Gov. Pat Quinn suggested Friday that critics of his major income-tax-increase plan put up or shut up about how they would balance the state's out-of-whack budget.
"It's easy to chirp about making a budget better," the governor told the Tribune editorial board after receiving jabs this week from ambitious politicians, including Atty. Gen. Lisa Madigan. "If you've got a better plan, you'd better lay it out now because we are in a crisis."
