CHINKHOTA, Malawi — Madonna is expected to appear in court in Malawi's capital Monday to sign papers for the reported adoption of a second child from the country.

The pop star on Sunday visited an impoverished village to discuss a school she is planning to build, saying nothing to the hordes of reporters on her trail.

The singer, casually dressed in a white fedora, walked in Chinkhota, a village near the capital of this AIDS- and poverty-stricken southern African country, holding the hand of her 12-year-old daughter, Lourdes. Dozens of reporters looked on.

The 50-year-old Madonna refused to answer questions about reports that she was in Malawi to adopt a 4-year-old girl. She said it was "amazing" to be back in the country where she runs a charity organization and from where she adopted her son David, 3, last year.

Then she rushed away in a convoy of at least three sport utility vehicles, as crowds of shouting, waving children ran after her.

A security guard with the convoy said Madonna spoke to villagers about building a school, and she was seen looking at an artist's impression of the proposed building.

Madonna first traveled to Malawi in 2006 while doing charity work and filming a documentary on the devastating poverty and AIDS crisis here. Her Raising Malawi organization, founded in 2006, raises funds to fight poverty by providing food, shelter, education and health care for children here.

The U.N. estimates that half of the 1 million Malawian children with one or no parents was orphaned by AIDS, and that the virus that causes AIDS has infected 14 percent of adults here. Of the population of 13 million, 65 percent live below the poverty line, and most of those living in poverty are women. Madonna plans a special school for girls to increase opportunities for girls and young women in Malawi.

It was not clear if the school she discussed Sunday was her proposed Raising Malawi Academy for Girls.

A Malawian welfare official and another person involved in the adoption proceedings have said the girl Madonna is hoping to adopt is about 4 years old and her unmarried mother died soon after she was born. The girl's father is believed to be alive but no other details were available. They spoke on condition of anonymity because the case is considered sensitive.

A U.S. government official has also confirmed that an adoption bid by Madonna, an American citizen, is under way.

Madonna has faced harsh criticism for years over David's adoption. Children's advocacy groups accused her of wielding her immense wealth and influence to circumvent Malawian law requiring an 18- to 24-month assessment period before adoption.

But locals were not so condemning.

Wilson Kalibwanji, a resident of Chinkhota, said he would willingly place his own son in her care to ensure the boy a better life.

"We are poor people," he said Sunday. "If a child's mother dies, it is hard for the man to bring the child up."

Austin Msowoya, legal researcher with Malawi's Law Commission, played down concerns that a second adoption by Madonna would violate any laws. He said the best interests of the child would be taken into account _ whether that was staying in an orphanage in Malawi or getting "an education with Madonna."

"When you look at these two options, then perhaps it becomes in the best interests of the child to allow the adoption if the parents and the guardians consent to it," he told Associated Press Television News on Saturday.

But Save the Children UK said the recently divorced superstar risked sending the wrong message by going through with the second adoption.

"International adoption can actually exacerbate the problem it hopes to solve," spokesman Dominic Nutt said Saturday. "The very existence of orphanages encourages poor parents to abandon children in the hope that they will have a better life."

Nutt said he was not suggesting that Madonna was doing anything wrong _ but he said the whole process of international adoptions was often flawed and sometimes linked to criminal activity.

He said, barring exceptional circumstances, children should be kept in the care of their extended families or within their communities.

Madonna's spokeswoman Liz Rosenberg in New York, who has not commented on the adoption reports, told The Associated Press the star would not respond to comments from Save the Children.

Madonna told Malawi's The Nation newspaper that she was considering another adoption but would only do it if she had "the support of the Malawian people and government."

If the adoption goes through, Madonna would become a single mother of four. She also has an 8-year-old son, Rocco, with former husband and British film director Guy Ritchie and her daughter Lourdes from a previous relationship.

She and Ritchie, who were married in 2000, obtained a preliminary divorce decree in November 2008.

I am split on this whole adoption thing...yes it would be nice to "rescue" these poor little children from lives of poverty, but then again, they completely lose the "wealth" of their culture.

I watched "Rabbit Proof Fence" yesterday, and I am sure the Anglo-Australians thought that they were doing the Aborigines (who lived in extreme poverty by Western standards), a favor by taking their children so they could have a "better life" . The same holds true for all the Native American children that were "saved" from the poverty of the reservations. True, they got to go to school, wear nice Westernized clothes, etc, but they lost the opportunity to learn their native languages and customs. There our laws in place now in this country so Native American children cannot be adopted away from their people.

I agree. By taking a child from its homeland at such a young age, you have deprived it of its cultural heritage without its consent. International adoptees I have met in college and elsewhere -- typically those who were of a different race from their parents -- are sometimes conflicted about the adoption experience once they are old and mature enough to realize that their "birth" identity, the person they would have become as a Korean or Chinese in their homelands, was denied them, no matter what the other benefits might have been. Yet they will never be able to forget their origin, as it looks back at them in the mirror every single morning. It makes you think twice about whether it's universally a good idea.

I think the biggest problem is not that they were not raised in their own culture but that they were always obviously 'separate', from their adoptive family.

Years ago, it was the norm for adoption providers to match kids with parents who were likely to look most like them.
Often they wouldn't know until adulthood that they were adopted, regardless they would often feel and look to be a part of the family because that is how they were treated not only by their parents but also their natural position in the family would have been accepted and reinforced by the assumptions of the outside world.

Trans racial adoption can be very difficult for the children. Every stranger on the street knows that the two white 'parents' are not their real parents and their identity is questioned every day. That would make any child feel like they do not belong.

True...but they also had the idea that all these poor children needed saving from their poverty stricken lives, that somehow it's much better for these children to leave their extended families and move thousands of miles away to leave in a more affluent Western culture.

Not to speak for Trinity, but I don't think she/he intended to directly compare the two. The point is more that regardless of what one's motives are for taking a child away from her culture, and regardless of the material quality of life, the result is the same -- the child is severed from its cultural origins. I don't think the primary objection was to the conditions at the Native American schools, but to the cultural re-education (otherwise you could set things right simply by improving the conditions, while continuing to take the children -- very doubtful that would have been satisfactory).

I will never forget visiting the Navajo Reservation in Arizona. I wanted to learn more about the culture, which I considered beautiful. The reservation was a vast, barren landscape save some giant piles of dirt where strip miners came through and didn't even bother to clean up. Every few miles, there is a small mud hut...with a satellite dish sticking out of it. Without being able to hunt to sustain a nomadic lifestyle, many Native Americans are forced to look for low-paying jobs outside of the reservation to provide for their families. Unfortunately, this means they have to "Westernize," and most families are choosing this option.

A shameful travesty. It was Anglo-Americans' mistaken mentalities that culture WAS the problem, while not understanding (or ignoring) that society-at-large was responsible for their plight in the first place, through what would today, be called eth nic cleansing! The movement to anglocize Native Americans through re-education was rooted in Anglo-enculturation/ acculturation and racial/cultural-purging for the most part, not any noble altruistism to save them from poverty. It was mandated by law or decreed by government officials in some states. I once read a quote from the Indian Commissioner of NM during such efforts, that "it was cheaper to educate Indian children in the ways of the white man than to k*!! them."

That said..the cases of people like Madonna, Jolie and average Americans who choose to adopt from foreign countries do, indeed, give children a chance for a better life free from poverty and oppression and is a noble and altruistic act. And, many who do adopt foreign children do raise them with an awareness/ education of their birth cultures, thus a biculturalism with the one they are adopted into. Given that opportunity, I actually think they have the potential to grow up to better global citizens and not simply Anglo-centric American citizens!

When looking at her with her daughter anyone can see that she is a good Mom, though clearly not conventional . One thing her daughter has the opportunity to learn with Madonna as a mom is how to be fearless and not sell yourself short. Everything M has done she's done on her terms not on anyone else's and not as a result of being exploited by anyone else. She's iconic.

I think that that Madonna is doing a wonderful thing. I am happy for her and for the little girl that she is attempting to adopt. People will always criticize others especially in todays world of people who thrive on the negativity of life instead of spreading peace and good will. Madonna rocks!

she is, and seems happy with her mother. I don't understand the critisism about her adopting this child. The child could grow up in a wonderful environment, or in horrible poverty. It seems like a no brainer.

While I don't think criticism of Madonna's motives is fair, the problem I have is that her actions don't take place in a vacuum -- as a celebrity, everything is highly publicized. Would you support her actions if, as a result, the number of children in Malawian orphanages rose from, say, 200,000 to 300,000, as people read about Madonna's adoptions and hoped to obtain the same things for their children?

For this one child, yes, at least the standard of living will improve, even if that child is sundered from her culture, native land and living relatives. But the effects on the country as a whole are less likely to be positive.
