ISLAMABAD — Pakistani authorities ordered inquiries Friday into a video showing the public flogging of a screaming woman in a northwestern valley where officials have yielded to Taliban demands for Islamic law.

A militant spokesman defended the punishment, fueling a furor that cast more doubt on a creaking peace deal in the Swat valley that U.S. officials fear has created another haven for allies of al-Qaida.

Officials vowed to impose Islamic law, or Shariah, in Swat in February to halt 18 months of terror and bloody fighting between militants and security forces that killed hundreds of people.

Shariah has not yet formally been introduced and provincial officials say that, in any case, they would not condone such whippings or the harsh brand of Islamic law practiced under Afghanistan's former Taliban rule. But the video provided a reminder of how hard-liners in control of much of valley interpret Islamic strictures.

Though it was unclear when and where the video was shot, it was believed to have been taken with a mobile phone in the Swat valley. It was broadcast widely Friday on Dunya TV and other Pakistani television stations.

The embattled government of Pakistan's North West Frontier Province struck the deal with a hardline cleric who helped secure a cease-fire. However, President Asif Ali Zardari's office says he won't sign the bill introducing Islamic law there unless he is satisfied that peace has been restored _ a prospect that seemed to recede Friday after a sharp outcry by rights groups.

"It is not a peace accord in Swat, instead it is a surrender by the government of Pakistan," said Asma Jehangir, head of Pakistan's main human rights organization. The flogging "is against all the women of Pakistan."

Prime Minister Yousuf Raza Gilani said the government remained committed to reconciliation in Swat but warned that it would restart the military operation if its authority was challenged.

The two-minute video, widely aired on local television Friday, shows the woman face down on the ground with two men holding her arms and feet. Her all-enveloping burqa has been hitched up to expose a pair of pink trousers.

A third man in a black turban with a long beard whips her backside more than a dozen times, causing her to scream repeatedly and shout "Stop it, stop it! It is painful!" A crowd of men watches silently in the background.

It was unclear who ordered the lashing and when it occurred.

Muslim Khan, spokesman for the Swat Taliban, said the militants publicly flogged a woman nine months ago over allegations that she had an illicit relationship with her father-in-law, but he was not sure if the video showed that incident.

He defended the punishment, although he said it should not have been done in public and should have been carried out by a boy who had not yet reached puberty.

Provincial government spokesman Mian Iftikhar Hussein said the incident occurred Jan. 3 _ before the peace agreement was signed. Some regional officials and the Taliban spokesman suggested the release of the video was an attempt to sabotage the agreement.

"The Shariah regulation in no way is going to allow this thing to happen at all," provincial Law Minister Arshad Abdullah said. "Let's not judge our deal by this video."

A spokesman for Zardari, the widower of slain former leader and women's rights torch bearer Benazir Bhutto, described the flogging as "barbarism" that should not be tolerated.

spokesman Farhatullah Babar said Zardari had ordered authorities to apprehend those responsible _ a near-impossible task in a zone from which the police and moderate tribal leaders have fled in fear.

Pakistan's recently restored chief justice also opened an inquiry, saying the case represented "a serious violation" of the law and fundamental rights.

Iftikhar Mohammed Chaudhry, who had been removed by former military ruler Pervez Musharraf in part for pursuing human rights cases, ordered security officials to produce the victim in the Supreme Court in time for a hearing on April 6.

U.S. officials have criticized Pakistan for striking a series of usually short-lived peace deals with militants, arguing that they give extremists time to regroup and focus on launching cross-border attacks against U.S. and NATO troops in Afghanistan.

They have expressed concern about the accord in Swat, but are also pressing Pakistan's army to switch its focus to al-Qaida strongholds closer to the Afghan border.

And, of course, the guy gets off without punishment.

These people can claim it's their faith or their religion or their laws, but they can't hide the fact that they are simply a group of misogynists who fear that women might gain power in their community and upset their cosy dictatorship over them. They are nothing more than bullies and need to be exposed.

The Pakistani government should be universally condemned and internationally shunned for ceding part of their country to these animals and sacrificing the women of the SWAT valley to them in order to gain peace.

These kinds of incidents will not change until the international community insists that the rights of women are part of the negotiation process in dealing with the world's violence and including them at the negotiating table.

Relatives of the man involved in the incident told the Journalist he had gone to the house of the girl in the village of Kala Kalay to do repairs as an electrician, but militants accused him of having a relationship with her. They dragged him from the house and flogged him before punishing the girl.

After the incident, the Taleban forced the couple to marry and instructed the man not to divorce his wife. His relatives say he has been left mentally scarred.

Wow! I commented a few days ago about how the men never are punished but the reality is, it's the militants that do this and the ordinary citizens are the ones who suffer, men and women. Unfortunately the women seem to be the ones used as examples to terrorize the community.
And that is crux of the matter, terror used as control.

This is jungle justice. Don't this people have a court system? Public flogging is dehumanizing, no matter what offense.

These are the people we are dealing with in Afghanistan and Pakistan. Some times I just wish we can just walk away from them, save the precious lives of our troops, and clobber them whenever they ever attempt to attack our people and interests around the world only.

It was painful to watch.

Kafka, I am sure you are Muslim and that's why you are outraged by my comment.

Yes, in Gitmo guys like these who are flogging and showing their might on women were tortured but still it was in prison and there were no eunuch audience like in this video, watching a helpless woman being flogged. There is no prison where torture is unheard of. Go ask your Muslim brother about middle-eastern prisons and above all Turkish prison.

Well, so-called moderate Muslims keep on telling us that this kind of act is no part of Islam or Sharia Law. Which puzzles me because if that's the case, why aren't millions of Muslims outraged by this? Why aren't they taking to the streets about it? They are quick to do so at the slightest insult - real or imagined - to their faith. Obviously, it is a part of their religion, if they accept it without comment.

A respected Muslim cleric this week, defended the new Afghan law which will make it illegal for a woman to refuse to have sex with her husband and enshrine in law that she must submit sexually to him at least four times a week with the statement that the law was wrong because the Koran says a woman can refuse her husband - 'if she has a good excuse'. Like being ill. So, there's an example of someone who claims to be moderate, but believes the women have to have an excuse and a good one or they can legally and morally be raped by their husband.

There are plenty of beatings, cutting off hands, be-headings, and such handed out to all, male or female, under strict Islamic law. A friend lived in Saudi Arabia years ago and he was urged by his local friends to witness the punishment day that is held on one of the Fridays at the end of the month. He said these punishments and more were handed out to both sexes. They just lined them up and went to work. He said he had to throw away a pair of shoes because he got blood on them from be-headings that happened directly in front of him, because being an American, they wanted him up close and personal to witness their justice at work. Not defending this, but America has some Draconian laws too and the largest prison population in the world. My friend's 70 year old father did a week in jail because he was caught with a half ounce of pot in his car during a traffic stop. He uses it for insomnia and to keep his weight up and was not under the influence while driving. He would have had a longer sentence, but he is a lawyer and so are his sons. Imagine if he had of been poor, broke, or not Caucasian....

That's a sick little sadistic scene, with all the men standing around watching other men humiliate and beat up a restrained girl. I won't watch the video, the still shot is enough.

These low-information fascists need to be stopped. It would be nice to think a military operation there would solve their stone-age problems, but it won't as that wouldn't be our mission there. From what I understand, our military has witnessed a lot of such scenes and they are told to not get involved.

It's going to take a lot more than guns to fix that.

I wouldn't say that I like their "religion or Law", however for it is theirs, and I shall not hate others for what they have.

The best thing to do "in this case" is to bring it to attention, to be handled in a civil way (not war mongering).

If a person was to hold up a candle in a dark room full of other people holding up their own candles one would still see ones own shadow (it all depends on the angle).

The Pakistanis need help bringing back their tribal people in Swat Valley from stone age. You just can't wipe out this kind of stuff with mil ops alone. Maybe upgrading schools in those villages, while at same time taking out the trouble makers would do the job. I guess the Punjabis and Sindis don't care much about the Pashto.
