WASHINGTON — The Obama administration has released the first round of school dollars from the economic stimulus package.

Education Secretary Arne Duncan made the announcement Wednesday at Doswell Brooks Elementary School in the Maryland suburbs, just outside of Washington.

However, loopholes created by Congress could let states and school districts spend the money on other things, such as playground equipment or new construction.

The White House has stymied efforts by lawmakers in South Carolina to accept that state's share of $48.6 billion made available under the stimulus law to help states cope with their budgets and keep teachers employed. South Carolina Republican Gov. Mark Sanford has said he may decline more than $700 million because the White House won't let him spend the money to pay down his state's debt.

In a letter to Sen. Lindsey Graham, R-S.C., the White House said there was no provision in the stimulus law for a state legislature to accept that money without approval by the governor. In its letter, obtained by The Associated Press, the White House Office of Management Budget urged Congress to change the law.

"It would be an unfortunate (and we believe an unintended) policy outcome if the children of South Carolina were to be deprived of their share of federal stimulus dollars ... because the governor chooses not to apply for stimulus funds," OMB Director Peter Orszag wrote Tuesday.

The administration made available half of the dollars for federal programs that fund kindergarten through 12th grade and special education. In addition, Duncan will provide applications for states to get money from a special fund to stabilize state and local budgets.

President Barack Obama says the stimulus law will save teachers' jobs, although there is no estimate of how many jobs will be rescued. Nationwide, about 294,000 teachers _ 9 percent _ may face layoffs because of state budget cuts.

WASHINGTON (AP) _ The first round of school dollars from the economic stimulus law is going to states this week.

To mark the occasion, Education Secretary Arne Duncan on Wednesday is visiting first- and fifth-grade classes at Doswell Brooks Elementary School in Capitol Heights in the Maryland suburbs of Washington.

Public schools will get an unprecedented amount of money _ double the education budget under President George W. Bush _ from the stimulus law over the next two years.

On Wednesday, the administration is making available half of the dollars for federal programs that fund kindergarten through 12th grade and special education. In addition, Duncan will provide applications for states to get money from a special fund to stabilize state and local budgets.

President Barack Obama says the stimulus will save teachers' jobs, although there is no estimate of how many jobs will be rescued. Nationwide, about 294,000 teachers _ 9 percent _ may face layoffs because of state budget cuts, according to a University of Washington study.

Duncan said last week he will "come down like a ton of bricks" and withhold the second round of funds from anyone who defies Obama's wishes.

At the same time, the administration wants to do more than save teachers' jobs. Obama wants to transform the federal government's role in education. His administration views the stimulus bill as a once-in-a-lifetime chance to put lasting reforms in place.

In their applications, states must show improvement in teacher quality, data systems, academic standards and tests and supporting struggling schools.

States and districts will also have a chance to compete for money from a $5 billion fund solely for these kinds of innovations. Previous education secretaries had a fraction of that, about $16 million a year, to distribute for their own priorities.

I thought Majority Whip Clyburn insert a provision that if the governor refused the money that the legislature could overrule.

Was the provision removed in the final reconciled bill?

If so, then Clyburn doesn't know because he's been saying that once the the governors reject the state legislatures can overrule.

I do not see how this is a victory for the GOP. Wait until the Dms begin running ads in these states telling what the Governors are doing. There is a election next year as well. This could be bad news for any member of the GOP who is up for re-election or wanting to challenge a Dem. You just know the Dems, Moveon.org and others are going to run with this!

This is a proverbial "double edged sword." Although I would love for the Republican governors who only want to take a portion of the stimulus money slit their political throats for not taking the money, I strongly feel it is political posturing and don't like the fact that their constituents have to pay for their grandstanding.

Congress - please let the state legislatures override the governors. Don't let the people take the fall for their political posturing!!

Love that Pete O. what a guy; handsome and brains for days! President Obama has a first class team. POTUS and FLOTUS are in the UK, however his team back here in Washington has not skipped a beat.

It will be very interesting to see what these governors threatening to turn down the money will do now that Obama has made them own their decision. Again and again he shows us what a smart guy he is.

If they refuse to take the money 2010 filibuster proof senate here we come. I do feel bad for the folks who will loose jobs and unemployment benefits and I hope they'll commit to voting their displeasure at being deprived of the help most of American will get.

With this refusal to accept funds for education the GOP is advancing their agenda to reduce education. With an electorate who are uneducated the GOP will win more elections. Right? If you are not well educated you don't tend to ask questions or have an opinion of your own. We can't have people with opinions voting, now can we?

I am hoping this GOP plan fails.

Republican Governors must be the dumbest sector in the entire GOP. This is the most obvious set up. First, Pelosi tricks republican house members into voting for the largest tax increase in history - the AIG bonus tax. Now, the Obama administration is setting up republican governors to refuse money they will need in the coming months. Other than the major city's the rest of the country is approximately 3 months behind the major cities in feeling the recession. Three months from now when states like South Carolina get hit really hard those voters will revolt against every single governor. I would not be surprised if there are calls for impeachment and removal from Alaska to LA to SC. This is a trap and they can't get out; we are about to become a one party nation.
