WASHINGTON — Former Vice President Al Gore, the leading American voice on climate change, urged lawmakers Friday to overcome partisan differences and take action to reduce greenhouse gases, but Democrats and Republicans sparred even more vigorously over the cost of dealing with global warming.

Gore, who won a Nobel prize for his work on climate change, told a congressional hearing that "the dire and growing threat" of a warmer earth requires the parties to unite to deal with the environmental threat. He endorsed a House Democratic bill that would limit carbon dioxide and other pollution linked to warming.

"It is a challenge that this Congress must rise to," Gore said. "I wish I could find the words to get past the partisan divide that both sides have contributed to. ... It shouldn't be partisan. It should be something we do together in our national interest."

But former House Speaker Newt Gingrich, R-Ga., argued that the Democratic proposal to reduce greenhouse gases would "punish the American people" by imposing higher energy costs and threatening jobs.

"This bill is an energy tax," Gingrich said. "An energy tax punishes senior citizens, it punishes rural Americans, if you use electricity it punishes you. This bill will increase your cost of living and may kill your job."

Rep. Henry Waxman, D-Calif., chairman of the Energy and Commerce Committee that is writing the bill, shot back that Gingrich was resorting to "the old scare tactics" designed to undermine any congressional effort to address the problem.

"When American people hear the statements you have made today, they get scared, which I think is exactly what is intended," a visibly angry Waxman told Gingrich, a potential presidential contender in 2012 and a leading voice of the GOP.

Gore defended the science that warns of a potential climate crisis later this century and insisted the blueprint outlined by House Democrats would address the problem without soaring prices for Americans.

"I think the cost of energy will come down when we make this transition to renewable energy," said Gore, who predicted economic costs would be much greater if global warming is not reined in by a shift from the use of fossil fuels. Democrats argued that the development of renewable and energy efficient technologies will produce jobs and mitigate cost increases.

The House bill calls for mandatory reductions in carbon dioxide and five other greenhouse gases by 20 percent from 2005 levels by 2020, and 83 percent by mid-century. It also would require utilities to produce a quarter of their electricity from renewable sources by 2025 and impose new efficiency requirements.

The measure would cap greenhouse gas emissions, including carbon dioxide from burning fossil fuels. Under a compromise being discussed, a large portion of these emission permits would be given away, while others would be auctioned with much of the revenue to be redistributed to ease the impact of higher energy costs.

Rep. Joe Barton of Texas, the committee's top Republican, argued that the proposed "cap-and-trade" system would cost tens of billions of dollars a year. "How in the world can we have a (pollution) trade system that doesn't cost jobs and doesn't cost the economy?" he said.

House Republican Leader John Boehner of Ohio denounced the draft bill as a "massive national energy tax on every American .... who drives a car, buys a product manufactured in the United States, or has the audacity to flip on a light switch."

Barton said Republicans are putting together their own climate proposal that would scrap the "cap-and-trade" system. He said the GOP proposal, yet to be unveiled, will call for expanding nuclear energy and pumping more money into ways to capture carbon from coal-burning power plants.

While Republicans were critical, some Democrats expressed concern as well.

"How do we protect our people?" asked Rep. John Dingell, D-Mich., whose state is reeling from the economic recession and is home to many energy-intensive industries, including the ailing auto industry. Dingell said he's not convinced the bill will protect U.S. jobs, especially if China isn't forced to take similar actions.

"If the United States leads, China will follow," Gore argued.

Friday's session concluded days of hearings on the climate bill, which Waxman says he hopes his committee will approve by the end of May. The Obama administration broadly endorsed the legislation, although some issues _ such as allocating the pollution permits _ have yet to be worked out.

Democratic sponsors of the bill hoped Friday's testimony of former Sen. John Warner, R-Va., might sway some GOP lawmakers.

Warner said dealing with the climate issue is essential for national security and the sake of future generations _ even if there are economic consequences.

"Is this the time to challenge an issue of this magnitude which has ramifications of cost to everyone here in this country and is going to require sacrifices. I say to you, yes, it is the time," Warner said.

"I believe it is appropriate to have an OVER-representation of factual presentations on how dangerous global warming is, as a predicate for opening up the audience to listen to what the solutions are, and how hopeful it is that we are going to solve this crisis." - Al Gore-2006...

So in other words, LIE!

This is a FRAUD of epic proportions:

First, Gore sets up a company that will invest in other alternative energy companies that will benefit from his global warming hysteria.

Second, Gore gets some Hollywood types to fund and produce a factless movie designed to scare the carbon out of people.

Third, Gore travels the world (in his private jet no less) promoting this movie, while pushing the view that a catastrophe is imminent if the world doesn't immediately act.

Fourth, an adoring media falls for the con hook, line, and sinker. Rather than debunking all the flaws in his ridiculous theories, the media promotes every word of it while advancing the concept that Gore's views represent those of an overwhelming majority of scientists, which it doesn`t, and it`s just the opposite.

Fifth, scared governments and citizens across the globe invest in alternative energy programs driving up the shares of companies Gore's group has already invested in.

Sixth, Gore and his cronies make billions as they laugh all the way to the bank at the stupidity of gullible people.

The right wing will say anything, do anything, to keep its place at the trough of monopolistic practices and government largesse allowing its business cronies to siphon boatloads of money off America's need for energy. The will wail loudly and long in to the night as our country finally faces up to this challenge and we change our ways for the better. Thank heavens we have a true leader and visionary like Al Gore to help lead the way.

"Last week, India’s special envoy on climate change, Shyam Saran, said in Bonn that he would oppose any effort by developed countries to impose “carbon tariffs” on industrial goods imported from countries that refused to limit CO2 emissions. Rajendra K. Pachauri, an Indian who heads the Intergovernmental Panel on Climate Change, said it is “highly unlikely” that India will change its opposition to limits on CO2 emissions." Yale Environment 360

If we don't get China and India to participate, this will simply be a giant transfer of economic capability from the US to other countries, with such a trivial effect on global warming that we won't even notice it. I hope our government knows what it is doing, but I fear it doesn't.

It makes sense that the country that has released more sequestered fossil fuel carbon than any other since petroleum production began in Pennsylvania in the 1860s, should lead the way. China and India are newcomers to the industrial age, and while they will have to change too, it is pretty hypocritical for the worst offenders to point fingers. Besides, if the world begins to mitigate, they will follow, if only to not be left behind in an old economic paradigm.

Newt has two problems that will forever prevent him from helping solve climate change. He doesn't get it and he has the coal, oil and nuclear industries welded to his hip. The combination of the two creates a tunnel vision that limits the solutions. This crisis requires outside of the box solutions.

The auto industry is a classic example of how technology currently exists to solve their problems, but they cannot move outside of the box to solve their delima. Fuel cells, battery and hybrid technologies are readily available, but in general are to expensive to package and propel a 5 or 7 passenger vehicle. Instead of solving the problem by rapidly transitioning to composites combined with thermo plastics to reduce weight to or below a 1,000 lbs, they are pouring money into refining the FC, battery and hybrid technologies.

If a five passenger 4,000 lb. steel vehicle requires 600 lbs. of lithium ion batteries to go 200 miles on a charge, then a 1,000 lb. composite, thermo plastic 5 passenger vehicle would require 125 lb. lithium ion battery to travel the same distance. A mixture of 75% composites and 25% thermo plastic vehicle is 12 times stronger than steel for those of you freaking out about safety. The new material is more expensive, but it eliminates the 3 steel die stamps and the paint shop at the auto factory. The car requires 14 modular body parts further reducing assembly costs. See Amory Lovins MIT video.

Those bastions of capitalism in the insurance business certainly do not dispute climate change and its adverse effects...

Huge re-insurance corporation Swiss Re put out a report citing "a number of key needs for addressing specific global risks," which it detailed as follows:

--- Linking energy security with considerations on climate change

--- Urgently beginning work on a successor to the Kyoto agreement with three central principles:

...... Involvement of the United States and major developing countries (particularly China and India);

...... Differential responsibilities for future emissions' reduction dependent upon past emissions and stage of economic development; and,
.
..... Common overall responsibility for climate change

http://www.insurancejournal.com/news/international/2007/01/11/75775.htm

I guess the insurance business recognizes that preparing and planning for climate catastrophes makes very good business sense!

Fumes, even the private sector does not back your anti-science views on climate change, as the New York Times article below notes. In the article, even energy industry scientists were convinced of the role that man-made greenhouse gases have in warming the planet. .

Alo, Swiis Re is in the re-insurance business. In other words, they sell insurance to other insurance companies in case of catastrophic claims. Even insurance companies insure their portfolios against risk.

Fumes, your statements would have some occasional validity if you once in a while questioned your own preconceived ideas. But all new information seems to only add to your preconceived view on the subject.

Even the scientists who work for the energy companies do not refute the role of man-made greenhouse gases in warming the planet....

"For more than a decade the Global Climate Coalition, a group representing industries with profits tied to fossil fuels, led an aggressive lobbying and public relations campaign against the idea that emissions of heat-trapping gases could lead to global warming."

“The scientific basis for the Greenhouse Effect and the potential impact of human emissions of greenhouse gases such as CO2 on climate is well established and cannot be denied,” the experts wrote in an internal report compiled for the coalition in 1995.

"The coalition was financed by fees from large corporations and trade groups representing the oil, coal and auto industries, among others."

"The coalition disbanded in 2002, but some members, including the National Association of Manufacturers and the American Petroleum Institute, continue to lobby against any law or treaty that would sharply curb emissions. Others, like Exxon Mobil, now recognize a human contribution to global warming and have largely dropped financial support to groups challenging the science."

The question always arises... but what are the American people going to be asked to sacrifice? We know there is a price to be paid to change but we only need to buy cleaner energy. Those who refuse to adapt will pay more and those that adapt will not. Adapting has some up front costs but long range savings so let's quit protecting the fossil fuel industry that is bringing us towards mass extinction and live in a greener world.

when x-rays first came on the scene many years ago doctors were so horrified to find that their patient's organs were out of place that they performed operations to ''correct'' this. it went on for a while until one day one doctor realized that live patients standing and being x-rayed can never look like the cadavers they were used to seeing.. and the operations stopped. organ droop as it turned out was normal when a live person stands up!! and at a guess.. someday we will realize what we can now see with our satellites has been an ongoing occurrence for many millennia.

"Antarctic ice spreading"

While the AGW alarmists are crying about a loss of less that 4/10 of 1% of Antarctic ice
(Wilkins ice shelf), they ignore the fact that NASA satellite imagery shows a volcanic hot
spot right under the Wilkins ice shelf. Also, they ignore the increased ice on the rest of
Antarctica. There are weather stations whose data has not been collected since they are
buried in ice.

http://eva.nersc.no/vhost/arctic-roos.org/doc/observations/images/ssmi1_ice_area.png

The graph shows the 2009 Arctic ice greater than what is was in past 2 years.

As an aside, relating to the co2 hysteria: Science, vol 324 (April 17, 2009), Peter G Brewer et al.
show that Ocean "dead zones" devoid of aerobic life are likely to grow as co2 concentration rise.

Why do the AGW alarmists hate ocean life so much?

Today, to cover all their bases, Al Gore, the alarmists and the mainstream media is changing it`s terminology from "global warming" to "climate change" or "climate catastrophe." That way they're covered either way, if the planet gets colder, global warming is still at fault. Global warming is a theory at best and its proponents are tax-seeking and lifestyle-controlling extremists, all the while, sometimes displaying their own hypocrisy and arrogance (Gore ring a bell). Global warming alarmists treat people as if they’re naive, uninformed, and confused. Communists treated people in a similar manner. It’s not about climate change, it’s about a mechanism to control and manipulate. And with boat loads of very bad wealth-redistribution “climate change” legislation to emerge in the coming years, a sympathetically scared media and populace remain essential during that time, in order for the extremists to achieve their goals. Since energy, predominately fossil fuel, is the lifeblood of our economy, industries across the board would be hit hard with higher energy costs, and they will pass that cost onto us, skyrocketing our energy bills, and prices for goods as well. For the sake of every American who’s an energy consumer, and that’s all of us, don`t let these scammers tax us into submission. I`m all for clean air, water, and land, but the global warming hoax is exactly that, a hoax, to sell products and policies, just follow the money.

Brett, don't waste your time on dumb scare-mongering scatter-gun posts like these.

The "skeptics"/deniers/obfuscators/obstructionists have lost, period.

They lost on the science, now they are losing on the public policy debate.

CO2 emissions are going to be controlled and reduced, either by EPA regulation or by legislation, either by a carbon tax or by a cap & trade system.

There will always be bitter-enders, but they just don't matter any more.

Journalists report information, and I feel they've bent over backwards appeasing creationists and climate change deniers. Some fraction of U.S. citizens believes the Sun orbits the Earth, but journalists wisely don't give that ignorance a platform. It is time for the same treatment for the denial of human-dominated climate change so we can get on with debating effective solutions. Until journalists no longer appease this politically based denial, those who understand the situation must overwhelm the denials with factual evidence. Trying to do my part, I've posted a graph of our energy use from various sources over the last two centuries (from the US DOE's 2006 Annual Energy Review) online at:

http://www.sciencetime.org/blog/?p=116

I've also posted information showing the reality of global warming, and some consequences measured in other organisms:

http://www.sciencetime.org/blog/?p=95

Plots showing increasing sea levels, too:

http://www.sciencetime.org/blog/?p=125

If you simply want to deny reality, well, our country proudly gives you that right. The rest of us just have to work that much harder, and we will, to get the things done that need to be done.

Imagine how much further science might be today if they didn’t try to shut up Galileo in 1615.

There are plenty of scientists that disagree with the “foregone conclusions” on man-made global warming. But they disagree with you and therefore the media must help you shut them up so your theories will not be challenged and debated. Any scientist that is unwilling to subject their theories to debate in the scientific community is not a real scientist.

We belong to the earth, it does not belong to us! Use natural resources wisely.

http://co-ops.nos.noaa.gov/sltrends/residual1980.shtml?stnid=9452210&name=Juneau&state=Alaska

AGW alarmists ignore plate tectonics.

Hell, even Charles Darwin (> 100 years ago!!) looked at the island of Tuvalu (the poster child of the alarmists) and showed that Tuvalu is a coral island built on top of a Volcano which is sinking. All this was known more than 100 years ago. Also building mult-story hotels on coral just compacts the coral soil making matters worse.

I imagine that Newt's intentions, as much as I dislike the man, are noble at heart. I fear however that as a politician he's of the ends-justifies-whatever-means variety. And just as he's apparently a cynic and lacks respect for others in his personal life, he's the same way toward the American people.

On the other hand, for the likes of Hannity, Beck and Limbaugh, I think their rhetoric--for themselves--is a just an entertaining and very lucrative game. Unfortunately, their fans, and the Republican party in general, take them seriously.

I've often wondered the same thing my self. And I too just don't get it. Part of it has to be greed. But I wonder if some of it isn't fear. Fear of change. Change is really tough on some people, which is a pity - change is good. However, cleaning up our water, our air, the food we eat - this is change that just HAS to happen - whether or not you believe in global warming - or whatever you want to call it.
