a wide range of parties with an interest in stabilizing Afghanistan and preventing it from again serving as a haven for al-Qaida.

Clinton said that Afghanistan and Pakistan should attend the conference, along with NATO allies and those countries that have troops in Afghanistan. Without citing others by name, Clinton also proposed having in attendance "key regional and strategic countries," which appeared to mean Russia, India and possibly others, plus "major financial contributors and relevant international organizations."

Robert Wood, the State Department spokesman traveling with Clinton, said, "I would expect that Iran would be invited." That adds a new dimension to international diplomatic efforts in Afghanistan, which until now have had limited contributions from Iran.

Reaction to her proposal from other NATO foreign ministers was not immediately known.

The war effort in Afghanistan has deteriorated the past two years as the Taliban and extremist insurgency has gained strength and U.S. and allied casualties have increased. President Barack Obama has approved sending an additional 17,000 U.S. troops to Afghanistan this spring and summer, but he also has emphasized the need to have a broader, unified international approach to the conflict.

President Obama & SoS Hillary Clinton have to re-engineer the horrible bush international policies. They are doing a great job building a foundation for a new international frontier & improved respect for the USA. They are being open minded & diplomatic vs. bush/cheney's closed, preemptive minds to bomb everyone in their way.

Last time Iran was invited to an Afghan conference, they were the only delegation that succeeded in allocating seats for the different Afghan sects.

Hopefully they will contribute to this conference as well.

Maybe I'm being a Pollyanna, but this could be a "declaration of independence" by the Obama administration from AIPAC and its wingnut clients in israel.

Hillary raised predictable screeching last week when she criticized the Israeli blockade and said that the US would provide some aid to Gaza, and more agita when she criticized the ongoing settlement violations by Israel. Next thing you know, the Israelis are making noises again about attacking Iran. The usual tail-wagging-the-dog arrogance.

So then, Hillary invites the Iranians to this conference.

As I said, maybe I'm being naive, but timing is important, and this invitation comes shortly after she was quoted saying she didn't think the Iranians really want to talk and aren't being helpful. Real neck-twister here.

I wish I could agree with you. Your kindness and hopeful outlook are shared by most people, but not by our politicians. They prey on our goodness, talking to it, stroking it and pretending to share it.

I could be reading too much into this, I know. And there are I'm sure a lot of CIA programs in the works, hard to make everything come to a complete stop all at once. Anyway, optimistic today :-)

She said she did not think the Iranian wanted to talk about their nuclear program and in many ways, she is right. This is a different issue--the security of Afghanistan.

Talking to Iran, officially, is a big threshold, not matter what the issue. I could be reading too much into this, but the rapid-fire series of events is a bit startling. Most observers seemed to think the opening to Iran would follow a lengthy prep stage, this seems very sudden.

Well, let's hope for the best.

I am not a Clinto supporter - was but not after 1995. Sorry the CLuntons have more walls around them than some castles I've visited in Europe. In case you are wondering, NO, I wasn't a Obama suppoeter either but after SOuth Carolina I hitched on. I lost my job in 195 with the dueking egos of Bill and Newt when they shut down the federal government - alos lost my home. I am a disabled compensated veteran. If it weren't for my art, since 1995 I'd be on the streets and as it is I don't trust the CLintons. Not one iota. And if you think that I sat at home and did not contact the White House and my repyblicam congressmen - wrong - I worte letters for years before giving up.

You see, it was your money that sent me to the university, your money that paid ALL my (est. $100,000) educational expenses. When time came around for my first federal appointed it lasted 6 months before the shutdown of government - last one hired first one fired. . There were news stories about me and what did the Clintons's do to help - Nada. Another reason "job -traianning" at lleast for veterans needs an overhaul.

Good luck with your Clunton fantsy they don't give a arn about middle America.

I never said that. I said, way back in the hottest days of the primary season, that no matter who won, the other would get behind the winner and do everything needed to wrest this country back from the Bushistas and the Dittobots. I got royally flamed by supporters of both candidates for not favoring one over the other; got called names that would get you b a n n e d nowadays (those were different, much freer times on these boards). I felt that the only way Democrats could win was by standing together, not giving into Clinton paranoia or charges of "inexperience".


I'm glad to see that I was 100% correct, and I hope all my friends here at Huffington (all three of you!) will forgive me if I gloat a little. I'm doing it as much for our country as for myself. Go Obama! Go Hillary! Go Democrats! Go AMERICA!!!

People on this site should stop confusing campaign rhetoric for actual behavior. Hillary used words like 'obliterate' because as a woman she had to show that she could be like a man. Obama never had to prove his manhood so he didn't have to act all hawkish.

Hillary is a diligent and thorough person who throws herself whole heartedly into everything she does. She's also very smart and being in the position she is in, she is using her brain and not playing to some political demographic any longer. Obama would not have picked Hillary for SoS if he thought she really was ideologically wedded to the George Bush type ideas she was purporting on the campaign trail. The two are the dynamic duo and they're going to do great things together.

It has been so long since America took the high ground, I feel refreshed. Diplomacy at the point of a gun isn't diplomacy, and it isn't a solution to the worlds problem. More nations need active engagement as opposed to isolation, sanctions and bombing raids.
