STRASBOURG, France — European leaders enthusiastically praised President Barack Obama's new Afghan strategy at a NATO summit Saturday but held their ground on a central disagreement and offered only military trainers and extra security forces for upcoming elections.

Violent anti-war protests that marred the alliance's 60th anniversary celebrations were a stark reminder that much of Europe has no appetite for the other, costlier half of Obama's Afghan equation: more combat troops.

"I am pleased that our NATO allies pledged their strong and unanimous support for our new strategy," Obama said. "We'll need more resources and a sustained effort to achieve our ultimate goals."

As protesters battled police outside, NATO risked angering Muslims around the world by giving the post of secretary-general to the prime minister of Denmark, who fueled anger three years ago by backing a Danish newspaper's right to publish cartoons of the Prophet Muhammad. The 28 leaders at the summit also approved measures to repair ties with Russia _ virtually frozen since the Russo-Georgian war in August.

Afghanistan is seen as a crucial test of the power and relevance of the alliance, which was founded at the height of the Cold War to counterbalance the Soviet Union and now is struggling against a rising insurgency far beyond its borders.

The escalating war has highlighted doubts in Europe about the ability of NATO's 58,000 troops to stem the Taliban insurgency. Worries about casualties and costs have contributed to opposition to a conflict many Europeans see as an unnecessary distraction during economic crisis.

Despite a security crackdown on both sides of the Franco-German border, thousands of anti-war protesters fought running street battles with police, setting ablaze a hotel and a customs post and forcing the leaders' spouses to cancel a visit to a nearby cancer hospital.

During the summit, jointly co-hosted by France and Germany as a symbol of European unity, Obama briefed NATO leaders about his new strategy aimed at stabilizing Afghanistan while rooting out Taliban and al-Qaida hard-liners in both Afghanistan and Pakistan.

After the meeting, Obama heralded what he called "concrete commitments" from NATO allies on Afghanistan, saying their agreement to send up to 5,000 more trainers and police was "a strong down payment" toward securing the country.

Obama's new strategy has him adding 21,000 U.S. troops to an American force of 38,000.

The White House said NATO countries agreed to send 3,000 personnel on short-term deployments, to help stabilize Afghanistan before elections in August. An additional 1,400 to 2,000 will provide training for Afghanistan's national army.

NATO's outgoing Secretary-General Jaap de Hoop Scheffer said the alliance would set up a trust fund for the Afghan National Army, and provide monitoring and liaison teams that would work with Afghanistan's fledgling security forces.

The alliance must ensure "no more terrorist danger emanates from Afghanistan," German Chancellor Angela Merle said.

British Prime Minister Gordon Brown echoed Obama's argument that Afghanistan was key to Europe's security.

"Now we are working to build a successful, democratic Afghanistan and that will be that our streets will be safer in Britain," he said. "With important presidential elections to come in the next few months we must not allow the Taliban to disrupt the democratic process."

It was not immediately clear how the selection of Danish Prime Minister Anders Fogh Rasmussen would effect the war effort. Fogh Rasmussen's candidacy for NATO's top civilian post was initially opposed by Turkey, whose leaders pointed out that the choice would antagonize predominantly Muslim Afghanistan and Pakistan.

Fogh Rasmussen appeared arrogant to many Muslims, when he refused to apologize for the 12 drawings of the Prophet Muhammad _ including one of which showed the prophet wearing a turban shaped as a bomb _ that sparked angry protests in 2006 throughout the Middle East and South Asia.

NATO said it had agree to address various Turkish "concerns." Turkey said its requests had included the closure of a Kurdish satellite television broadcaster based in Denmark; the establishment of contacts between NATO and Islamic countries; appointment of a Turk as an aide to Fogh Rasmussen, and senior NATO command positions for Turkish generals.

Fogh Rasmussen denied making undue concessions to the Turks, and pledged to improve relations between NATO and the Muslim world.

"I will make a very clear outreach to the Muslim world and do my utmost to ensure a positive cooperation and intensified dialogue with Muslim countries," he told a news conference after the summit.

Nine months after relations frayed over Moscow's invasion of Georgia, Russia has become an important element in NATO's Afghan war plans. Repeated Taliban attacks on NATO logistics convoys in Pakistan have made southern resupply of the international forces in landlocked Afghanistan increasingly hazardous.

Moscow, which also worries about the spread of Islamic fundamentalism in Central Asia, has offered its road and rail network as an alternate overland supply route.

A summit statement said leaders decided to resume the work of the NATO-Russia Council _ a joint body whose work was suspended after the war in Georgia. It said a meeting with Russia's foreign minister would be held soon.

The alliance also officially recognized France's return to full participation on NATO's military councils after a 43-year absence, and welcomed Albania and Croatia as its newest members.

Looking to the future, the leaders issued a declaration Saturday that formally launches the creation of a new "strategic concept" or road map to define NATO's roles, missions and way of functioning.

It would be the first such revision of the alliance's purpose and function since 1999.

If McCain was president we wouldn't even be discussing what he was or wasn't doing about any issue. McCain would have used the same approach Bush used. Bush used powers above his title to get what he wanted and he would have transferred them to McCain. Don't fool yourself McCain was an unstable man during the campaign. He would have been an unstable and dangerous president. There would be no diplomacy in the White house. With McCain, AIG would still be getting bailouts, bonuses and to top it off tax cuts. If the public sounded like they wanted to protest they would have been silenced and called unpatriotic.

president obama did a great job.

that said, germany and france did nothing to step forward to meet him halfway. again, those countries won't help us fight in afghanistan until berlin or paris is on the losing end of an al qaeda strike. maybe then the europeans will start taking the threat seriously.

unfortunately, it may be only after loss of life, as usual in western europe. that said, the brits, danes, canadians, italians, and a few others continue to contribute to the fight against al qaeda and the taliban, doing their best to head-off what will eventually be france and germany's worst fear.

You are wrong about France and Germany: you are apparently a victim of the lies the Bush administration spread in the past 8 years. Germany has about 4.000 soldiers and fighter planes in Afghanistan, and France has 2.900 soldiers. That's not doing nothing.

um, i've been there. i was deployed to the worst areas with the most kinetic activity. the only troops taking up positions where they have constant direct contact with the enemy are the british. so, before you start lecturing someone about something, maybe you should ensure that it's not YOU who has believed the lies, huh?

the restrictions of ROE for french forces make them essentially statues. the germans are largely residents of airbases where they just push out supplies. these forces rarely come into contact with the enemy. i take personal insult to your assertion that somehow i bought into lies because you, who have never been there, haven't served with the french and german forces, say so.

You apparently are a victim of the lies yourself, because you don't know what the hell you're talking about. You're just repeating things from periodicals like The Nation, and DailyKos. Do you even know how the French forces are deployed and what they are and are NOT allowed to partake in? My guess is no. Those 4000 German soldiers (if it even is that) are not partaking in combat operations. They are simply reconnaissance and supply missions. Essentially unmanned drones can do reconnaissance.

The European nations have done next to nothing to assist the United States and anything they have supplied have been nothing more than symbolic to SAY that they have helped. And now they can no longer use Bush as an excuse because Obama is President and popular and they have decided to continue to sit on their hands.

Wrong, they do, may be in a way you don't approve. So what make the Danes and Italians different? What do they better? Both, France and Germany had more Afghanista­n-casualti­es than Denmark or Italy. The difference is, that Italy and Denmark went with Bush into Iraq, so the the "we died for them at Omaha Beach, and now these cowards won't help us"-Rush Limbaugh crap doesn't apply to them. That's the difference.

Whether you were in Afghanistan or not doesn't make a difference. You've probably never been to Egypt, Iran, France, Switzerland etc, but I have. This still doesn't give me the right to make authoritative statements that are obviously not true.

This story is an example of bad reporting. Germany, France and the UK have committed more troops to Afghanistan. Listen to BBC, do not take AP reporters. They have a tendency to amplify the negatives and to speculate without proper foundation.

France has committed 300 -- yes, a whopping 300 -- troops, and will not permit them to fight. The UK -- which does have fighting troops -- will send more over for the August election -- and will not permit them to fight.

This trip is a "success" from the standpoint that Obama is getting rave reviews fromt he people.

But from a substantive standpoint, Obama has caved. He has let other world leaders set the agenda. He didn't get the monetary policy he wanted. He hemmed and hawed endlessly when asked who was to blame (don't like that word, by the way) for the economy crumbling -- totally awful answer. He's letting Russia set an agenda for an arms treaty instead of paying attention to Iran. He didn't get the troops he needs for Afghanistan. He bowed to the Saudi King, for god's sakes -- what the heck is THAT about? And he apologized for the American way of life, instead of paying attention to American interests.

Not feeling really good about the next four years...

Obama went to the G-20 looking for 2 things a 2% rise in GDP across the board from all G-20 members and help with more combat trooops from NATO. He got told no on both counts and then handed over the keys to our financial system to the EU. Great trip.
