BAGHDAD — U.S. Secretary of State Hillary Rodham Clinton tried to reassure nervous Iraqis that the U.S. won't abandon them, even as she said the American troop withdrawal would stay on schedule despite a recent surge in violence.

On her first visit to Baghdad as chief U.S. diplomat, Clinton said Saturday that Washington remains committed to moving U.S. soldiers out of urban areas by June 30 and pulling out combat troops from the country by 2011.

"Our strategy in working with you may be in a new phase, but we pledge our full and continuing commitment to Iraq and the Iraqi people," she told a news conference after meeting Iraqi Foreign Minister Hoshyar Zebari.

"As we drawn down militarily we will deepen our civilian cooperation," Clinton said, standing beside Zebari in an auditorium at the Foreign Ministry.

The withdrawal will proceed in a "responsible and careful way," she said, and would not affect efforts to improve Iraq's security forces, or complete reconstruction and development projects.

Zebari welcomed Clinton's "very assuring message that the United States would continue to support the efforts of the Iraqi government and the enhancement of Iraqi security and stability." He said Iraqi authorities wanted to ensure there is "no vacuum" when U.S. troops leave.

Clinton made clear, however, that Iraqis and their security forces in particular need to overcome sectarian and other differences if they are to build a united, secure nation, she said.

Suicide bombings Thursday and Friday that primarily targeted Shiite worshippers killed more than 150 people, many of them Iranian pilgrims. The second attack, at a revered Baghdad tomb, was the single deadliest bombing in the country this year.

"I condemn these violent recent efforts to disrupt the progress that Iraq is making," Clinton said, claiming the attacks were a sign that extremists are afraid Iraq's government is succeeding.

But she said the response by the government and its people was "firm and united in rejecting that violence and refusing to allow it to set Iraqi against Iraqi, which is obviously one of its intended goals." These attacks, she said, "do not reflect any diversion from the security progress that has been made."

Iran's supreme leader blamed the U.S. and Israel for the attacks. "Dirty hands and evil brains that founded this blind and uncontrolled terrorism in Iraq should know that the fire will burn themselves," Iran's state TV quoted Ayatollah Ali Khamenei as saying on Saturday.

Clinton said it was "disappointing for anyone to make such a claim since it is clearly traced to the al-Qaida remnants and other violent groups who wish to disrupt the progress of Iraq."

Violence is at its lowest since the months after the U.S.-led invasion in March 2003. But the recent attacks have exposed gaps in security as Iraq takes over from U.S. forces in protecting the country.

"Frankly, some people are afraid," said one participant in at a town hall meeting Clinton hosted at the U.S. Embassy in the capital, adding the many questioned the ability, competence and neutrality of Iraq's security forces, given the U.S. withdrawal plan.

"There is nothing more important than to have a united Iraq," Clinton replied. "The more united Iraq is, the more you will trust your security services. The security services have to earn your trust but the people have to demand it."

"We will be working closely with the Iraqi government and the Iraqi security forces as we withdraw our combat troops, but we need to be sure that all of you are supporting a strong, nonsectarian security force and we will work to try and help make that happen," she said.

To the nervous but receptive town hall crowd, Clinton said the U.S. commitment in the years ahead "may look somewhat different" because of the troop pullout timetable.

Prime Minister Nouri al-Maliki has ordered a military task force to investigate this past week's attacks as well as shortcomings that allowed the assailants to slip through. The government on Saturday ordered heightened security at major Shiite shrines.

The top U.S. commander in Iraq, Gen. Raymond Odierno, has said American troops could "maintain a presence" in some cities if requested by the Iraqis.

President Barack Obama plans to withdraw American combat troops by Aug. 31, 2010, leaving 30,000 to 50,000 troops in training and advisory roles. Under a U.S.-Iraqi security pact, those remaining American troops would be withdrawn by the end of 2011.

Clinton was met at the airport by the chairman of the U.S. Joint Chiefs of Staff, Adm. Mike Mullen, and the new U.S. ambassador, Christopher Hill.

This is absolutley nuts. How many mixed messages is Obama going to send and not only about Iraq but with prosecution of those responsible for torture.? We're not getting out of Iraq and if this Clinton statement doesn't send red flags up for you, then you're living in a fantasy world. Getting cokmbat troops out means less than nothing if those left behind and tagged with another label stay there. Iraq and Afghanistan doom Obama's presidency for another term.

I'n not saying to have blind trust - but President Obama knows what he is doing - just think about it - just like in law enforcement - they don't want the little guy - but how do you get to the big guy - think about it.

There have been some really good commentary by retired military personnel over the last few days - as well as war reporters who are keeping us up to date on the regional issues surrounding Iraq - Afghanistan - and more importantly Pakistan..try not to digest too much info spewed by the msm - they have an agenda - (see Glen Greenwalds article on salon - he does a good job explaining msm)

I have had to be talked down too - so i share your skepticism but now with additional attention to the details i am a little more calm in my thought process. just sayin'

My thoughts on this have nothing to do with MSM. I've been saying this for a long time. Giving into authority, whether you voted for that authority or not, isn't always the right thing to do, and as far as the military is concerned, I wouldn't trust them as I don't trust those cops you speak of in parallel to the military. They're a killing machine who's job it is to do exactly that and they're subject to civilians; they're not their own soverign state. So the matter comes down to us as international police and we can't and shouldn't police every trouble spot in the world. Asian nations who need to take care of their own backyard, not us.

Afghanistan has shown time and again the occupier leaves and leaves bloody and humiliated. There's already been enough blood. We should leave before we're actively thrown out and humiliated.

Follow up to the previous message:

How many more Amercians have to die so as to suposedly catch that "big man"? Over 4,000 have died already in in Iraq and it's not worth it. Arm India to the hilt and let them take care of this because they're bordering on this chaos and it's their job or should be. If and when the Taliban do take over Islamabad, or rather when they're about to, then and only then should we go in actively and destroy them so they can't get their hands on nuclear weapons and I hope the administration already has plans for that. Until then, the longer we stay the more enemies we make among Afghans. If the people there are either too afraid or weak to oppose them, that's horrible but they're not going to change and this will go on forever. If Afghans don't have the will to fight back, why should we fight for them?

It's the same with poppy growing. We hear time and again, "We can't ...can't do this or that etc ..." If the Afghans haven't the will to diversify and grow alife sustaining crops then that's not going to change. We should have burned the poppy fields over and over until they got the message but we haven't the will to do anythng about it really either so all of this, the war etc is just a stalemate and it will remain that way as long as we stay there.

there is no such thing as a surprise visit to iraq. the only ppl who make surprise visits in iraq are al q'aida bombers. everybody else on god's green earth has made a "surprise" visit to iraq- to assess the condition of the troops- don'tcha know. it's like a limbaugh speed flashback: you don't know exactly when next, or exactly who next. all you know is that "surprise" visits to iraq are a constant occurrence and everyone can play.

30,000-50,000 troops for stability -- we need to keep our attention in Afghanistan on the border w/pakistan - we have India on the other side, on our side....maybe you would like to join our sons and daughters for awhile - then we could have 30,001-50,001.

I don't mean to be mean - my two brothers thankfully came thru the vietnam war - we dropped the ball not stopping nam sooner but we tried - and finally people gathered and listened - now bushco going into Iraq - we are there (we know we dropped the ball again - not paying attention)- now we have to lend a hand up not a hand out..we demolished their country - for what?

Iraq wants us out by end of 2011...we all know this is the plan - but just like all plans they are a moving target...lets not get caught up in "cast in stone" policy - we are going to need to be flexible considering the mess bushco has made of everything..

I don't like it any more than anyone else - but let's peel back the onion - determine root cause (yea we know root cause) and identify solutions and be of the mind to continually update plan as &*^% happens.

Iraq has been debated to death. There's one solution and that's to bring all the troops home and get, and not just 'combat troops' either. The Iraqies have never been and never will be our friends and will never be a democracy. It's getting worse and worse and no matter how many troops we throw into the fray, it never does any good. If we pull out yes, the Taliban could very well overrun Pakistan so let India deal with them. They're the ones who are most impacted by that and they will too because India will have to; they have no choice. Pakistan's a failed state and never should have become one to begin with. Their people can't get along with neighbors and not even among themselves. Now Pakistan is asking for more money. We throw billions into that country and yet the government refuses to take hard-core action against these terrorists. The only time they do is after they've conceded too much and then we complain and push them to do it. Some ally huh? What's happening in Pakistan is a civil war that can't be reconciled with thousands of more U.S. troops on Pakistan's border or even some drones killing off the enemy.

Karzai too in Afghanistan rules that country like some mafia don licking up the spoils. and no one asks how much money we give that country has disappeared into his and his family's pockets. What a mess.

Hillary is tough, skilled, high energy, intelligent, diplomatic but assertive. I am grateful we have finally started to turn the corner in restoring our country's reputation in the world. We have a long way to go -

I would just like Hill to please ask Bill not to have that debate w/gwb in Canada. If was open to the public - i might feel differently - but, no i feel the same way. Stay clear of these rep.thugs..they have tarnished our country and robbed the bank and put so many people in a diffilcult situation. Bill is the draw - perhaps $$ earned could be used in a good way - if so okay.

Seriously, we need to leave Iraq. It was wrong going in, and it was wrong to stay. I have talked to a lot of Iraqi's who say they want us out, so why keep trying to beat a dead horse. Troops are still dying there! LEAVE ALREADY

I just wanna remind everyone here it was not Obama's mess in the first place with Iraq.Moreover,Obama repeatedly,said prior and post that he'll listen to the army and generals on the ground in Iraq on making decisions which what he did and keep doing until it will be reasonable to get out wisely not compromising american achievements.Ultimately,it's a mess and everyone agrees but you don't wanna complicate things with rush withdrawal.Again, when there was a time to listen and think no one did so except democrats like Obama on Iraq.So,why don't you people calm the heck down and let Obama work .Also,he's got to deal with Bush's left off on economy which is # 1 priority besides Iraq and Afghanistan.Cool it.
