SEOUL, South Korea — North Korea's new rocket launch gives the communist country another bargaining chip in negotiations over dismantling its nuclear weapons program even if the flight wasn't completely successful, analysts said Monday.

Even with suspected problems in separating the second and third stages, the rocket flew twice as far as any missile the North previously launched. That range falls far short of U.S. territory, but neighbors are concerned by the expanded reach of a regime that claims to have atomic bombs.

President Barack Obama and other world leaders called Sunday's launch a provocation that cannot go unanswered, but the U.N. Security Council was so divided it didn't even issue a preliminary statement of condemnation.

Diplomats privy to continuing talks in New York said China, Russia, Libya and Vietnam voiced concerns about further alienating and destabilizing North Korea. China, the North's closest ally, and Russia hold veto power as permanent members and could water down any response.

Analysts said Security Council sanctions imposed after the North's underground nuclear test explosion in 2006 that barred Pyongyang from working on ballistic missiles appeared to have had little effect because some countries showed no inclination to impose them.

North Korea's official Korean Central News Agency claimed again Monday that the rocket put an experimental communications satellite into orbit, while the U.S. and others suspected the test was a cover for improving technology for a long-range military missile.

U.S. and South Korean officials said the entire rocket, including whatever payload it carried, ended up in the ocean. South Korea said the second stage splashed down about 1,900 miles (3,100 kilometers) from the launch site.

That is double the distance a North Korean rocket managed in 1998 and far better than a 2006 launch of a missile that fizzled 42 seconds after liftoff. Japan, Guam, the Philippines, Mongolia and parts of China are now within range, but Anchorage, Alaska, is roughly 3,500 miles (6,000 kilometers) from the launch site.

Daniel Pinkston, a Seoul-based analyst for the International Crisis Group, said the apparent failure of the rocket's third stage to separate properly from the second stage raised questions about the reliability of the technology.

"They're still a long ways off" from being able to successfully target and strike the United States, he said. It also is unclear whether the North has been able to miniaturize its warheads enough to load onto a rocket, he said.

But John Bolton, a former U.S. ambassador to the U.N. and ex-U.S. undersecretary of state in charge of the North Korean nuclear dossier, said the launch was still cause for concern.

"This is far from a failure. Japan is now clearly in range, and unless you're willing to kiss Japan goodbye, you have to be worried by this test," he told The Associated Press.

Kim Tae-woo, an analyst at Seoul's state-run Korea Institute for Defense Analyses, said the launch raises the stakes at the stalled six-nation talks aimed at persuading the North to give up its nuclear weapons program in exchange for aid and other concessions.

Pyongyang now can seek more help because it has more to bargain away, Kim said. And, he added, "North Korea is playing a game of trying to manipulate the U.S. by getting it within range, which is the so-called pressure card."

North Korea, one of the world's poorest countries, is in desperate need of outside aid. It has reportedly been selling missile parts and technology to whoever has the cash to pay for it.

SEOUL/UNITED NATIONS (Reuters) – North Korea fired a long-range rocket on Sunday, provoking international outrage, but a divided U.N. Security Council failed at an emergency meeting to agree on a reaction to Pyongyang's defiant move.

Susan Rice Obama's UN Ambassador during her confirmation hearings January 15, 2009: "I will listen, I will engage, I will collaborate. I will go to the U.N. convinced that this institution has great current value, even greater potential and still great room for improvement."

Wonder how she's feeling today?

I searched out Barack Obama to get his perspective on North Korea.

(part 2) Unfortunately, the policy of the USA government, whether Democratic of Republican in hue, in relation to East Asia is one of sitting on one's backside until Kim il Song *finally* launches a missile that can reach Anchorage in Alaska and even the West Coast of mainland "America". And, man hasn't Kim Il Song had plenty of time to prepare his missiles. He's had, like, decades to do so already. Talk about an incident waiting to happen!!

Here's my prescription to the USA policy wonks in the Obama administration and for Barack Obama himself. Get your troops out of East Asia, facilitate the peaceful return of the island of Taiwan to China (by military blockade of the island if necessary), and instead of the present pathetic, failed, hidden and dishonest policy of "containing" China, announce a new global partnership with China which would include among other things, lifting the ban of military sales to China.

(Part 1) Well, maybe I wasn't so clear there. What I meant was that, in the future, a North Korean missile may be proven to have a far enough range to reach Anchorage in Alaska or some other place in the USA. There wouldn't even need to be a nuclear warhead or any other warhead on it. As long as the missile is launched which is proven to have enough range to reach Alaska or some other US territory then I'm afraid that the warhawks in the USA media (O'Reilly, Dobbs, Liimbaugh, Hannity, Beck and so on) as well as some members of the government will begin their anti-North Korea drumbeat of war, just like they did with Iraq (enabling the Bush administration to launch its pre-emptive strike based on the false pretext of alleged weapons of mass destruction there) and Iran. But, for now, I suspect (and fear) that a missile fired over Japan and a little bit beyond but which is of too short of proven range to reach US territory will lead to an attitude in the US State Department and with Obama of "It's not our problem". Pathetic, I know, but that will be their reasoning. But, once a missile is launched that is proven to have gone far enough to reach some part of the USA, then, I fear a knee-jerk reaction from the US government could trigger a new cold war between the US and China.

For the US military Industrial Complex's army of lobbyists, it is better to have a conventional nation-state enemy like China rather than a hidden enemy operating out of mountain caves like Al Qaeda. [part 1] What is it with you, neo-cons and your 'thru the looking glass" conception of the world around you? One of your kind, freemann, was writing on this thread that North Korea is a proxy for China's hidden agenda. Yeah, right. As if the USA isn't familiar with the concept. Wasn't Israel for example a proxy for "America"'s hidden agenda for decades in the Middle East. Maybe as he writes, North Korea is a proxy for China's hidden agenda. If that is the case, and it may well be, then common sense dictates that you don't continue with the failed policies of the past.

Yeah, that's right. Here's my prescription for a way out of the present diplomatic tension. Remove all the USA's troops from Japan and South Korea. Remove your military presence altogether from East Asia. Facilitate the peaceful return of Taiwan to the rest of China, by means of a military blockade of the island if necessary. In the words of Wikipedia, "Be Bold".

They could just on the other hand keep on building Weapons & other things in secret, and then out of nowhere use those things in a harmful way; other then announcing what their going to do and then doing them in a non-harmful way instead....

As far as intentions go; I would just ask what Country would do differently ? I mean most Countries & People that want to survive and gain more keys to insure that survival would do whatever that seems to be within ones power too do so.

If the North Koreans want to play with Rockets then they should talk with the Russians; after all the Russians are the ones Building the new American Space Shuttle for now on. That's what somewhat good relations between Countries can bring; positive construction!

The North Koreans & others of their mindset should get on the Ship with America & it's Allies or else we all might surcumb to the flood when it comes; and trust Me a flood is coming, The Universe Is More Destructive Then All Humankind Even At It's Greatest Sum Of Being (One Nation or All Nations)!

Sanctions & the willing blind-eye would make things better how ?

Have You ever left a Child alone to His or Her own devices ? Let Me tell You; for better or worst a Child that is left to it's own devices still interacts with all that is around His or Her self! Now not saying that the North Koreans are a Nation of Children, however any Nation that isn't watched over & even guided can be and/or become ones & others worst enemy!

If China or other Countries wants to do something that would help the situation in the future overall China would need to start abducting North Koreans, and then house, feed, educate, and then allow them to do as they please with the new knowledge & power that they gained. I know that to some that may seem harsh; however I'm not advocating concentration camps, I'm advocating a form of adoption; that would help many North Koreans to individually grow strong mentally & physically, which in time would lead to a more coherent group of People & Nation of Koreans!

Perfection & total agreement between everyone is something that We all should strive for, however it isn't something to be used as a excuse or tool to force others into compliance and a false state of perfection.

P.s. Don't get Me wrong, South Korea & others should be held to account also.

North Korea having nuclear weapons isn't the same as the U.S. or Britain having weapons. Kim is unstable and could use them at any time. The moral rquivalency argument is useless. I searched out Sarah Palin.

I can see North Korea from my kitchen window, Palin said . I spent all day watching the skies while canning some moose meat. Music played in the background as Sarah chopped chunks of moose meat into bite-sized pieces.

If this was Kim Il Sung this is exactly what I'd do, she squawled as she brought her meat cleaver down on the thigh bone of a moose.

"I think he's South Korea's leader, " I said.

"Oh well, they all look the same to me."

She raised the cleaver again,and brought it down on the bone, this time severing it.

Come to think of it she said, it's the same thing I'd do to the media who keep yipping about my sister in law burglarizing a couple of houses this week. Why can't they just leave me alone.

Toby Keith who was visiting the Palin household appeared from the living room of the expansive home with a guitar slung over his shoulder.

Hell Yeah, he chimed in, I feel like writin a song about that there Kim Il whateva.

He unshouldered the guitar and strummed the strings:

I'm sorry that I can't definitively answer those questions because the sources that I trust aren't really saying much and, at the risk of sounding like oliver stone(it sux that he is somehow the icon for conspi racy theory kawazy) I wouldn't really expect that much information on this type of subject matter.
It strikes me as very interesting however that just now, after over sixty years of advances in lifting capabilities and all that proliferation that has taken place, just now they are able to almost launch a satellite.

The whole concept of the UN security council is flawed....How can five so-called permanent members decide for all others....it's a slap on democracy to have US, China or Russia have the power to hold other countries by the groin. This is why the UN is just a waste of time and resources.

I believe the UN will be effective if for example it is left to the General assembly, with member countries voting on the decisions which should then be binding on all.....I know I am just dreaming.
