Republican leaders in Congress offered a range of reactions on Monday to Treasury Secretary Tim Geithner's plan to partner with private investors to buy toxic assets from troubled banks and set a price for them that both banks and investors could be happy with.

The divided sentiments -- with some GOP leaders speaking positively about the proposal, others negatively, and others avoiding judgment altogether -- suggest that party leaders are still trying to determine the political dynamics of Geithner's proposal.

Senate Republican leader Mitch McConnell McConnell, for instance, said he was willing to "give the Secretary of the Treasury credit for finally turning to the real issue here." But he wouldn't offer an opinion on the substance of the plan. "I'm not prepared to react to that yet," he said.

The Senate Budget Committee's senior Republican, Judd Gregg (N.H.), reacted more warmly. "[I]t's a genuine and sincere effort to try to free up the credit markets and especially to get balance into the real estate markets, which is at the core of the financial problems," said Gregg, a leading voice within his party on economic issues. "I don't know if it's going to work. Clearly the markets today reacted in a positive way to it. Whether it will work will depend on how much buy-in there is from the private sector."

Gregg suggested that the plan, if it worked right, could actually return money to the treasury.

"Remember, what the taxpayers are putting up here are dollars, which will come back to us as investments. They'll come back both with interest and they'll come back with return on the underlying investments," he said. "So the taxpayers here are going to make some money, too, if it works correctly."

At the most negative end of the spectrum was Rep. Eric Cantor, the no. 2 Republican in the House, who claimed in a statement that he is "increasingly concerned that it is fundamentally flawed."

"As described, the plan seems to offer little incentive for private investors to participate unless the subsidy is made so rich that it comes at the expense of the taxpayer," the statement read. "In its current form, Secretary Geithner's plan is a shell game that hides the true cost of the program from the taxpayers that will be asked to pay for it. Six months after Congress debated the first TARP, it is inexcusable that taxpayers still have not been told their true exposure."

That said, Cantor voted in favor of a House plan to punitively tax executives at bailed-out banks that made more than $250,000. The White House are cool to that legislation, and both McConnell and Gregg called for the Senate to move slowly on the bill, with Gregg offering that it could harm Geithner's plan.

"I think the biggest threat to it is the House bill on bonuses which was a penal, targeted attack on a group of citizens who obviously acted inappropriately. But you don't use the tax laws to basically target them," he said. "I would think a lot of the private sector folks who might invest with the government are going to have second thoughts, unfortunately, because of the House action."

Rep. Spencer Bachus of Alabama, the highest ranking Republican on the Financial Services Committee, told the Huffington Post that he was hopeful the plan would work, but wanted to hear more from Geithner when he appears before the committee Tuesday. "The $100 billion is a pleasant surprise, that it's not larger. I'm interested in whether it's going to work," he said. "There are prices out there, just lots lower than we would like."

A bankrupt japanese bank liquidated GMAC bonds at 3% book value (True story)
How would a million dollars of these home loans (toxic asset) be Geithner-ed?

The new buyer and Geithner would have to come up with $30,000. Geithner would have the FDIC insurance fund guarantee 6/7ths of the $30000 that would go to the current owner of the toxic asset who is selling it for $30K. That leaves $4285 that Geithner and the buyer must provide. The government will provide between 50 and 80% of the $4285. The buyer then must provide between $857 and $2142. Thus a buyer can benefit on the upside potential on a million dollars in home loans with only $857 at risk. Of course if the GMAC Bond drops in value, then the buyer can walk away leaving the government to pay $29,143 to the former owner for the toxic asset. This means the government will pay for all bad toxic assets out of the FDIC insurance funds. If the buyer considers there is a 1 in 10 chance that the GMAC Bond will get 30% of it's book value as part of the GM bailout, then he will make $273,000 dollars off his $857 bet. A 1 in 10 chance of making a 31,700% return!
Often he will be a hedge fund operative with inside information as to which debts are truely worthless and which are grossly undervalued.

Didn't we see Gregg this morning carrying on about how the end of the world was here and how this could never work, that it would bankrupt the country? But, then when he saw the market skyrocket, he changed his tune. I think we really dodged the bul let when he stepped back from the Commerce seat.

Republicans are offering controversial arguments they know no one can agree on to disrupt and prevent progressive change. They’d rather divide America and create political gridlock than endure the political consequences of effective Democratic governance. That’s how they gained power and that’s how they’re trying to retain it.

Republicans are not the LOYAL OPPOSITION. They are the ENEMY WITHIN whose personal priorities have eroded their moral and ethical standards to the point that treachery and betrayal are their preferred modus operandi.

It’s one thing to advocate their conservative beliefs; it’s another thing entirely to willfully sabotage America’s government because a successful Democratic presidency would not be vulnerable to the fears and hatreds that have produced and sustained the radical Republican corporatism and extremism that have poisoned and crippled America.

Republican Party had been quite disingenuous on many issues for many years. When the entire Republican members of the House of Representatives conspired and voted against President Obama's economic stimulus package in unison, they openly turned themselves into internal enemies of our country. Not a single one of them had the brain and the courage to stand up for the right thing. the President bent over backwards to reach out to them, but they chose to obstruct the plan, instead of doing everything in their power to help the country get on the economic recovery.

I just hope and pray for two things to happen before they cause irreversible damage to our democracy: a) the stimulus plan works and the country begins to recover from teh economic crises, b) the majority of Americans, especially those who had been blind loyalists to the republican politicians finally realize and withdraw their support from them.

This particular economic upheaval should be a time for ALL Americans, especially those in leadership positions to work together. BUT the GOP just doesn't see it. This is a desperate time in our history, but all they care about is the next election cycle. It's sad.
