South Korean protesters burn pictures of North Korean leader Kim Jong Il, flags and mock missiles during a rally against North Korea's missiles near the U.S. Embassy in Seoul, South Korea, Monday, April 6, 2009. The U.S. and its allies sought to punish North Korea's defiant launch of a rocket that apparently fizzled into the Pacific, holding an emergency U.N. meeting to respond to an act that some believe was a long-range missile test. SEOUL, South Korea — North Korea's new rocket launch gives the communist country another bargaining chip in negotiations over dismantling its nuclear weapons program even if the flight wasn't completely successful, analysts said Monday.

Even with suspected problems in separating the second and third stages, the rocket flew twice as far as any missile the North previously launched. That range falls far short of U.S. territory, but neighbors are concerned by the expanded reach of a regime that claims to have atomic bombs.

President Barack Obama and other world leaders called Sunday's launch a provocation that cannot go unanswered, but the U.N. Security Council was so divided it didn't even issue a preliminary statement of condemnation.

Diplomats privy to continuing talks in New York said China, Russia, Libya and Vietnam voiced concerns about further alienating and destabilizing North Korea. China, the North's closest ally, and Russia hold veto power as permanent members and could water down any response.

Analysts said Security Council sanctions imposed after the North's underground nuclear test explosion in 2006 that barred Pyongyang from working on ballistic missiles appeared to have had little effect because some countries showed no inclination to impose them.

North Korea's official Korean Central News Agency claimed again Monday that the rocket put an experimental communications satellite into orbit, while the U.S. and others suspected the test was a cover for improving technology for a long-range military missile.

U.S. and South Korean officials said the entire rocket, including whatever payload it carried, ended up in the ocean. South Korea said the second stage splashed down about 1,900 miles (3,100 kilometers) from the launch site.

That is double the distance a North Korean rocket managed in 1998 and far better than a 2006 launch of a missile that fizzled 42 seconds after liftoff. Japan, Guam, the Philippines, Mongolia and parts of China are now within range, but Anchorage, Alaska, is roughly 3,500 miles (6,000 kilometers) from the launch site.

Story continues below

Daniel Pinkston, a Seoul-based analyst for the International Crisis Group, said the apparent failure of the rocket's third stage to separate properly from the second stage raised questions about the reliability of the technology.

"They're still a long ways off" from being able to successfully target and strike the United States, he said. It also is unclear whether the North has been able to miniaturize its warheads enough to load onto a rocket, he said.

But John Bolton, a former U.S. ambassador to the U.N. and ex-U.S. undersecretary of state in charge of the North Korean nuclear dossier, said the launch was still cause for concern.

"This is far from a failure. Japan is now clearly in range, and unless you're willing to kiss Japan goodbye, you have to be worried by this test," he told The Associated Press.

Kim Tae-woo, an analyst at Seoul's state-run Korea Institute for Defense Analyses, said the launch raises the stakes at the stalled six-nation talks aimed at persuading the North to give up its nuclear weapons program in exchange for aid and other concessions.

Pyongyang now can seek more help because it has more to bargain away, Kim said. And, he added, "North Korea is playing a game of trying to manipulate the U.S. by getting it within range, which is the so-called pressure card."

North Korea, one of the world's poorest countries, is in desperate need of outside aid. It has reportedly been selling missile parts and technology to whoever has the cash to pay for it.

The Chinese and the North Koreans are cousins. North korea and South Korea, at one time, was
Korea.

If America left South Korea, they would re-unite with North Korea as North and South Viet Nam
ultimately re-united to become Viet Nam. Viet Nam is now doing just fine.

Not as long as Kim Jon Ill is head of NK. His people are starving, slave labour, economy is flat. South Korea is beginning to flourish in comparison. If they joined, it would be a disaster. People are escaping from North K. to freedom in South K.

If they are caught listening to radio or taking pictures, they are shot in N.K. Singers have been jailed for singing happy songs. It is horrible for the N.K.

Many of my friends here in Seoul do not want the two Koreas reunited. They cite the incredible expense of lifting the majority of North Koreans out of poverty, the flood of refugees to the south, environmental clean up, and the impossibility of incorporating North Korea's power players into a open, democratic pan-Korean government as reasons to keep the peninsula divided. If the North ever collapsed or democratized, it seems very likely that south and north would remain separate for a good long while afterward.

I think perhaps reaching out to Kim Jong Il might make a difference..!

Now if president Obama were to offer him a custom opulent shower for him personally, installed by our one and only KBR corp., then that might bring change in North Korea, we can believe in..!

I see no problem with the N.Korea launch. Even if it was a weapon, if the US can have these weapons then everybody should have deterrents. If only criminals can have access to weapons, this would be a very dangerous world indeed - for everybody other than Americans.

Not more or less, there has never been any resolution. The U.S.A. is still legally at war with Korea.

Did you see those North Korean generals with all of that day-glo fruit salad (ribbons) on their chests? They must have won every spelling contest, 3 legged race and pie eating contest... Just kidding... However North Korea's nuclear posturing should be taken seriously as all it takes is one hothead nation to cause WW3 to break loose.

I had to laugh, thanks!

True, The things that North Korea does should be taken seriously, and the same should be said for "all" other Countries also!

-------------------------------------A quote from the Article---------------------------------------

"We cannot contain our disappointment and regret over North Korea's reckless act," presidential spokesman Lee Dong-kwan told reporters Sunday. He said the launch of the long-range rocket "poses a serious threat to security on the Korean peninsula and the world."

________________________My Random Thoughts______________________

They could just on the other hand keep on building Weapons & other things in secret, and then out of nowhere use those things in a harmful way; other then announcing what their going to do and then doing them in a non-harmful way instead....

As far as intentions go; I would just ask what Country would do differently ? I mean most Countries & People that want to survive and gain more keys to insure that survival would do whatever that seems to be within ones power too do so.

If the North Koreans want to play with Rockets then they should talk with the Russians; after all the Russians are the ones Building the new American Space Shuttle for now on. That's what somewhat good relations between Countries can bring; positive construction!

The North Koreans & others of their mindset should get on the Ship with America & it's Allies or else we all might surcumb to the flood when it comes; and trust Me a flood is coming, The Universe Is More Destructive Then All Humankind Even At It's Greatest Sum Of Being (One Nation or All Nations)!

Sanctions & the willing blind-eye would make things better how ?

Have You ever left a Child alone to His or Her own devices ? Let Me tell You; for better or worst a Child that is left to it's own devices still interacts with all that is around His or Her self! Now not saying that the North Koreans are a Nation of Children, however any Nation that isn't watched over & even guided can be and/or become ones & others worst enemy!

If China or other Countries wants to do something that would help the situation in the future overall China would need to start abducting North Koreans, and then house, feed, educate, and then allow them to do as they please with the new knowledge & power that they gained. I know that to some that may seem harsh; however I'm not advocating concentration camps, I'm advocating a form of adoption; that would help many North Koreans to individually grow strong mentally & physically, which in time would lead to a more coherent group of People & Nation of Koreans!

Perfection & total agreement between everyone is something that We all should strive for, however it isn't something to be used as a excuse or tool to force others into compliance and a false state of perfection.

P.s. Don't get Me wrong, South Korea & others should be held to account also.

UN Security Council can't reach an agreement.

Is this news?

The UN is USELESS! Except as a forum for talks about head-dresses and village doctors.
When it comes to life and death issues, the UN amounts to nothing at all!

America should just do what needs to be done, and while I think GWBush was a catastrophe, I do think the US has real issues and real power which should be used when necessary. Kim IL's missle should have been shot down.

The Russians put up a satellite in the late 50's and we put man on moon in 69. We both had intercontinental missiles with multiple warheads and even neutron bombs, decades ago. And here is NK with another failed attempt to get something to work and probably years away from the next attempt. And even if they did make something crude they could sell, how effective would it be in light of the countermeasures we could deploy against it? And if other nations want to buy this useless junk, then they are fools for wasting their money and eventually their people will hold them accountable.

To be fair, any nations who build military apparatus that is far beyond necessary, including the U.S, China, and Russia, are wasting resources. Threats, intimidation's, sanctions and military posturing are counterproductive and isolationist and fly in the face of the interdependent economic ties that we're all saying are necessity. If our economies are linked, then why not share the costs of military expense and work together to help end conflicts and protect the innocent and foster democracy? The money we waste on huge military budgets drains the capital we need to develop our own infrastructure and infrastructure in developing nations. It's stupid

Russia and China are relatively closed societies and would never ever partner with the Americans to share costs of developing military projects. Besides, why even put red Ruble or Yuan in R&D when you could hack into our defense networks and life the designs free. It's happened in the past and will continue. Besides, if Kim Jong-Il sells his rockets to the Iranians and Pakistanis and they decide to use them(or if Al-Qaeda gets a hold of them) hitting their target 33% of the time still results in lives lost.
