UPDATE: Senator Specter ended speculation on where he would come down on the Employee Free Choice Act by declaring, on the Senate floor, that he would oppose the legislation until the economy improves.

"The problems of a recession make this a particularly bad time to enact Employee's choice legislation," he said. "Employers understandably complain that adding a burden would result in further job losses. If efforts are unsuccessful to give labor sufficient bargaining power through amendments to the [National Labor Relations Act] then I would be willing to reconsider Employees choice legislation when the economy returns to normalcy. I am announcing my decision now because I have consulted with a very large number of interested parties on both sides and I have made up my mind."

Addressing the politics of the situation, he declared: "This announcement should end the rumor mill that I have made some deal for my political advance. I have not traded my vote in the past and I would not do so now."

Labor officials are incredibly distraught and, in some cases incredulous, noting the Specter co-sponsored the bill in 2003 and voted for cloture just last year. But while it is a setback for the legislation's chances, Democrats are not conceding defeat. According to the Huffington Post's Ryan Grim, Senate Majority Leader Harry Reid declared after Specter's speech that "He's not the only Republican who has indicated a willingness to consider something being done... He's not the only suspect."

Some big news emerged Tuesday in regards to the debate over the Employee Free Choice Act, with a prominent Republican strategist declaring that Sen. Arlen Specter will vote against cloture on and passage of the bill.

Americans for Tax Reform president Grover Norquist broke the news during a speech at the Capital Research Center Labor Summit, saying that Specter's chief of staff had let it be known that he would oppose the legislation, which would make it easier for unions to organize. Norquist's remarks were subsequently reported on the Twitter account of Larry Farnsworth -- the former Speechwriter and Deputy Press Secretary to Speaker Dennis Hastert -- and seconded by Dave Weigel of the Washington Independent.

If true, it represents a major blow for EFCA supporters. Specter was the one Senate Republican to vote for cloture when the bill came to the floor in 2007. And with 60 votes needed to avoid a filibuster, his defection presents a major parliamentary hurdle for the legislation's passage.

The Pennsylvania Republican is likely to face a major primary challenge from Club For Growth president Pat Toomey in the 2010 election, which may have factored into this apparent decision.

Said Toomey of Specter's announcement: "It's nice to see Sen. Specter reverse his position in a positive direction on card check, but I wish it didn't take primary opposition to get him to do it."

On the other side of the political coin, several unions had let it be known that they would have put their political muscle behind the Senator had he voted to support EFCA.

According to an attendee at the CRC Labor Summit, Norquist "was giving a speech at lunch time" when he told the crowd: 'By the way I have breaking news. When I was eating lunch I got a call from Specter's Chief of Staff saying he was voting against cloture.' [The Chief of Staff] had apparently read a prepared statement to Grover over the phone and the Senator's office will apparently be releasing that statement later today."

A call and email to Americans for Tax Reform were not immediately returned.

Labor officials, meanwhile, are nervous about the development, though one cautioned that this could be another example of "Norquist overreaching."

so when times are GOOD, they vote against Free Choice because it's bad for business and when the economy is BAD, Republicans vote against it because it's bad for business . . . I get it . . . .

just maybe they should look at the problem from the eyes of non bonus-ed, non insured, non contacted, disposable labor . . . . .

Let the Republicans filibuster like the old days instead of running scared of not having a super majority.

Card check is about the first amendment rights -- there is no reason the employer should be able to tell us how we can associate with our fellow workers.

There is something wrong when people expect you to nod your head each time time. People can honestly disagree on issues. When Specter voted for the stimulus, he said the same thing - he voted based on his conscience and what he claims to be "doing the right thing.

Now, on this issue, he happens to disagree. What is so wrong with voting on his conscience. And using his Cancer to say he revert bact to a "human hating greed loving tool for the dictatorship loving republican party" is truly uncalled for.

I hope you and your love one will never have to suffer what many cancer patients goes through. This disease can strike any time, and it does not depend on whether you are a Democrat or Republican.

Bogus, pathetic and suspect as always, Specter is hedging his bets and happy to punish the most vulnerable and needy just when they need wage support. Just has he got the gospel of stem cell research when he got cancer, if he were a wage slave for corporate interests, rest assured, he would be doing what's best for Arlen Specter and supporting this legislation.

What a sad excuse for a public servant.

Nobody should be surprised that Specter "changed his mind". He has done this sort of thinking forever. Huff and puff and make comments to the contrary and then vote every time with his favorite president, BUSH. I am getting to the point that my stomach reacts when I even see his name. The man has no credibility and I do wonder about his integrity. And I used to really like him because I did think he put country before the party...now I am convinced otherwise. I am not a union person, but I think the busting of unions has done this country great harm. On the other side, unions have to recognize the times and adjust their thinking too.

The only thing that Specter has doomed here is his political career.

No WAY he survives a general election in PA without the customary support he has gotten from labor.

He's toast.

That is--if he even decides to run again...

As for EFCA, perhaps Reid's efforts would be better served by getting...oh....I don't know...more DEMOCRATS to vote for it!

Did you really expect a Republikan, ANY Republikan, to be pro-Union? Get real. It's this kind of La La Land myopia wherein the Democrats keep failing. The GOP is NOT our friend, they hate America and they hate Americans. That's what their Tinker Toy ideology is all about and the sooner you realize we WON the election the sooner you will realize we don't need them to govern...any more than they needed us to govern when they possessed much smaller majorities in the House and Senate than we currently do.

WE WON. Act like it and stop worrying what the GOP is going to say. They will always hate you, no matter what they say. They will always be against you and against the American people.

Forget them. We don't need them to govern and quite frankly we shouldn't want them anyway. The more we do to fix this country without them the more irrelevant their party becomes. Then we salt the political earth and we never see their like again, until they change their party.

THAT'S how you govern. That's how you win.

SM, please wipe the foam off your mouth and ponder the following:

1. If the GOP is deservedly thrown into the dustbin of history, nature abhors a vacuum and it would be most likely that a new party would rise up, whether an existing party like The Greens or The Libertarians, or a new offshoot political party based on a coalition from portions of the Dems and one of the other parties I mentioned.

2. The very premise of your question is false. Many thriving democracies, like Japan, have had one-party rule, with various factions within the political party, for generations.

3. Since when is pantsing your opponents at the ballot box, which is the only thing Budokan is describing, "disenfran­chisement"­? LOL! Do also label life-saving heart massages to be "assault and battery"? Who in the world wrote YOUR dictionary?! LOL!

and, finally, and most egregiously,

4. HALF?!! Are you kidding me? HALF? Try this: Only 2 to 2.5 out of every 10 American voters are registered Republicans anymore. How do you get HALF out of that?!

Most important part of the article. Conservatives get what they want by challenging their leaders when necessary. Some Democrats still need to learn this lesson. The party will only become more progressive if progressives force it to be more progressive.

My husband belonged to the IBEW. He retired with a protected benefit, we pay no premiums for our excellent healthcare, he got raises of no less than 3% per year, annual bonuses when the company did well - and it did very, very well. He was paid overtime in rates that were based entirely on the hours worked, no exceptions. He had free educations benefits and a union to back him with representation if any unfairness occurred. Workplace safety was strictly monitored. My job in IT? Not much. His wasn't perfect, but when I look at the jobs my kids have I wish they had it as good as their dad. For businesses? If you want to close down other than pay this stuff, then lobby for government help specific to the benefits you offer. Small businesses should have financial help in order to make profits under EFCA or it can never work. Health care premiums are a big deal, and should be subsidized by the government. Retirement monies could be matched in a goverment-backed fund other than SS. There are a multitude of ways it can work for everybody.

When my company's founder went to his first NECA convention (that's the unionized electrical contractors) in 1951, there were roughly 9,000 member contractors there. The last NECA convention had about 2,000.

People like eilish are remembering a bygone America that is never coming back.
