WASHINGTON — The nation's food safety system is a "hazard to public health" and overdue for an overhaul, President Barack Obama said Saturday as he filled the top job at the Food and Drug Administration.

Obama used his weekly radio and video address to announce the nomination of former New York City Health Commissioner Margaret Hamburg as agency commissioner and the selection of Baltimore's health commissioner, Joshua Sharfstein as her deputy. Consumer groups applauded the picks.

The president also is creating a special advisory group to coordinate food safety laws and recommend how to update them. Many of these laws have not changed since they were written early in the last century, he said.

Obama said too many agencies are responsible for food safety, making it difficult to share information and stop problems from falling through the cracks.

The FDA does not have enough money or workers to conduct annual inspections at more than a fraction of the 150,000 food processing plants and warehouses in the country, Obama said.

"That is a hazard to public health. It is unacceptable. And it will change under the leadership of Dr. Margaret Hamburg," he pledged.

Hamburg, 53, is a bioterrorism expert. She was an assistant health secretary under President Bill Clinton and helped lay the groundwork for the government's bioterrorism and flu pandemic preparations.

As New York City's top health official in the early 1990s, she created a program that cut high rates of drug-resistant tuberculosis. She is the daughter of two doctors. Her mother was the first black woman to earn a medical degree from Yale University, and she credits her father for instilling in her a passion for public health.

Sharfstein, 39, is a pediatrician who has challenged the FDA on the safety of over-the-counter cold medicines for children. He also served as a health policy aide to Rep. Henry Waxman, D-Calif., who plays a leading role in overseeing the pharmaceutical industry.

Both are doctors and outsiders to the troubled agency and will face the challenge of trying to turn it around.

Those with a stake in the FDA's work, from health and consumer groups to the food and drug industries, said Obama made good choices.

The Trust for America's Health said Hamburg is a proven manager who turned around the ailing health department in New York City.

"She restored both morale among workers and the agency's credibility among citizens," said Lowell Weicker Jr., a former Connecticut senator and president of the trust's board. "And she has shown she can reach across party lines, having worked for both Democratic and Republican mayors in New York City."

Gail Cassell, an Eli Lilly & Co. vice president who once served on a government advisory board with Hamburg, said Hamburg "is a big believer" in backing up policy with the best scientific evidence and data.

"She is very balanced and thoughtful about the actions that she takes and certainly has had the experience of running a very complex organization," Cassell said.

Ellen Bloom of Consumers Union said Sharfstein's experience is "just what the doctor ordered for FDA," and Carol Tucker Foreman of Consumer Federation of America said, "Their resumes are extremely impressive."

The main food industry group said Obama seems committed to overhauling the agency.

"The president's appointment of these two prominent public health professionals is a clear signal that this administration has placed a priority on bolstering FDA's food safety role," said Pamela Bailey, president and chief executive of the Grocery Manufacturers Association.

Hamburg's appointment requires Senate confirmation; Sharfstein's does not.

Obama said while he doesn't believe government has the answer to every problem, there are certain things that only government can do such as "ensuring that the foods we eat and the medicines we take are safe and don't cause us harm."

"Protecting the safety of our food and drugs is one of the most fundamental responsibilities government has," he said.

Obama cited a string of breakdowns in assuring food safety in recent years, from contaminated spinach in 2006 to salmonella in peppers and possibly tomatoes last year. This year, a massive salmonella outbreak in peanut products has sickened more than 600 people, is suspected of causing nine deaths and led to one of the largest product recalls in U.S. history.

These cases are a "painful reminder of how tragic the consequences can be when food producers act irresponsibly and government is unable to do its job," Obama said, noting that contaminated food outbreaks have more than tripled to nearly 350 a year from 100 incidents annually in the early 1990s.

Separately, Obama announced a ban on the slaughter of "downer" cows, which are too sick or weak to stand on their own, to keep them out of the food supply. These animals pose a higher risk of having mad cow disease, E. coli and other infections.

Obama said he takes food safety seriously, not just as a president but also as the parent of two young daughters.

"No parent should have to worry that their child is going to get sick from their lunch," he said.

Also awaiting the next FDA chief is a renewed effort in Congress to require government regulation of cigarettes and other tobacco products, to reduce the harm from smoking.

President Obama is looking at every agency of the Federal Government, these agencies and
their lack of accountability have been ignored for decades. We finally have a President who
is really working for the people of this country, rather than the corporations of this country.
Food Safety has been ignored for decades, with scant inspectors, and everyone looking the
other way. Well, CHANGE has come and President Obama is keeping all his promises,
he makes us proud of this country again.

You should differientiate between ordinary E-coli and E-coli 0157. E-coli 0157 is the killer, if it doesn't kill you, it damages your organs esp. the kidneys (kidney failure). Alas children and the elderly are more susceptible to it. I never eat hamburgers at restuarants or worse fast food establishments.

I am delighted that the FDA is coming under scrutiny for food safety, but please don't neglect the "Drug" portion of FDA. Drug safety is equally important! The amount of clinical research on drugs and molecules worldwide is staggering. The FDA must be staffed and funded to validate the safety, accuracy and ethics of clinical trials. Fortunately or unfortunately, clinical research studies are less expensive when conducted outside the United States. As pharmaceutical and biotech companies are global, it is readily apparent that non-U.S. clinical trials may ultimately find their way to the FDA for drug approval. Without careful vetting of the data and informed consent of the clinical trial, poorly tested drugs may enter common use for patients.

Why not a word about the dangers of Genetically Modified foods? Shame on Obama for not saying anything about this.GM foods are inherently unsafe. The process itself damages the DNA's structure and function and the technology relies on numerous assumptions that have already proven incorrect by many scientists. Also, being GM does not necessarily mean that no chemicals are used in farming. Plants could be made resistant to certain environmental attacks but would include a gene resistant to a specific weed killer allowing the farmer to kill any weeds that come up with the crop with copious amounts of the stuff. There are so many questions still to answer and to ask. While governments are being pushed by industry to grow these products the only way we as consumers can have our say is not to buy them.

Meanwhile, back at the EPA, regulations against farmers' dust have been put forth. Now just how is a farmer to prevent dust from rising in the field when he plows or harvests? And is there any PROOF that this dust poses a health hazard to anybody other than, possibly, the farmer himself? No, there is not, but the environmental fanatics THINK that it is POSSIBLE that some pesticides or other chemicals MIGHT be blown with this dust far enough to harm somebody somewhere.

So in order to adhere to these STUPID regulations, farmers will have to try to time their activities to periods of zero wind--how likely is that to be easy? Or they might have to water down their fields before plowing--and I thought we already had a water shortage! Or they might have to hook up gigantic vacuum cleaners to their plows--which will cost a bundle, and the energy to run those vacuum cleaners would--EEK! HORRORS!--increase the need for fuel!

And, of course, the COST OF FOOD WILL RISE--just what we need in a bad economy. Just what poor folks will need--costlier food. This will be a TAX ON POOR PEOPLE!

I vote for safe food. The argument could be made that giving the poor toxic food cause health issues. And since they don't have health insurance we have to pay for their care. If you think about the consequence of unsafe food, it has a lot to do with our economy. The peanut company , with the contaminated peanuts, had to close and file bankruptcy. All the employees lost their jobs and he lost his company just because of his actions. Most companies selling toxic products, if they survive, have to pay large sums to victims.

Additives and chemicals put in food are making the population sicker. People are getting obese from eating basic meals. Carcinogens loaded into food. Lax standards with rampant contamination. All of this is done for larger profit margins. Capitalism run amok. This had better not be some pasted over new face-same old policies. Tell that to my kidneys and liver that have been damaged because the medications I take, regulated by the FDA, contain additives, fillers and preservatives, including polymers such as gelatin and glucose in capsules and gelcaps that are not processed by the liver and kidneys, leading to organ failure

ITs sad that in this country we put the almighty dollar above everything even ensuring that the food children eat is safe. Oh we can't regulate business too much the government put the faith in business to do the right thing and they 9 out of 10 times they do the WRONG thing and then we complain its a failure of government no its a failure of FREE MARKET its failing all around us the bottom line is and will always be money what can I get away with to make more money. We need to wake up to the inherent fatal flaws and realize that you simply CANNOT let it run wild because when they cut corners we ALL end up paying more in the long run. This nonsense have got to stop and we have got to be a smarter country than this and stop listening to loud empty headed jer ks who are always parroting the dangers of government regulation but NOT ONCE talk about the fatal dangers of an unregulated free market.

LOSS OF TRUST

Obama and his team know that there has been a very serious erosion of public trust in the federal agencies that are mandated under law to protect the health of the public.

These include not only the FDA but the CDC,EPA and OSHA,(ohers)

It may take years to rebuild this trust -if ever?

I wish the President wisdom and courage in choosing agency leaders who must prioritize regaining this lost trust.

it is scarly to know the kind of erosion lobbyist have done on standards for food imports, and regulations. Lobbyist have been fighting against putting "country of origin labels" on foods. Why?

Also we may pride about cheaper labor abroad but the multinationals pump in untold amounts of pesticides and other chemicals in foods grown in third world countries that are meant for "export" to the USA. That tomato or green pepper that looks absolutely stunning maybe a walking biolab.

Your best bet is shop at your local farmers market for local produce.

Okay, here it is. I worked in a meat packing plant for 6 years. there is a grand total of 1 USDA inspector to monitor 400+ people in that plant, and that is a norm across the country. What this means is the USDA relies heavily on the honor system. I can tell you, from what I saw, the honor system is broken. if you saw the rotten sh*t that went into making food you'd start growing your own. I mean they litteraly made meat products from rotten meat you wouldn't feed you dog. The old timers there used to tell when they first started there was a USDA inspector for every line in the plant, but over a 30 or 40 year stretch it was widdled down to one guy per plant.

Great post.
I worked in a large food manufacturing plant too, one of the "old timers".
We use to be afraid of the inspectors, made sure we could pass each inspection.
We cared, because our government cared....

Then under Reagan and small government...the inspectors stopped coming and the companies stopped protecting their workers and the consumers. I clearly remember a meeting where the manager leading it said, they don't inspect any more so stop all these actions to stay in compliance, they aren't coming to make sure we are....so who cares.

It was the same with accounting back then. businesses got audited, they were very concerned about passing those audits.
When the auditors stopped coming, Madoff and Enron and all the other scandals went rampant.

About time this stopped and our government started working FOR the people again, NOT big business all the time.

Obamanomics, what you say is frightingly true. I have a family member that works in a meat processing plant. The horror stories he has told is one of the reasons our family will not eat meat.

The FDA works for one master... the pharmaceutical industry. I'll believe the change when I see it, but graft and corruption run deep when money is involved.

ah...no. Drugs is one small part of the FDA.
The entire food chain in this country has been under inspected for years. That's why we get things like salmonella outbreaks all the time...and it's an opportunity and a half for people wanting to harm Americans because nobody is watching the safety of the food we eat every day.

It's about time the FDA got staffed again and forced to stop working FOR any big business, period. They are supposed to be protecting US, not making money for the food industry....the drug companies seem to be your bone of contention, but that's one part of it.

Personally, I would have died 2 years ago if NOT for the drug companies that created targeted cancer drugs that have kept me alive after a terminal cancer diagnosis. So before you go overboard on hating the drug companies....the fact is...they saved my life. Period.
