WASHINGTON — President Barack Obama said Thursday he is determined to get a credit-card law that eliminates the tricky fine print, sudden rate increases and late fees that give millions of consumers headaches.

"I trust that those in the industry who want to act responsibly will engage with us in a constructive fashion, and that we're going to get this done in short order," Obama said, delivering a pointed message to leading executives of credit-card issuing companies after a closed-door White House meeting.

Both the House and the Senate are pursuing bills to give consumers greater protections as an expansion of new rules slated to take effect next year. Obama said his economic advisers will examine the various proposals and work with Congress and the industry, but he made clear he wants to sign a bill into law.

"The days of any time, any reason rate hikes and late fee traps have to end," Obama said.

At issue is how to protect consumers, particularly in a deep recession, while not imposing the kind of rules that could make it harder for banks to offer credit or put credit out of reach for many borrowers.

Industry executives left the White House without talking to reporters.

Later, one of the participants, American Bankers Association president Edward Yingling, said the executives listened to Obama's concerns and "agreed to work with the administration to address them." In a statement on behalf of the executives, he said consumer protection must be balanced with "ensuring that credit remains available to consumers and small businesses at a reasonable cost."

The credit-card executives made the case in the meeting that the sweeping rules already ordered by the Federal Reserve, due to take effect next year, address many of the concerns held by the president and Congress.

"He disagreed with that case and believed that more needed to happen," White House press secretary Robert Gibbs said of Obama.

So Obama outlined the principles for any legislation: Protections so that consumers won't face sudden, surprising jumps in fees; requirements that companies publish their forms in plainspoken language, with no more fine print; the availability of customer-friendly comparison shopping on credit-card offers; and greater enforcement so that violators feel the full weight of the law.

The president made no mention of the responsibility of consumers to keep themselves from getting overextended.

As one possibility, Obama said it may help if all credit-card issuers offer a basic, "plain-vanilla" card as a default option for consumers.

The president also acknowledged the importance of credit cards; almost 80 percent of U.S. households have one.

Credit cards often serve as a vital source of liquidity, both for individuals and small businesses.

Credit-card debt has increased by 25 percent in the past 10 years, reaching $963 billion by January, according to figures released by the White House. The average outstanding credit card debt for households that have a credit card was $10,679 at the end of 2008, according to CreditCard.com, an online marketplace designed to link consumers and card issuers.

The Federal Reserve has already ordered new rules, to take effect July 2010, that are designed to enforce a host of new consumer protections.

On Thursday, Sen. Chris Dodd, D-Conn., chairman of the Banking Committee, and another panel member, Sen. Chuck Schumer, D-N.Y., wrote a letter asking the Federal Reserve, the Office of Thrift Supervision and the National Credit Union Administration to enforce those rules immediately.

The effect would be put emergency freeze on interest rates tied to existing balances on credit cards. A Federal Reserve spokeswoman said the Fed received the letter and was considering the issues raised in it.

Why is it I have yet to see specifc reference to restoring usury laws? We have 3 states who chose to remove any ceiling, regardless of the laws of the other 47. Based on a bad decision, the Supreme Court held that a usury ceiling at the issuing bank lender's location applied to all consumer loans. Our Supreme Court has allowed this pillaging. As recently as 1996, they were still defending practices we know were predatory. Why are the laws of South Dakota, New York, and Delaware ursurping those of the rest of the states that protect their citizens with caps??

These Executives and Employees have taken so much of the Profits from their banks the Banks are Bankrupt!

These people who in 1980 made 20 times the average worker NOW MAKE 400 Times the Avg Worker!

Remember $10 to $100 Million Christmas Bonuses on top of $10 to $50 Million salaries!

They ruined their OWN Banks and want to continue while WE the taxpayers Bail their Banks OUT!

THEY RUINED THEIR OWN BANKS!

The banks and credit card companies have a lot of lobbying power, they have no problem spending millions to do as they will. I'm not convinced Obama can do anything with them, at least voluntarily. I think it's all stage theatrics for our benefit. Not convinced here at all......

Funny you should mention it. O just happened to be at the top of their list for donations in the election. Be on the look out for either giant loopholes or toothless legislation. Could very well be another "I will do everything in my power to stop the bon uses" speech. He's a politician who took major coin from these guys so keep your eyes on this one.

That's his trouble, if he's honorable, he thinks everybody has it in them to be honorable; That he can sweet talk them into it. They'll do business on a handshake or something.

Meanwhile, the banks and the CC companies are allowed to strip the last bits of flesh off our bones.

Why is Obama allowing Geithner to break Laws and ignore Oversight Reports!

Geithner and his entire TEAM will be investigated and prosecuted if his program goes forward!

Obama must appoint someone to bring this Renegade Activity under Control of Laws, Regulations, and Fairness to the TAXPAYER!

what we have to remember is when this recession is over, who was the credit card company who maintained some decorum when dealing with their customers. The others should be losing market share as we speak. Not once have I heard anyone say I am going to stop using credit cards we just need to be smarter about using them.

As a former employee of the credit card industry I have to answer the question posed by a previous person. Yes, the credit card industry does business outside of the U.S. I have worked for Citibank and American Express. Both have robust business in other countries. Both issue credit cards in China,Japan,Brazil, UK, Australia, and so forth. I have spoken to international clients and both companies derive over 30% of total income from foreign card users. American Express is the exclusive credit card of Costco,Carrefour in UK and so forth. They are making money but not from domestic operations. When working for AMEX they have more platinum charge cards in China than the U.S. and the foreign transaction fees work just like they do here. AMEX is more about travel and deriving income from fees and transactions than carrying a balance. AMEX has a world-wide travel agency that is the largest in the world which gives discounts for using your AMEX card. Sort of like a self bubble.

While we're watching this unfold, let's also remember that it is Congress that allows the banksters to keep ripping us off year after year. They do it because there are no consequences for selling us out. Remember that at election time and make MONEY ISSUES a determining factor when you vote -- make candidates take a stand BEFORE we elect them, then hold them to it.

We need to change our thinking. Late fees should be outlawed. There is NO excuse for a company to punish it's customers by gouging them for fees. This is more true when the company makes a mistake and it takes 60-90 days for your refund.

More BS. Its time for action. Action placing new restrictions on the "Street" and the financial industry. Its time to rethink our trade with China and others that float their currency to make more money. Its time to investigate the higher ups in the Bush administration for domestic spying, its time to investigate lying to congress by administration officials including the lackies Rove, Gonzalez, Rice Cheney, et al. As a county we are tired of lip service and need something done and someone to be held accountable for stuff. I realize that politics is not the real world, but damn, no one single speculator went to prison for pushing gas prices over $4 a gallon that helped start this mess. They just made their millions and laughed all the way to the bank. Demand action from this administration, they promised action and I voted for action from them not the same old BS.

I wonder is it possible that only certain people are being targeted for these rate increases, regardless of their income or current credit history? If so, what criteria are the banks using? And is the inverse true of bank lending for small business. Are they being predjudiced or bias? Or maybe the banks know something we don't. Like the economy is not going to be solvent anytime soon, so they are taking their profits up front until after the storm blows over. Or maybe they are lending the money to the citizens of other nations who have a more solid economy and a lot less debt. Perhaps some of of the socialist countries the republicans are always complaining about. The same ones who in many cases are lending us the money that we just lent to the banks and will have to pay back with interest via tax increases or a lowered standard of living. Bottom line. I certainly have no problem being part of a concerted effort to target specific elected officials, republican and democrat, in the event that we need to replace them in the next election cycle. I’m tired of this mess, and sending money out of state to specifically target those who are voting against our interest is the best way to change the game. Same tactics we used to vote in Obama multiplied many times over.

I voted for him to vote against McCain especially, but as far as we the people are concerned he's turning out to be ineffective if not indifferent to our needs and hope for real change...!

Doubling the national debt in under 100 days? Buying banks, insurance co's, auto manufacturers, firing CEO's? Bowing to the King of Saudi Arabia, giving the Queen of England an IPOD?
