BRUSSELS, Belgium — U.S. Secretary of State Hillary Rodham Clinton proposed on Thursday a high-level international conference on Afghanistan to be sponsored by the United Nations and attended by a wide range of countries including Pakistan and possibly Iran.

Clinton presented the proposal at a NATO foreign ministers meeting where she said the session could be held March 31 and led by the U.N.'s special representative for Afghanistan, Kai Eide of Norway, who was appointed to improve coordination of international civilian assistance to Kabul.

She said discussions were under way with the U.N. on possibly having U.N. Secretary General Ban Ki-moon open the conference.

"We hope that this meeting could provide an opportunity to reach a common set of principles, perhaps embodied in a chairman's statement, on a common way forward," she said, according to a prepared text released by her staff.

At a news conference later, Clinton said: "It is expected that Iran would be invited as a neighbor of Afghanistan."

She described the conference as "a way to bring all the stakeholders and interested parties together" while stressing that it so far is only a proposal.

NATO Secretary General Jaap de Hoop Scheffer told a news conference that the proposed conference could be seen as a "big tent meeting" that would include a wide range of parties with an interest in stabilizing Afghanistan and preventing it from again serving as a haven for al-Qaida.

Clinton said that Afghanistan and Pakistan should attend the conference, along with NATO allies and those countries that have troops in Afghanistan. Without citing others by name, Clinton also proposed having in attendance "key regional and strategic countries," which appeared to mean Russia, India and possibly others, plus "major financial contributors and relevant international organizations."

Robert Wood, the State Department spokesman traveling with Clinton, said, "I would expect that Iran would be invited." That adds a new dimension to international diplomatic efforts in Afghanistan, which until now have had limited contributions from Iran.

Reaction to her proposal from other NATO foreign ministers was not immediately known.

The war effort in Afghanistan has deteriorated the past two years as the Taliban and extremist insurgency has gained strength and U.S. and allied casualties have increased. President Barack Obama has approved sending an additional 17,000 U.S. troops to Afghanistan this spring and summer, but he also has emphasized the need to have a broader, unified international approach to the conflict.

Iran is looking like the Republican party. The more we incourage their involvement in solving the problem, their inner Nancy Reagan comes out.....ju­st say no. I have a feeling that Iran will eventually join the discussion which is more than I can say about the republican'ts.

Great start for the US and the World. I am glad to see France, Germany and Norway are taking great leadership in helping to usher in a new peace alliance and security for mankind. It won't be easy for the Bushites are burrowed into the "old" world structure, buy CHANGE will move mountains and humanity will prevail. CHANGE is looking GOOD!

Keep in mind folks OBAMA is Hillary's boss --- she can't do or say anything he hasn't authorized her to do or say.

Don't give her credit for this Iraq thing --- She's the one that said Obama was a fool to want to sit down with them....re­member?

The difference between their positions was wildly overblown. Hillary NEVER objected to direct diplomacy with Iran. She said that as president she wouldn't personally meet with the Iranian leader, but would use envoys.

Obama's position is not much different. I highly doubt he has any plans to meet Ahmedinijad personally, but he's open to other diplomatic channels.

And, by the way, they are on the same team now.

HRC (or is that still HC still now that the campaign's over? Whatever.) advocated bombing Iran back into the stone age while she was pandering hard for the Jewish vote, don't recall Obama ever saying anything along the same lines. She never actively and verbally advocated direct diplomacy in Iran until now -- under orders from her SUPERIOR.

Folks, as many of you already know, I am far from ever being a Bill and Hillary Clinton fan. I've been an anti-Clintonite from decades back, well before she ever ran for President. I was disappointed when President Obama selected her as SoS. But I trusted and respected his decision to do so and I was willing to give Hillary the benefit of the doubt.

But I have to tell you, I am gaining some due respect and an increasing bit of admiration for Hillary these past few weeks as our new SoS. Her trips to the Far East, her warnings to North Korea, her calls for a return to NATO and diplomacy to help solve the Israeli-Palestinian situation and her blunt assessment directed at the Israelis have caught my favor with her. She appears on her way to being one of our stronger SoS. I still haven't forgotten or have quite forgiven some of her more r.a.c.ial campaign rhetoric. But she deserves credit where credit is due and I applaud her initial efforts as our new SoS.

Way to go Hillary...­keep fighting the good fight!

I have been an anti-Clintonite since the 90s too, but I feel exactly the same way about Hillary as you do now. So far, I think she is doing a great job, and I am sure that her visibility in politics only helps her current position.

I realize that people at this conference, if it happens, won't be attending as equals but just inviting the previously uninvited is a start...

It is termed a "UN summit", but somehow Iran which is a member of the UN has to be specially or specifically invited? Is someone not doing their job or this is one of them misspeaking moments? Anyway, any diplomacy or Afghan policy that includes Iran and its interests in the region is a sound and well thought idea.
