WASHINGTON — President Barack Obama has gone abroad and gored an ox _ the deeply held belief that the United States does not make mistakes in dealings with either friends or foes.

And in the process, he's taking a huge gamble both at home and abroad, for a payoff that could be a long time coming, if ever.

By way of explanation, senior adviser David Axelrod describes the president's tactics this way:

"You plant, you cultivate, you harvest. Over time, the seeds that were planted here are going to be very, very valuable."

While historic analogies are never perfect, Obama's stark efforts to change the U.S. image abroad are reminiscent of the stunning realignments sought by former Soviet leader Michael Gorbachev. During his short _ by Soviet standards _ tenure, he scrambled incessantly to shed the ideological entanglements that were leading the communist empire toward ruin.

But Obama is outpacing even Gorbachev. After just three months in power, the new American leader has, among many other things:

_ Admitted to Europeans that America deserves at least part of the blame for the world's financial crisis because it did not regulate high-flying and greedy Wall Street gamblers.

_ Told the Russians he wants to reset relations that fell to Cold War-style levels under his predecessor, George W. Bush.

_ Asked NATO for more help in the fight in Afghanistan, and, not getting much, did not castigate alliance partners.

_ Lifted some restrictions on Cuban Americans' travel to their communist homeland and eased rules on sending wages back to families there.

_ Shook hands with, more than once, and accepted a book from Hugo Chavez, the virulently anti-American leader of oil-rich Venezuela.

_ Said America's appetite for illegal drugs and its lax control of the flow of guns and cash to Mexico were partly to blame for the drug-lord-inspired violence that is rattling the southern U.S. neighbor.

_ Said that "if our only interaction with many of these countries is drug interdiction, if our only interaction is military, then we may not be developing the connections that can, over time, increase our influence" _ neglecting to mention U.S. health care, education and humanitarian relief efforts in Latin America.

At a news conference ending the three-day Summit of the Americas on Sunday, Obama was asked to explain what a reporter called this emerging "Obama Doctrine."

He said that first, he remains intent on telling the world that the United States is a powerful and wealthy nation that realizes it is just one country among many. Obama said he believes that other countries have "good ideas" and interests that cannot be ignored.

Second, while the United States best represents itself by living up to its universal values and ideas, Obama said it must also respect the variety of cultures and perspectives that guide both American foes and friends.

"I firmly believe that if we're willing to break free from the arguments and ideologies of an earlier era and continue to act, as we have at this summit, with a sense of mutual responsibility and mutual respect and mutual interest, then each of our nations can come out of this challenging period stronger and more prosperous, and we can advance opportunity, equality, and security across the Americas," the president said.

Critics, especially those deeply attached to the foreign policy course of the past 50-plus years, see a president whose lofty ideals expose the country to a dangerous probing of U.S. weakness, of an unseemly readiness to admit past mistakes, of a willingness to talk with unpleasant opponents.

"I think it was irresponsible for the president to be seen kind of laughing and joking with Hugo Chavez," said Sen. John Ensign, a Nevada Republican. "This is a person along the lines with Fidel Castro and the types of dictatorship that he has down there in Venezuela and the anti-Americanism that he has been spreading around the world is not somebody the president of the United States should be seen as having, you know, kind of friendly relations with."

At his news conference Obama said he didn't think he did much damage to U.S. security or interests by shaking the hand of Chavez, whose country has a defense budget about one-six hundredth the size of the United States, and depends upon it's oil reserves for solvency.

But beyond specific attacks on his new foreign policy are the deeper philosophical challenges emerging from the still powerful, if diminished, conservative political structure in the United States. Such opponents can play havoc with Obama's attempts to change domestic policy and will work to weaken his 60-plus percent approval among Americans.

Obama brushes that aside:

"One of the benefits of my campaign and how I've been trying to operate as president is I don't worry about the politics _ I try to figure out what's right in terms of American interests, and on this one I think I'm right."

So thought Gorbachev. But being right is not always politically healthy.

The problem with the charm offense is that it doesn't work.... these leaders are looking out for their self-interests; many countries are immersed in the machismo culture....unanswered insults or weak responses to veiled threats are viewed as signs of weakness and sends signals that these nations can act more aggressively towards the U.S. (see the taking jailing of the American journalist/hostage in Iraq). T

Even though we Democrats think Obama is demonstrating that America is now more mature, more intellectual and more conciliatory, by sitting idly by while allowing other countries which are less successful and have more atrocious human right violations lecture us about our past sins without answering the charges is WEAK and it DOES denigrate the USA and the American people

The difference between USA and all other countries in the world is that we are able to recognize our errors and eventually make atonement and adapt for the eventual betterment of our citizens and mankind. Our record stands superior to all others and we should exalt our history and constantly remind those who think otherwise.

Of cause torture and violating our civil rights don't count. Don't mention hurricane Katrina and all the displaced refugees (as the citizens were called, the unfair justice system we sanction, the bias against minority groups, immigrants, and gays rights. Who is the United States at this point in time to pass judgement on any country great or small.

America has been a parasitical, tyrannical force for evil and destruction in the world since WWII.

Every war America has fought since has been against third world people, and you have lost most or all of them. Every war fought since WWII has been exclusively for american interests. Americas past in LAtin america and the middle east has ben one of supporting dictatorships, creating dictatorships or prolonging dictatorships. Never once has America intervened on the side of right, but always on the side of financial self interest or strategic self interest.

So dont give us this BS about your "superior record".

Here is the problem: At this juncture, minus any idea of the entire offensive of The Obama administration in regard to a changed American world view and policy it's premature to make judgments. All the commentary is based on little to no information and is, for that reason alone rather superficial.

The conservative political machine is little more than the modern day American version of the Nazi party, in my opinion. At it's core it thrives on war, enriches itself on the resources of third world countries without fair compensation, without fair labor and ecological standards and with a highly suspect role in the spread of diseases like polio, AIDS and other population control devices. Add to that America's role in weapons sales to warring civil factions in numerous countries in So. America, Africa and Indonesia with the express purpose in every case of removing legitimate governments and replacing them with Karzai type puppets, and it no wonder the world hates us. When we hang the conservative criminals in American, European, South American, African and Asian countries responsible for soooo much misery and death, maybe then we can sleep at night and not worry about the safety of our children in this world.

I think Obama is a polite, humble and a careful strategist, who must repair and build new relationship in our own backyard for the following reasons:
1. He saw Russia’s overture in courting Venezuela as an ally. Remember, for the first time in recent history, the Soviets powered their nuclear submarines and docked in Venezuela. They also passed through Cuba and Panama. The soviets are also in consultations with Venezuela to fortify their airports to accommodate larger bombers.
2. If we allow the Soviets to accomplish these ventures in our own backyard, I am sure this will not be good, for us, strategically.

Obama is a visionary and he must court oue neighbors or the Soviets would.

You really think smiling nice to Chavez is going to change Chavez's trajectory? Chavez aspires to be a strongman...he will court any nation who allow him to fulfill his aspirations of becoming a dictator and dominating his hemisphere. Thus is interests will always run counter that of America's.

You are confused. Chavez did not start an illegal war based on blatant lies, kill hundreds of thousands of innocent civilians calling it collateral damage. If America can smile and defend Bush certainly a smile and a handshake is not out of line for Chavez.

Oh come on Obama sits there while this chaves guy slaps the united state around for and hour and he sits there grinning, and when he has a chance to speak he says nothing, I don't think Gorbachav would have let that happen nor would most other world leaders without out getting pissed, Chavez challenged Obama and Obama wimped out, No body should degrade the united states like chavez did in his speech and walk away without a strong rebuttal.

i put a lot of Faith in Obama and agree with much of what He is trying to do, however by blocking the investigations of crimes of bush, cheney, ect. makes me think He is no better than them and keeping most of the Illegal Powers of bush. just scares the hell out of me. i think We are Doomed as a Country unless We Prosocute the Guilty and put Laws in place to make sure no one or two People can Destroy us from within for the Sake of Our Freedom.

Think about what is happening in Latin America, what is happening in Africa, signs are being written in Spanish and Chinese or in Swahili and Chinese. The Chinese have taken our madness of the last 8 years and they have expanded into the world to buy buy buy. They are beginning to dominate in our hemisphere and that is more dangerous than anything else that has happened in Latin America. We have to repair relationships with Latin America and we need to do it now. We are in the process of being flooded with immigrants from the region and losing out on any connection to the countries the immigrants come from. The mess left to Obama by the George Bush idiocy is so deep so bad that listen to republicans criticism of Obama on these issues drives me crazy. They destroyed our ability to function in the world and then wonder why everyone in every corner hates us.

Anybody who has been travelling the world clearly sees that we need repairs in our relationships around the world...there are many rising powerful nations and we have to listen and hear them! Just been listening to "Morning Joe" blather on about how Obama's courtesy with foreign leaders (tyrants, he calls them) makes us look weak. Nobody, Joe especially, can tell us what they would have Obama do. Spit in Chavez's face? Refuse to shake hands? Throw the book back at him?

The hostility of the ALBA countries toward the United States also seemed to lose steam, as became clear on Sunday with the words of President Zelaya after he and his Central American counterparts met with Obama. “The entire summit has had an atmosphere of very fraternal dialogue and that pleases us Latin Americans. We are no longer having the strong clashes there were before. Obama’s behavior is totally different: more openness, more dialogue and more respect. Leaders who know better have hedged against doing the things to right our ship for three decades and for just the political calculus cited. In all that time the people who understood the need for these kinds of actions have had no where to go and no one to support. Here is our chance to support sane foreign policy. Maybe before he's done we can stop spending all of our national treasure of money, freedom and good will on bombs and killing.
Note that the Bush administration was quite successful at just this kind of approach to getting their way. They just said politics be damned and did what they wanted (and then sold it like hell). If the things they wanted had been good things imagine how they would have been loved. At last we have a Democrat who seems to know how to play this game.

When will people realize that 'America' is not the super power that it once was. Through technology, we have lost our edge. If we don't learn how to play nice with our neighbors, we won't survive. How many American made products are bought in this country, hell, we don't even utilize our own oil. It's time for American's to grow up and stop acting like petulant children. I bet most of the people who are complaining about the President shaking Chavez's hand, don't even drive American made cars. Go figure.

These guys are so stupid! Using his standard, George Bush was sooo responsible to pally with the Democratic Saudi Royals. Or to look into the soul of angelic Putin. There is nothing more ANTI-AMERICA than destroying the goodwill towards us over the globe. There is nothing more ANTI-CAPITALIST by removing all regulations that made capitalism function efficiently without self -destruct. If you lay a new lawn and you don't fertilize and regularly cut and trim it, the eventual result would be an eyesore to your neighbourhood. This is what Bush, Ensign and the Republicans did to USA as well as our capitalism over the last 8 yeras. Obama is only trying to correct the damages done to us by these ideologues. They lost and should just shut up!
