ISLAMABAD — Pakistani authorities ordered inquiries Friday into a video showing the public flogging of a screaming woman in a northwestern valley where officials have yielded to Taliban demands for Islamic law.

A militant spokesman defended the punishment, fueling a furor that cast more doubt on a creaking peace deal in the Swat valley that U.S. officials fear has created another haven for allies of al-Qaida.

Officials vowed to impose Islamic law, or Shariah, in Swat in February to halt 18 months of terror and bloody fighting between militants and security forces that killed hundreds of people.

Shariah has not yet formally been introduced and provincial officials say that, in any case, they would not condone such whippings or the harsh brand of Islamic law practiced under Afghanistan's former Taliban rule. But the video provided a reminder of how hard-liners in control of much of valley interpret Islamic strictures.

Though it was unclear when and where the video was shot, it was believed to have been taken with a mobile phone in the Swat valley. It was broadcast widely Friday on Dunya TV and other Pakistani television stations.

The embattled government of Pakistan's North West Frontier Province struck the deal with a hardline cleric who helped secure a cease-fire. However, President Asif Ali Zardari's office says he won't sign the bill introducing Islamic law there unless he is satisfied that peace has been restored _ a prospect that seemed to recede Friday after a sharp outcry by rights groups.

"It is not a peace accord in Swat, instead it is a surrender by the government of Pakistan," said Asma Jehangir, head of Pakistan's main human rights organization. The flogging "is against all the women of Pakistan."

Prime Minister Yousuf Raza Gilani said the government remained committed to reconciliation in Swat but warned that it would restart the military operation if its authority was challenged.

The two-minute video, widely aired on local television Friday, shows the woman face down on the ground with two men holding her arms and feet. Her all-enveloping burqa has been hitched up to expose a pair of pink trousers.

A third man in a black turban with a long beard whips her backside more than a dozen times, causing her to scream repeatedly and shout "Stop it, stop it! It is painful!" A crowd of men watches silently in the background.

It was unclear who ordered the lashing and when it occurred.

Muslim Khan, spokesman for the Swat Taliban, said the militants publicly flogged a woman nine months ago over allegations that she had an illicit relationship with her father-in-law, but he was not sure if the video showed that incident.

He defended the punishment, although he said it should not have been done in public and should have been carried out by a boy who had not yet reached puberty.

Provincial government spokesman Mian Iftikhar Hussein said the incident occurred Jan. 3 _ before the peace agreement was signed. Some regional officials and the Taliban spokesman suggested the release of the video was an attempt to sabotage the agreement.

"The Shariah regulation in no way is going to allow this thing to happen at all," provincial Law Minister Arshad Abdullah said. "Let's not judge our deal by this video."

A spokesman for Zardari, the widower of slain former leader and women's rights torch bearer Benazir Bhutto, described the flogging as "barbarism" that should not be tolerated.

spokesman Farhatullah Babar said Zardari had ordered authorities to apprehend those responsible _ a near-impossible task in a zone from which the police and moderate tribal leaders have fled in fear.

Pakistan's recently restored chief justice also opened an inquiry, saying the case represented "a serious violation" of the law and fundamental rights.

Iftikhar Mohammed Chaudhry, who had been removed by former military ruler Pervez Musharraf in part for pursuing human rights cases, ordered security officials to produce the victim in the Supreme Court in time for a hearing on April 6.

U.S. officials have criticized Pakistan for striking a series of usually short-lived peace deals with militants, arguing that they give extremists time to regroup and focus on launching cross-border attacks against U.S. and NATO troops in Afghanistan.

They have expressed concern about the accord in Swat, but are also pressing Pakistan's army to switch its focus to al-Qaida strongholds closer to the Afghan border.

This is disgusting, and for nothing...­.When I was little my dad used to beat me similarly with a leather strap, on the bare bum. It doesn't look so brutal, but it feels incredibly painful, especially when you get the wrist action going. This is unconscionable.

And thats why Pakistanis wanted reinstatement of judges and Independent which was blocked by USA backed Musharraf and then Zardari. It took so long because USA and Britain were an impedement as CJ Iftikhar Mohammad Chaudhry has been taking sumoto action actions against the govt in cases of missing person who were handed over without due process to west in name of War of Terror.

Just a side note, this incident happened in January before the SWAT deal. In poor interior parts of Pakistan, worst crimes have been commited. Also plz be advise, sharia or not, Pakhtun culture would have probably gotten her killed. Its the code of tribal area.

Please do not justify this junk. Whether it was worse before or not, it has happened under the Taliban and they have justified it. Also, the US was never against the reinstatement of the judges. The Pakistanis do not have the guts to correct the system or do not care. Otherwise, they would not have stuff like Taliban in their country. They must accept responsibility for this madness that is unleashed. At least look at Obama and learn. He went to other countries and admitted the past mistakes of US. It is easy to point mistakes made by others, it is more difficult to be self critical, it requires maturity.

I am sorry where do u see me justifying it. I donot have an opinion on this matter as I don't know what happened. So far 15 reports on tv all contradicting each other. A video is shown and said to happen in SWAT yet the govt and the ppl there saying it hasn't happened there happened somewhere else, no it happened there and this and that. I will wait till court sort it out.

And sorry I dun find the video so outrageous. Its bad but I have seen worst things.

Shame to say but Canada and the UK also recognize Sharia law within its borders. Can you imagine that?
Neither Gordon Brown nor Stephen Harper did anything to stop the passing of the law and yet now they feign surprise at Karzai trying to pass such a law in Afganistan. They will argue its not exactly the same in CAnada and the UK, they passed what they deema limited version that is only used to passing judgement only. Which means the elders can send the woman back to Pakistan to be stoned to death. NIMB huh?

This is outrageous. For anyone who believes this represents Islam, go read the Qur'an, and actually learn about our religion. Islam was the first religion to give women actual rights, while elsewhere it was being debated whether women had souls. Men aren't allowed to rape and commit adultery, and the man's punishment for crimes which they are found guilty of through a proper trial are more severe than a woman's anyway.
I'll NEVER defend men who use Islam as their banner to commit crimes like these, and I truly hope these men and those who just watched get what they deserve. Pakistan needs to clean up its act, but in the end, it's just self destructing and no one seems to give a damn.
Good for those who don't believe in religion. Remind me again how you are helping society...­.?
Oh and by the way GUANTANAMO BAY people!!! Those beatings weren't any less humane.

you brag about what you have seen, but I would wager on it that you have not been humilated into changing your behaviour, or have your own family member see you suffer with out challenging those who wantonly hurt and cause suffering, thats the difference you see, it's about those who are willing to stand up against injustice and stop violence.

I don't see why there's so much outrage. Growing up in a 3rd world country, I would have to say I got flogged worse than that when I'd done something terrible. Admittedly, it wasn't in public. But I don't understand the rush to condemn and the outrage. Who are we to judge their justice system? The young lady wasn't bleeding, she wasn't maimed, she wasn't disfigured. She was flogged with a switch, and suddenly that's barbaric?

Give me a break folks. Go back to eating your doughnuts and living in your over-sized mansions and living large of your credit lines. You do not understand anything about foreign cultures, so don't pretend to care.

They're not sick extremist fanatics. You're the only one making that subjective judgement, BTW get your head out of the mainstream media. By sharia law, men, and women are often flogged in public as a form of shame and disgrace to discourage those acts. Thank the MSM for only showing pics of a young (yes hapless) young lady being flogged by older men. They're doing a good job getting you riled up and making up your mind for you.

Really folks, you all need to take some time and read some books, visit some foreign coutries. Learn about culture and try and understand it. Stop with all your ignorant outrage.

I cannot believe that you are justifying this. I have lived in a 3rd world country and have lived in enough countries in the world. There is no justification for this. I admit that it is unfair to judge their systems, but some things are inviolable. Otherwise, why do we have so many international organizations. We do not know the impact of this physically as she was covered. There is an emotional impact also. It was in public, so you are wrong there.

Objectively speaking, I've seen harsher at play parties in the US. While the nonconsent does concern me, I'm sure that there are many parents in the US who beat their wives and children (nonconsensually) for reasons dictated by imaginary friends. Come to think of it, I used to know such a kid from high school.

Also, be sure to take note of the source of the video and apply a strong anti-neocon filter to correct for the tint.
