SEOUL, South Korea — North Korea's new rocket launch gives the communist country another bargaining chip in negotiations over dismantling its nuclear weapons program even if the flight wasn't completely successful, analysts said Monday.

Even with suspected problems in separating the second and third stages, the rocket flew twice as far as any missile the North previously launched. That range falls far short of U.S. territory, but neighbors are concerned by the expanded reach of a regime that claims to have atomic bombs.

President Barack Obama and other world leaders called Sunday's launch a provocation that cannot go unanswered, but the U.N. Security Council was so divided it didn't even issue a preliminary statement of condemnation.

Diplomats privy to continuing talks in New York said China, Russia, Libya and Vietnam voiced concerns about further alienating and destabilizing North Korea. China, the North's closest ally, and Russia hold veto power as permanent members and could water down any response.

Analysts said Security Council sanctions imposed after the North's underground nuclear test explosion in 2006 that barred Pyongyang from working on ballistic missiles appeared to have had little effect because some countries showed no inclination to impose them.

North Korea's official Korean Central News Agency claimed again Monday that the rocket put an experimental communications satellite into orbit, while the U.S. and others suspected the test was a cover for improving technology for a long-range military missile.

U.S. and South Korean officials said the entire rocket, including whatever payload it carried, ended up in the ocean. South Korea said the second stage splashed down about 1,900 miles (3,100 kilometers) from the launch site.

That is double the distance a North Korean rocket managed in 1998 and far better than a 2006 launch of a missile that fizzled 42 seconds after liftoff. Japan, Guam, the Philippines, Mongolia and parts of China are now within range, but Anchorage, Alaska, is roughly 3,500 miles (6,000 kilometers) from the launch site.

Daniel Pinkston, a Seoul-based analyst for the International Crisis Group, said the apparent failure of the rocket's third stage to separate properly from the second stage raised questions about the reliability of the technology.

"They're still a long ways off" from being able to successfully target and strike the United States, he said. It also is unclear whether the North has been able to miniaturize its warheads enough to load onto a rocket, he said.

But John Bolton, a former U.S. ambassador to the U.N. and ex-U.S. undersecretary of state in charge of the North Korean nuclear dossier, said the launch was still cause for concern.

"This is far from a failure. Japan is now clearly in range, and unless you're willing to kiss Japan goodbye, you have to be worried by this test," he told The Associated Press.

Kim Tae-woo, an analyst at Seoul's state-run Korea Institute for Defense Analyses, said the launch raises the stakes at the stalled six-nation talks aimed at persuading the North to give up its nuclear weapons program in exchange for aid and other concessions.

Pyongyang now can seek more help because it has more to bargain away, Kim said. And, he added, "North Korea is playing a game of trying to manipulate the U.S. by getting it within range, which is the so-called pressure card."

North Korea, one of the world's poorest countries, is in desperate need of outside aid. It has reportedly been selling missile parts and technology to whoever has the cash to pay for it.

I wanted to weigh in on all the partisan banter on this thread. For the record, I worked under the Bush Administration (now its successor) and I didn't vote for Mr. Obama. Nonetheless, all the individuals arguing that this is 'Obama's fault' or that he could have done something to prevent this rocket test are either w0efully ign0rant or malici0usly asinine.

The DPRK has previously tested r0ckets/mis.siles; it did so in 1998 with Clinton (lobbing one over Japanese territory), in 2006 with Bush (which was a failure), and now the long-range test under President Obama. These types of prov0cative acts are de rigueur North Korean policy. Since the end of 2007, the Six-Party Talks (a format with bipartisan support) have been stalled, mostly because Pyongyang is rejecting a verification system for a bargain reached with the Bush delegation led by Ambassador Hill.

According to most East Asian analysts, a mis.sile test (or some similar prov0cative act) was expected soon after President Obama came to power because its part and parcel of the DPRK's modus operandi. When Pyongyang feels it is being ignored, it will ratchet up the tension as a de facto communiqué. It is no coincidence that this test was conducted on President Obama's first overseas trip, especially when considering the agenda included other foreign policy issues e.g. Afghanistan. This is a political act above all else, and likely a signal that Pyongyang wants a spot on the Obama Administration's agenda.

What could have the President done to prevent this? Nothing that would have been considered wise. Because a long-range r0cket needs to spend some time on a lau.nch pad for fueling, the US could have preemptively taken it out with a cruise mis.sile (previously advocated by Clinton's Secretary of Defense William Perry). But the consequences are uncertain: the DPRK has the gall to retal.iate against a US base in Japan, which hast the potential to turn into a serious dest.abilizing event.

Also, in self-defense terms, it is unnecessary: Japan and the US have a two-tiered BMD (Aegis wa.rships and PAC-3 land-based Patri0ts) that could protect allied territory. It is also important to remember that right now the DPRK does not have the technology to deliver a nuclear payload on its Tapeodong missiles. If you cannot deliver the payload, the mis.sile is irrelevant.

Thus, the main objective is the getting the DPRK back to the six-party table to work towards eliminatin­g/freezing its nuclear weap0ns program (which cannot be done thru military force), and also to get them to comply with its previous six-party agreements to Bush. If the Obama Administration over reacts, the process will only stretch with no tangible results.

So far, I think they have handled things correctly (and the only reasonable way possible).

I think you make a lucid well thought out argument. I simply disagree with your conclusions. If North Korea sends a rocket over the Sea of Japan, how does it make things any worse to simply shoot it out of the sky?
I also think that this happened because of a general perception of weakness. North Korea's dictator is crazy enough to try lots of things, but China has economic power and if they make us mad enough to shoot down the rocket, China's wish is going to be whatever it takes to calm things down. Tin pot dicators do things to provoke the U.S. when they perceive weakness, not strength. The argument that they were provacative during the Bush administration could be made. However, Bush had a full plate. President Obama has inherited success in Iraq, which he campaigned against. http://theclosetconservative.com

For those of you recently arrived, when asked "what would your alternate action proposal be?" was placed to Cheshire, he did not understand the point. He said we should have intercepted the rocket and destroyed it.

Of course. That is past tense. And I think Superman is on vacation. Oh. And that would be an act of war.

As for obamonoics, he offered four prescriptions:

Put a stop to NK's counterfeiting. When asked how that could be done, he said that Bush Who? had done it. When asked if Bush Who? had stopped the counterfeiting, then how could the current admin do any more, there was no answer.

Next he said that we should freeze NK's assets in the US. When asked to show me any assets owned by NK that were not currently frozen, I got only silence.

Third he said that we should deny them the use of our financial system. I will leave it to you to guess how that one turned out.

And finally he said that we should cut off aid to NK. I asked a) how much do we give them? b) would Kim care? c) who says that the Admin is not going to do that?

And again, no answer.

They got nothing.

Let recognize what this test was. It was a 'Sales Demonstration" for customers of Kim's missile factories. For years he has sold his rockets for hard currency to help support his regime. This is the only export product that North Korea has. For at least twenty years he has sold missiles to Iran, Yemen, Syria and even Iraq when it was ruled by Saddam.

That's all this was. A "Sales Demonstration" conveniently fired on the exact minute that Obama was to start speaking on nuclear proliferation.

Watch CNN. Not so along ago we stopped an unmarked freighter near Yemen. They said they were going to deliver a load of cement. Well under the bags of cement were 20 Scuds from North Korea. In the CNN report was a map showing countries North Korea had sold missiles to.

This is not news. They were testing the missile. At least all three stages fired this time but they did not obtain orbit. By the way, a communications bird? Come on. This country doesn't even have a phone system to the outside world. Not even a country code. It's like East Germany was until the wall came down under Reagan's pressure against the USSR.

It's a site for the ex-HP regulars where they post lengthy threads about the same stuff they could be posting here. Many of them claim they have PTSD from clashing with troIIs on HP all the time.

I tried to get on as well, encountered the same problem. I was able to register for CW's blog and used same password and user, no luck.

I am registered there. This weekend it is closed to only the registered, they had a glitch of some sort a few days back. They intend to open it back up on Monday.

It is developing nicely. There are some pretty intelligent discussions going on, but also just some fun goofing around. It looks a little like Kos.

You would have no difficulty getting registered. They want you there.
