WASHINGTON — U.S. officials have found no direct ties between East African pirates and terrorist groups but continue to search for signs of links between the two factions in the wake of the Indian Ocean hostage incident. It was not clear whether officials were specifically scrutinizing the Somali pirates who boarded the Maersk Alabama on Tuesday and fled in a lifeboat after taking hostage the cargo ship's captain.

Military and counterterrorism officials say that in the transient world of Somalia's combative coastal dwellers, a Somali clansman can be a fisherman one day, a pirate the next, and a weapons trafficker the following day.

"If you look at the clan structure or the tribes _ to think that there may not be linkages probably is a bit naive," Army Gen. William "Kip" Ward, head of the Pentagon's Africa Command, told The Associated Press in an interview Thursday.

Michael Leiter, director of the National Counterterrorism Center, warned that some of the money from piracy could make its way into the hands of extremists.

"I certainly would not put that out of the realm of possibility," Leiter said at the Aspen Institute.

When hijackings first spiked off the coast of Somalia last year, counterterrorism officials pressed for any evidence that the country's extremist factions, or even al-Qaida militants operating in East Africa, might be using piracy to fund their violence.

But the complicated clan structure and Somalia's ungoverned black market have made it difficult to trace the cash transactions.

In one indication that the groups sometimes have conflicting agendas, members of the al-Shabab terrorist organization lashed out publicly at a group of pirates late last year after they attacked the Sirius Star, a Saudi oil tanker.

A senior U.S. military official familiar with the region, speaking on condition of anonymity in order to discuss intelligence gathering, said the military is still looking hard at potential connections between piracy and the escalating terrorist activities in east Africa.

A key concern for the military, the official said, is the steady flow of black-market weapons, including rocket-propelled grenades, from Yemen into Somalia, where militants use them in both on- and offshore crimes.

Glad to read that not all think the problem is just from Somali's that a bigger piracy is being done by all who see it easy to dump crap steal fish and exploit the whole situation while no government exists in Somalia . how like the house dog who learns biting the poor and weak will get a rub from his master but bite the well dressed affluent man will get a whipping. This response.is predictable. Whats needed is to hold all to civilized law poor and rich alike.

Funny how this kind of piracy stories is only making a buzz now. These "hijackings" of boats off the coast of Somalia has been going on for years. Last year, a French navy ship captured several pirates and took them to France where they've been awaiting trial.

This morning, I wrote THIS - and was laughed at and ridiculed:

Honestly -

when have you for the last time heard of a merchant-ship with a crew exclusively consisting of Americans? In the 60's? In the 70's?

Today, the crews of ships are largely composed of the officers coming from the same country as the owner of the ship (but neccessarily from the land, whose flag the ship is flying) - and of sailors and deck-hands from every other country in the world; they are often Malaysians, Phillipinos, Indians or like.

But meeting an AMERICAN-registered ship under the AMERICAN flag with a full crew of AMERICAN sailors is about as rare as meeting Yeti or Bigfoot these days! Unless ist's a military vessel disguised as a civil merchant-ship.

Does this smell like a set-up trap for you?

Did this ship act as bait - to cause somali "pirates" to raid it and, thus, give the US-Navy the final reason to leash out full bore and seize the waters off the somalian coast for America?

Would that be the fist time something like this had been staged?

That's exactly what it smells like. The Somalis wouldn't be resorting to piracy if they had another industry to find employment; say like commercial fishing, but that's been taken over by illegal exploitation of Russian, European and Asian commercial fishing factories ships depleting the waters off the coast of East Africa for the prized bluefin tuna. The fishing industry has bullied Somalia for decades now and I guess they're tired of it, although most news agencies won't cover THAT part of the story.

You're off of your mind, man. There are French ships, British ships, Chinese ships patroling in the area. Last year, the French navy captured half a dozen pirates and shipped them to France where they've been awaiting trial. These pirates are a plague. They indiscriminately attack cruise ships, commercial ships, private ships, etc... In the last 10 days alone, 30 people were seized and released. Some escaped on their own, others paid a ransom. Nothing new under the sun.

With the arrival of Standing NATO Maritime Group ONE to the Horn of Africa region, the number of nations now actively fighting piracy off the coast of east Africa has reached its highest level of participation yet. The list of countries now includes the United States, Canada, Great Britain, France, Germany, Denmark, Spain, the Netherlands, Portugal, Italy, Turkey, Greece, India, Saudi Arabia, Malaysia, China, and will soon include Russia, Japan, and South Korea.

So I assume all of these nations have an insatiable desire to conquer the Horn Of Africa?

What would be wrong with setting a trap for terrorists? Or are you saying there is no connection? If so you will need proof to back that up. As you are probably not living in Somalia your access to reliable information is probably severely limited. You will have to settle with not knowing.

There are plenty of merchant crews consisting entirely of Americans. of course, they are only on US-owned & flagged ships.

Matson Navigation, Inc. is an American company employing American crews on American-flagged ships through US and international waters. Their vessels run cargo. Matson isn't the only American shipping company, either. Central Gulf Lines still runs US-flagged and crewed ships, mostly car carriers .

Yes, the US Merchant Marine has shrunk, but it is still necessary.

You are right about the multinational crews on foreign-flagged ships, but the US Merchant Marine is not dead. Your scenario about the ship being bait is not realistic.

Maersk is a privately held Dutch company but in the late 90's there were allowed to buy most of Sea-Land Service, a US shipping line. (A terrible decision in my opinion since I worked for S-L and the new bosses were inept to say the least).

The new company was then Maersk-SeaLand until recently when they dropped Sea-Land from the name. In order to get approval from Congress they were required to keep some of the vessels flying the American flag and to use US Merchant Marines as crew.

SeaLand was part of John Snow's CSX for some time. I recall that every last drop of profit was wrung out of the company, I believe some foreign-flagging occured and then it was sold to Maersk. I think Horizon lines operates the US flag ships now.

Remember when APL was American and the ships were all named after presidents? Dang, I hate it when they foreign-flag.

Pirating off my home of East Africa has spawned a booming economy in the area. Business in the surrounding countries are profiting from pirating. The auto industry,mining, startups, real estate all all reaping the profits. Real estate is especially is booming.

In Kenya, land sellers are eager to sell to anyone of Somali heritage because they pay up front and in cash....do­llars to be precise. A property goes up for sale one day and the next a Somali buyer show up with three hundred thousand dollars in cash, ready to pay.

So there many people profiting from pirating and they know if that well dries up, so do their businesses.

Okay, get the captain and the various other ships and crews away from these pirates and then bomb the living you know what out of the areas where they live and do business. We have the technology to trace these people with satellites and DO IT. Let the people of Somalia know that they are at risk because of these people, and then if they stay they suffer the consequences.

Where would you want the people to go? In New Orleans people were told to evacuate but some did not have the means to leave, here in the United States! Besides, this is not a convetional army they will use women and children as shields. No life whether American or African is dispensable.
