NAIROBI, Kenya — The small white skiff approached the Italian cruise ship Melody after dinnertime as it sailed north of the Seychelles, the pirates firing wildly toward the 1,500 passengers and crew on board.

What the pirates didn't expect was that, in the darkness, the crew would fire back.

In a new twist to the increasing scourge of Somali pirate hijackings, the private Israeli security forces aboard the MSC Cruises ocean liner fired on the pirates Saturday with pistols and water hoses, preventing them from clambering aboard, the company's director Domenico Pellegrino said.

"It was an emergency operation," Pellegrino told The Associated Press. "They didn't expect such a quick response. They were surprised."

Passengers were ordered to return to their cabins and the lights on deck were switched off. The massive vessel then sailed on in darkness, eventually escorted by a Spanish warship to make sure it made it to its next port.

"It felt like we were in war," the ship's Italian Commander, Ciro Pinto, told Italian state radio.

None of the roughly 1,000 passengers were hurt and by Sunday afternoon they were back out on deck sunning themselves, Pellegrino said.

But analysts say the unprecedented use of weapons by the ship's security force could make things worse in the pirate-infested waters off the Horn of Africa, where over 100 ships were attacked last year by Somalia-based pirates. In nearly all the hijackings, the crews were unharmed and were let go after a ransom was paid.

"There is a consensus in the shipping industry that, in the vast majority of cases, having an armed guard is not a good idea. The No. 1 reason is that it could cause an escalation of violence and pirates that have so far been trying to scare ships could now start to kill people," said Roger Middleton, an expert on Somali piracy at London-based think tank Chatham House.

Other experts disagree, saying piracy off the coast of modern-day Somalia is unique in that the pirates are most interested in human cargo.

"Their business model, if you will, has been to not cross a line which would bring the whole weight of the world upon them. They want to seize hostages and ransom those hostages. So the likelihood that they would escalate violence is unlikely," said Africa expert Peter Pham, director of the Nelson Institute for International and Public Affairs at James Madison University.

He argued that arming ships is not a sustainable solution, given that an estimated 20,000 ships pass through the Gulf of Aden each year.

"For the Melody, you're talking about 1,000 passengers and 500 crew members, so maybe for 1,500 people paying to have security on board makes both economical and tactical sense _ but when you're dealing with ordinary cargo ships it's very different," he said.

Pellegrino said MSC Cruises had Israeli private security forces on all their ships because they were the best. He said the pistols on board were at the discretion of the commander and the security forces.

The attack occurred near the Seychelles and about 500 miles (800 kilometers) east of Somalia, according to the anti-piracy flotilla headquarters of the Maritime Security Center Horn of Africa. The Melody was traveling up Africa's east coast, from Durban, South Africa to Genoa, Italy.

Pinto said the pirates fired "like crazy" with automatic weapons, slightly damaging the liner, when they approached in a small, white Zodiac-like boat.

"After about four or five minutes, they tried to put a ladder up," Pinto told Sky TG24. "They were starting to climb up but we reacted, we started to fire ourselves. When they saw our fire, and also the water from the water hoses that we started to spray toward the Zodiac, they left and went away ... They followed us for a bit, about 20 minutes," he said.

Lt. Nathan Christensen, a spokesman for the U.S. Navy 5th Fleet, noted that the distance from the Somali coast _ 500 miles _ was a sign of the pirates' increasing skill. Until last year, the majority of pirate attacks occurred within 100 miles of the Somali shore but he said that last fall there had been a "definite shift in their tactical capabilities."

"It's not unheard of to have attacks off the coast of the Seychelles; we've even had some in the past month," he said. "But at the same time, it is a sign that they are moving further and further off the Somali coast."

In a separate incident Sunday, the Yemen Interior Ministry said Yemeni coast guards clashed with pirates and killed two of them when they tried to hijack a Yemeni tanker in the Gulf of Aden. And the Turkish cruiser Ariva 3, with two British and four Japanese crew members aboard, survived a pirate attack near the Yemeni island of Jabal Zuqar, said Ali el-Awlaqi, head of the Yemeni El-Awlaqi Marine company said.

Earlier this month, the U.S. Navy shot and killed three pirates and took a fourth into custody after a five-day standoff in the waters off the Somali coast where they hijacked the U.S.-flagged Maersk Alabama.

Saturday's exchange of fire between the Melody and pirates was one of the first reported between pirates and a nonmilitary ship. Civilian shipping and passenger ships have generally avoided arming crewmen or hiring armed security for reasons of safety, liability and compliance with the rules of the different countries where they dock.

It was not the first attack on a cruise liner, however. In November, pirates opened fire on a U.S.-operated ship, the M/S Nautica, which was taking 650 passengers and 400 crew members on a monthlong luxury cruise from Rome to Singapore. The liner was able to outrun the pirates. And in early April a tourist yacht was hijacked by Somali pirates near the Seychelles just after having dropped off its cargo of tourists.

I'm wondering if a security firm could set up offices at both ends of the "pirate corridor" and the ships could take on armed personnel and equipment and off-load them at those two points. Lets say they take on the crews at Yemen and drop them off at Mombasa or Dar Es Salaam. Those crews could then board a northbound vessel at that point. So instead of having a security crew aboard for 28 days, one would be able to pay for three or four in the most "at risk" phases. Of course, the security crews would be paid more, but they'd likely be able to have the best equipment and even larger teams.

Also, I wonder if the use of some sort of attached weather balloon or drone surveillance device on these ships would assist in detecting approaching vessels, notifying military contingents in the area about possible risks, and generally providing additional intelligence about movements. Essentially this would be a sort of AWACs system, and could perhaps even be put into a central data base. Ships could find "open water" between what appears to be a "fishing fleet" low, or over, the horizon. And other ships could be notified to avoid that flotilla, as well. The navy could then investigate it.

I still believe the Brady Campaign has the right solution. Paint a big "Gun Free Zone" sign on the back of the ship. If the pirates know the vessel is a gun free zone they will obviously take their weapons and criminal intentions elsewhere.
It works here in America......right?

Teh Stupid. What you have in the US is a situation where the pirates are allowed to carry their weapons until you actually have them on the deck of the ship? After all they might just be "legal" citizens carrying around their AK-47's to protect themselves against pirates. You wouldn't want to jail a fisherman who is "armed and loaded for bear" (or sharks and bucaneers). He's just a member of the "unorganized" militia, after all.

So until he starts hammering away at some "Paradise Cruise" liner with his mounted, 460 mm. semi-automatic cannon I'm sure the NRA would say he's within his rights.

And why should he have to register it and identify himself to fish on the high seas? Gun registration? That's just the first step to taking away our USS Cole-type boat bombs!

There are a host of non-lethal weapons that are available today. These include water cannons that can sink a skif at 1000 yards with 1400 gpm of water flow. Another is an audio projector with a range of one mile.
These cave-man- era bandits are mighty in a very narrow context. It is time for them to awaken to the new realities of our technological remedies.

8. If you are not shooting, you should be communicating, reloading, and
running. Yell "Fire!" Why "Fire"? Cops will come with the Fire Department, sirens often scare off the bad guys, or at least cause then to lose concentration and will....and who is going to summon help if you yell "Intruder," "Glock" or "Winchester?"

It make no scene in not to fighting back . I don't believe these young Somalian really want to die in attempting these hijacking. I think this will be a good deterrent to the escalating hijacking in that part of the world .

The Somal pirates need to be perceived as wharf rats, not occasions for knee-jerk humanitarian hand-wringing. The ideal solution would be to contract this problem out to the Camorra, who would eliminate them overnight as part of their massive business of international waste disposal, no doubt dumping them into their home waters, right off the coast of Somali, with all the garbage from Naples. It's really quite remarkable that we tolerate these people for a day, much less allow them to hold people from hundreds of ships hostage. The Camorra would do the job at a much cheaper contract rate than the expense of using conventional military forces, who are much less equipped for clean-up anyway.

Not being armed is nonsense. Pleasure boating craft around the U.S. use to be boarded by drug runners and unarmed meant your death. Everyone went to carrying arms on board their vessels .. no choice on long trips offshore..

The passengers on 911 were unarmed.... escalation occured anyway.

Put private armed secuirty forces on the boats, or have convoy escorts... but the idea that you wait to life is loss to say that the wait was wrong is silly.

Every good you buy now has a pirate tax added to it.

Whats the escalation.. the Pirates will have guns... they already do. That they will threaten to kill the captain..they did last week.

An international force should invade the area where the pirates are holding several boats now. start counting....the days

I was no fan of Blackwater or it's urban tactics in Iraq or Afganistan. The US govt. turned over way too much of their duties to paid mercs.They were very much like a bull in a china shop.

This situation is entirely different and private security is appropriate. A couple trained operators manning 20 mm chain guns or .50 cal machine guns would stop piarcy as we know it. Not slow it down. It would cease to be a problem.

It wouldn't be pretty for a couple of days but I can assure you in no short period of time you would be able to cruise in international waters within sight of the Somali coast w/o fear.

I have said your same comments since the piracy stories started to air. Mine were to the effect of: "if there were ever a place for private security, this would be it." The thought of a huge vessel being taken over by 5 or 6 people to me was imaginable. If I were a ship owner, the first thing I would consider at the news of pirates was protection. It has to be cheaper than ransom.

Back in the not too distant past, pirates were hunted down and killed or captured. Those that were unfortunate enough to be captured alive were hung on the spot. No judge, no jury, no plea bargains - just a rope. The pirates ships were set afire and sunk. Piracy quickly became a very small high seas problem.
Stop pussyfooting around with this issue. Put heavily armed security forces on the ships. Kill the pirates on sight, as soon as they get in range. Do not hesitate, do not bargain with them, do not pay ransom. Kill them, leave their corpses to Davy Jones locker, burn and sink their boats. It may seem harsh, and might hurt some of you apologist whiners delicate sensibilities, but killing a few pirates will let the rest of them know that the world means business. Serious business.

I'm not willing to go quite as far as you on this (I'm a fan of a fair trial, for instance), but I do know this. If we stopped paying all ransoms, the pirates would run out of money and cease to be an issue. Now, I fully recognize that once they have a crew captive, there is very little choice as to pay, but we can arm crews so that they are never taken captive in the first place. The only other way would be to send the SEALS into captured vessels, but that could get messy, with a lot of hostages killed in the process.

One thing that wont work is simply letting them take over ships, because we're worried about "escalation"
