Members of the Senate bipartisan majority said Tuesday that Gov. Sarah Palin's latest idea of using federal stimulus dollars to replace state spending on education and other programs has little to no traction in the state Legislature.

Senate Finance Committee co-Chairman Bert Stedman, R-Sitka, said Palin's proposal does not meet the spirit of the act, which was to funnel money to states in order to stimulate the nation's faltering economy.

"The stimulus is just that. It's a stimulus, not a supplanting, concept coming out of Washington," Stedman said at a news conference.

Palin first floated the idea at a news conference last week, calling it prudent and fiscally conservative. Palin said she planned to explain her idea to lawmakers "to get them to see the light on how this is doable, technically and legally. They at the end of the day have fulfilled their resolution of accepting the dollars and I'll feel better about it."

Her budget director, Karen Rehfeld, gave lawmakers a package of proposed amendments at Tuesday's Senate Finance Committee hearing on a bill to accept all the non-transportation related stimulus dollars.

But Senate President Gary Stevens, R-Kodiak, said the governor's proposal arrived too late and was too risky to consider.

"The concern on our side is, first, whether it fits the intention of the stimulus bill and, secondly, whether we can get away with it with the federal government," he said.

Stevens added that the federal act could be a real benefit to the state, particularly school districts "to help train teachers in special education and Title I and to get equipment that we've not been able to get for kids in special education."

"There are some real advantages and we'll be in a much better position when this is over," Stevens said.

Larry Persily, an aide to House Finance Committee co-Chairman Mike Hawker, R-Anchorage, has reviewed the issue. In an e-mail to lawmakers, Persily wrote that an informal opinion from the U.S Department of Education said Palin's proposal could put at risk almost a third of the $114 million in federal stimulus dollars going to education and other discretionary spending.

Persily said the first two-thirds of the money would be sent to the state within two weeks of receiving an application from the governor for the money. But the federal government could withhold the second portion -- about $38 million -- if the state has not used the first check as intended, he said.

Palin and lawmakers have been at odds over the matter since the governor announced in March that she would not be accepting a large portion of the stimulus package, prompting the House and Senate to pass resolutions requesting whatever she does not ask for.

Palin said the American Recovery and Reinvestment Act signed in February would create a future burden on the state and the nation. She said the money comes with too many strings attached, a claim lawmakers have denied.

Though all sides agree the state should accept federal stimulus money for transportation infrastructure projects around the state, Palin's beef is with the non-transportation portion of the stimulus, such as $93 million for education and $21 million that lawmakers propose using as additional revenue sharing for communities, that would be distributed on a per capita basis.

The federal package also includes money for new public safety officers, a conversion to electronic medical records, home weatherization and unemployment expansion among many other programs.

Lawmakers estimate the entire $930 million expected to flow to Alaska in tax cuts and state spending would result in the creation of 18 new state positions. Six of those in the Department of Public Safety were already planned.

Palinphiles should stop playing the "hate" and "gotcha" games.

The Legislature tried to work with the Governor. Just because Palin doesn't get her away, it doesn't mean she is right and a martyr. So far her performance is dismal, her favorable ratings plunged by 1/3, her negatives soared to 31% and that was weeks ago before more revelations about her gubernatorial ineptitude.

Nine Republicans voted against the Ross nomination in a bipartisan vote.

More Republican than Democratic legislators voted for the Troopergate ethics charge. Think about it. Her own party ruled she is unethical.

Republicans and Democrats opposed her rejection of stimulus funds. Another bipartisan effort.

A Republican legislator questioned Palin's absence from the state for 3 or 4 days during the legislative session's last week. She is on record informing the public she will be out of the state for 1 day. So far it's 3 days. Another lie.

She abuses per diem, had to pay back taxes and return to the state travel expenses for unauthorized family travel.

More and more people refuse to accept Palin's demonizing of anyone who disagrees with her. She appoints high school friends from her Wasilla days, no matter how unqualified they are. She surrounds herself with paid liars to make excuses for her and shift blame to others using strawman arguments. More people realize she is out of touch with the government and the people.

The Lower 48 can have her. They too will have their regrets.

I predict Sarah will run off to another event soon where she will be applauded and fawned over. That's so much more fun and better for the ego that dealing with those Gotcha Legislators.

We are witnessing the beginning of the "Palin" ego fest melting down right before the public eye!

Guess being too busy looking after her future political ambitions doesn't allow for her to perform the duties of her present job--governor of Alaska.

There was a news article with a legislative assembly member who said last year there were ove 200 items to be voted on, this year only 10 items were voted on. WHY? Because the Dumbest Woman in America was too busy campaigning.......

Isn't a mature and responsible adult expected to complete one job before taking on another??

The strings attached to the stim funds that Sister Sarah did not like was the fact that she could not take education money away from education. She figured - take the money - I will spend it the way I want.

She found out that would not happen due to Federal Stimulus Oversight committee, she would be penalized and not receive the remainder of the money. They out maneuvered her and it looks good on her. Alaska Legislators can stop her now and they like that option.

Sarah can no longer have her way in Alaska and she does not like it. So, she is running away like a little child. Poor baby. Looks bloody good on her. Now get rid of her once and for all Alaska.

Sarah is upset with the strings attached to the stimulus package. Poor thang, she thought she could use the money for her favourite pet project, HERSELF, and paying off her legal bills which is in the thousands of dollars. President Obama and Rep.Clyburn did a good thing in setting rules and limits to what could be done with the money.

Alaskans are being educated in spite of themselves with all this attention to their politics since Sarah ran for VP. They rejected that toad W.A.R. for atty gen, that was a big move.
Then taking over the stimulus money from Sarah's clutches, it looks like they are growing a spine up there. Go AK!
Little ole Levi isn't afraid of her, bless his little self...he tells the truth with such ease, no wonder she can't fit him into the family. She thought she had the kid "trapped", but wonder of wonders she was not in control of the universe. Oh my. Maybe he'll be the one that gets a TV gig out of the Palin chronicles, and not Sarah. Oh no....that will only add fuel to the fire.

Maybe Palin needs to start reading "The Economist", because it looks as though it was not part of the "all of them, any of them put in front of me." response to Couric's question of what papers Palin read.

The problem is, she'd have to take Econ 101 first and I have a strong feeling she wouldn't understand a word of it. She would certainly fail her first exam, get enraged at the teacher at the local adult education, high school drop out school, become defensive, her usual MO, and blame everyone else for her failures (because, of course, it's always someone else's fault).

What planet does this woman currently live on, because her mind isn't anywhere near it, let alone in or on Alaska?

Ironic that the majority of the money was going to Special Ed and Title I programs and she, the GREAT advocate for special needs children, wasn't interested in that portion of the stimulus. While she is away hatching her national image program, her state is moving ahead without her. Good for them.

The scary part is that many fundamentalists aren't interested in supporting ANY part of public school systems because they send their kids to bible school or home school, which they are welcome to do, but as lawmakers, that sort of thinking is really dangerous.

I, for one, would be a lot more enthusiastic about supporting the system of public education, if the public education system didn't do such an almost uniformly terrible job. My elder niece graduated from a Bay Area high school, and she's a complete ignoramus! I mean, SHE DOESN'T KNOW ANYTHING!!! She couldn't tell you what century the Civil War took place in, or what ocean lies to the east of the USA! Nothing! She knows nothing! She can't do arithmetic without a calculator! She is completely uneducated. She spent 13 years in the public school system, and learned nothing! But she has a Diploma. The least they could have done was denied it to her. But I suspect she's very much like many of her fellow students. Its not like the girl is stupid, but rather of average intelligence, and interested primarily in the sort of frivolous and inconsequential things which fascinate teenage girls. But you'd think with 13 years to educate her, something would have been accomplished, other than that she knows how to read, has a driver's license, and can fill out a job application. But you'd be wrong.

Her father was a science teacher and she rejects evolution. She attended 5 or 6 colleges to get one degree. She allowed her oldest son Track, her oldest daughter, and her potential son-inlaw (not anymore) to dropout of high school and purse a GED.

I think Sarah would have needed specially trained teachers too.

Sarah sat on her decision for the stimulus funds for weeks well after most other governors decided what they will do with the stimulus money. Two weeks before the April 3 deadline, Sarah told Alaska she will reject about half the stimulus funds. Another week was wasted on the definition of "reject" vs. "not accept" to save face and wittling down her rejection amount to 31%.

She sent a letter to the Feds stating she certifies all the stimulus funds will create jobs, she will accept the money but reserves the right to reject it later. That's her way of saying she didn't reach an agreement with the Legislature but will take the money just in case. First she was against it, then she was for it, now she is not so sure. By the way, the other Republican governors with the same presidential aspirations submitted a similar letter. A case of small minds thinking alike.

Sarah's style is take up most of the time, submit a shoddy incomplete proposal and leave not enough time for others to do their part. Fortunately the Legislature sees through that and won't allow themselves to be railroaded even when the Governor plays hookey in the Lower 48.

Too bad most of these funds weren't designated to buy her and her family a new wardrobe (tax free), free first class travel accommodations (tax free), a brand new mansion for Bristol and her new baby (tax free), a new $10,000 Louis Vitton bag for Piper (tax free), and payment of all her legal fees for being a corrupt politician (tax free), then she'd take every penny of it.
