ANKARA, Turkey — For one of his first foreign visits, President Barack Obama will call on NATO ally Turkey, an overwhelmingly Muslim country viewed as critical to aiding the U.S. pullout from Iraq, turning around the Afghanistan war and blocking Iran's nuclear ambitions.

The invasion of Iraq has strained the long friendship between the U.S. and Turkey, a Western-style democracy that straddles Europe and the Middle East and has an Islamic-oriented government. Obama's visit, expected at the end of a European trip in early April, would mark an improvement in ties.

"We share a commitment to democracy, a secular constitution, respect for religious freedom and belief and in free market and a sense of global responsibility," U.S. Secretary of State Hillary Rodham Clinton said Saturday in announcing Obama's plans after meeting with Turkish leaders in the capital.

The visit is "a reflection of the value we place on our friendship with Turkey," the chief American diplomat said on the last stop of her weeklong trip to five countries. The president asked her to make the announcement, she added.

Turkey had advised against the U.S.-led invasion of Iraq in 2003 and refused to permit U.S. ground forces to launch elements of the attack from Turkish soil.

In a more cordial atmosphere now, Washington and Ankara are consulting on ways Turkey can help facilitate the withdrawal of U.S. troops from Iraq. Turkey has said it is ready to serve as an exit route for the Americans. The U.S. air base at Incirlik, Turkey, has been used for transfer of U.S. troops and equipment to Iraq and Afghanistan.

"We have to discuss what will pass, what kind of equipment," Foreign Minister Ali Babacan said at a news conference with Clinton. "We are ready to cooperate."

Neither Clinton nor the White House would confirm a date for Obama's visit. But it probably will follow his trip to Europe from March 31 to April 5 that includes a NATO summit and meetings with European Union leaders; Turkey is seeking EU membership. Obama's only trip since taking office Jan. 20 has been a day visit to Canada.

The announcement drew an immediate question about whether Obama, who has pledged to work to repair America's reputation worldwide, had settled on Turkey as the site for a promised major speech in a Muslim capital. The answer was no _ that will come during a later trip. Speculation has run high that Obama might give it in Indonesia, the world's most populous Islamic nation and his home for four years as a child.

"We've got a unique opportunity to reboot America's image around the world and also in the Muslim world in particular. So we need to take advantage of that," Obama said in a December newspaper interview, though he declined to say whether the speech would happen in his first year.

Obama's ascension to the White House won cheers around the globe as a sign that America would be more embracing and open to change. In his Inauguration Day address, the new president said, "To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect." Obama also gave his first formal television interview as president to the Saudi-owned Al-Arabiya network.

Before Obama sees NATO leaders, his national security council plans to finish an Afghanistan policy review. The manner in which that policy is announced is expected to be packaged with direct outreach to the Muslim world.

The U.S. has about 38,000 troops in Afghanistan and is the largest contributor to a joint NATO force. NATO also has about 30,000 non-U.S. troops there.

The war effort in Afghanistan has deteriorated the past two years as the Taliban and extremist insurgency has gained strength and U.S. and allied casualties have increased. Obama has approved sending an additional 17,000 U.S. troops to Afghanistan this spring and summer, but he also has emphasized the need to have a broader, unified international approach to the war.

The Turks think the U.S. should put more focus on expanding and improving the Afghan security forces and on pressing Afghan authorities to reconcile with elements of the Islamic insurgency, rather than on putting tens of thousands more U.S. troops.

Incirlik could take on a greater role following Kyrgyzstan's recent order that the U.S. vacate on air base on its territory that is a transit point for 15,000 troops and 500 tons of cargo each month to and from Afghanistan.

Obama answered "no" when asked in a New York Times interview Friday whether the war was being won and raised the possibility of reconciliation with elements of the Taliban.

On Iran, which shares a border with Turkey, the Obama administration has raised the prospect of diplomatic engagement as part of a new direction in U.S. foreign policy. But a chief source of friction is Iran's nuclear policy. The U.S. and other countries believe the program is intended to produce weapons; the Iranians say it is designed for civilian energy production. Yet during her trip, Clinton accused Iran of seeking to "intimidate as far as they think their voice can reach."

Turkey supports Iran's right to develop nuclear energy for peaceful use but wants Tehran to be transparent about its nuclear program and favors dialogue.

In addition to her talks with Turkish leaders, Clinton appeared on a popular TV talk show that focuses on women's issues. Several women asked Clinton about Michelle Obama, whom the secretary of state praised as a good role model. None brought up Clinton's personal life, but one asked her about a comment she made during her swearing-in ceremony at the State Department on Feb. 2 in which she thanked her husband for "a lifetime of _ all kinds of experiences." The woman asked how she coped with those experiences.

Clinton replied that she relied on forgiveness, friends, family and faith.

"I don't know anybody whose life is smooth sailing. If you meet such a person I'd like to know him because I've lived a long time and I've yet to meet such a person," she said.

I couldn't stand Condi and nothing Hillary does impresses me. She is totally predictable, uninspiring, even awkward, and a mouthpiece for AipacIsraeli foreign policy. As a matter of fact, she should consider moving there and run for office; at least there, where the bar for politicians is at an all-time low, she'd be an improvement over any of their choices!

You seem to LOSE your STRONG argument against the shameful acts in Turkish history. AND YOU USE OBAMA TO PROVE YOUR POINT NOW...HOW CLASSY...

I regard President Obama as a man of commonsense. I hope that POTUS will have a better look at the decision of International Association of Genocide Scholars in refusing to establish an " independent truth commison" that would open up both Ottoman and Armenian archives to independent investigators.
I believe that he'll do the right thing and allow the scholars to do their jobs, rather than the lobbies from both sides which try to stop the truth to come out.
That is the Obama I believe in...

Again, you're getting personal simply because you have no historical basis for your argument. You are saying silly things like "only you who looked down on Turks..."

Well, allow me to retort my Turkish friend.

1/ If I was the "ONLY ONE" who had anything bad to say about Turks, they would have made it into the EU long time ago. But the fact is that there are ENTIRE nations and races that want to keep their distance from Turkey because they are well aware of what the Turkish nation is capable of, and that what the Turkish nation stands for is in complete contrast to the western way of life (No freedom of speech, no equality, government promoted racism, that sort of thing).

2/ I didn't say that Turkish people mistreated me in any way. They were actually quite hospitable. My point is that the Turkish government is racist and they instill racism into their people, which is kind of like what the United States would look like had the south won the civil war. Unfortunately for Turkey, the racists won and that's who sets and has been setting the agenda for the last 100 years (including Genocide, racial prejudice, brainwashing of their youth, etc).

The reason there is no "Independent truth commission" for the Genocide is for the same reason there is no "independent truth commission" on the Holocaust. It happens, everybody but the Turkish government says it happened. There is no reason to have a truth commission on the Genocide or the Holocaust when we all know it happened.

Having an "independent truth commission" on the Genocide is in the same class as Iran's attempts to have an "independent truth commission" on the Holocaust.

What these kinds of "independent truth commissions" really are is a way for racists to cause more racial turmoil rather than admit the truth, which would be painful for Turkey since they would have to figure out a way to pay reparations to the 1.5 million Armenians they massacred.

You want to talk about history, let"s talk about history. Shall we?

In 1607, 645,000 black slaves were shipped to the colonies in the US. The slave population increased to 4,000,000 until 1865. After the end of slavery, black population lived under Jim Crow rules which denied them their basic civil rights. Blacks didn"t earn their full citizenship rights until the Voting Rights Act in 1965. Since 1607, countless blacks were killed, tortured or harmed.

During WWII, 110,000 Japanese Americans and Japanese nationals were sent to concentration camps, which were called War Relocation Camps (WRC). Of them, 62% were US citizens. Several were killed by the US military guards for allegedly resisting orders. Many others died because of poor conditions and lack of medical help.

In 1945, USA dropped two nuclear bombs on Japan. The bombs killed 140,000 people in Hiroshima and 80,000 in Nagasaki. Since then, thousands more have died due to illnesses caused by radiation.

I love the way people like you, who first try to deny history by saying things like "The Armenian Genocide never happened" start resorting to "But the Americans did it too" when they lose the first argument.

And YES, I have been to Turkey, and not just Istanbul, I've seen Turkey from the west, all the way to the east (Adana, Diyarbakir, Van, Sasoon, Batman, Peri, etc etc etc). I think Istanbul is a nice place, but 98% of Turkey is as backward as any 3rd world nation. The people are hospitable, but at the same time, quite racist and critical of non Muslims. I visited many grave sights of Christian missionaries that were beheaded, and not 50 or a 100 years ago, but in present day. I met many Christians that have been shot at, spit on, beat up, and called things like "Infidel" because they are not Muslim.

The problem with Turks is that they can never admit their mistake and ask forgiveness. Look at Germany now. There is not a hint of anything racist with their establishment. They reeducated their country and now are the strongest in Europe. But Turkey is still as racist as they were when they were killing off anybody that wasn't a Turk, and that is why they have always been looked down upon, and always will be unless they miraculously decide to clean up their ways.

NON of these events compare to the Armenian Genocide.

Yes, they are horrible events, but erasing an entire race off their homeland is beyond any of these tragedies.

That's why 22 nations (including France, Germany, Russia, Italy, Poland, Switzerland, Sweeden, Greece, Canada, etc etc) have accepted what happened to the Armenians as GENOCIDE.

In 2003, US invaded Iraq due to alleged possession of WMD, which has never been found. Since then nearly 100,000 Iraqi civilians and more than 4,200 US soldiers have died. The invasion/occupation still continues, and the body-count is expected to increase.

Since 2001, more than 750 detainees have been brought to Guantanamo for alleged terrorist acts or having ties with terrorists. These people were denied to a fair court hearing or even a military tribunal. Many of them have been tortured and "committed suicide".

I thought the neo-cons in the US were the ones who have been caught up "in the clash of civilizations and religions" argument. I thought it would be impossible to expect an open-mind from them and found them hard to debate. Now I see that if you go far enough to one end, you will meet the same kind of people. You're fighting a losing battle "BaracktheWorld." The Armenian Genocide did happen, and it was barbaric and terrible, as bad as any other Genocide or Holocaust. You simply make yourself look silly and uneducated when you deny such historical catastrophes and worst of all, when you try to defend a country like Turkey that has a terrible human rights record, and NO freedom of speech (Google "Article 301" if you don't know about the non existent freedom of speech in Turkey).

Just two weeks ago, the government of Turkey released a racist video to ALL the schools, and had children, as young as 8, and as old as 18, watch a completely contrived documentary that says that Armenians massacred hundreds of thousands of Turks, and that speaks about Armenians in racist and negative ways. Their own government, TODAY, is trying to insight racial hatred.

That's like if Germany today, after killing nearly every Jew in WW2, releasing a video that says, "The Jews killed Germans", followed by many racist claims against Jews.

Turkey is a sick racist nation as much today, as it was a 100 years ago. People like you, who try to avoid the facts, simply prolong the healing of this nation.

Europe will not accept Turkey as a member in the EU, at least not in this century. America wants this for strategic reasons but they have no say in this. France and Germany work together in stopping the issue.

There is a moderate faction of the Taliban. They were the ones the US was negotiating with to turn over OBL after 911.

The Taliban is a religious group which has extremists just like any other religion.

An evangelical christian who kills doctors and nurses at clinics is no different than an extremist Taliban member.

If Obama can work with moderate members of the Taliban to assist in our efforts in Afghanistan, more power to him.

And remember, it was working with the Sunnis (sometimes labeled terrorists) rather than killing them that MIGHT have turned things around in Iraq. We won't know the answer to that one until we leave Iraq.
