MEXICO CITY — Mexico's top medical officer voiced optimism Thursday that swine flu has slowed in the nation hardest hit by the virus, but the World Health Organization cautioned there is no evidence the worst of the global outbreak is over.

The U.S. caseload rose slightly to 130 as hundreds of schools nationwide shut their doors, and the crisis even reached the White House, which said an aide to the secretary of energy apparently got sick helping arrange a presidential trip to Mexico.

European health ministers vowed to work quickly with drugmakers to rush a vaccine into production, but American health officials suggested inoculations could not begin until fall at the earliest.

Mexican Health Secretary Jose Angel Cordova told The Associated Press new cases have leveled off and the death rate has been nearly flat for several days. He said the next few days would be critical in determining whether the virus was truly on the decline.

"The fact that we have a stabilization in the daily numbers, even a drop, makes us optimistic," he said. "Because what we'd expect is geometric or exponential growth. And that hasn't been the situation. So we think we're on the right track."

The health ministry, which earlier said 168 people were believed killed by swine flu in Mexico, on Thursday would only confirm 12 of those deaths and would not say how many were suspected.

The World Health Organization's top flu official, responding to similarly hopeful remarks from other Mexican officials, sounded a more cautious note about whether the virus had peaked.

"For things to go up and down in a country is expected. If it didn't do that would be very unusual," Dr. Keiji Fukuda said in Geneva. "Hopefully we'll see more of the data of what's going on there. But I expect even in Mexico you will see a mixed picture."

Mexico has imposed what amounts to a five-day shutdown of the country, beginning Friday, in hopes of slowing the virus. All but the most essential government services will be suspended, most businesses have been urged to close, and Mexicans have been encouraged to stay in their homes.

On Wednesday, the WHO said swine flu threatened to become a pandemic, and for the first time it raised its threat level to Phase 5, the second-highest. Fukuda said Thursday there were no immediate signs that warranted declaring a Phase 6 pandemic.

Phase 5 means a virus has spread into at least two countries and is causing large outbreaks. Phase 6 means outbreaks have been detected in two or more regions of the world and a pandemic is under way.

The only confirmed U.S. swine flu death so far is a Mexican toddler who succumbed earlier this week in Texas. New cases of swine flu were confirmed Thursday in Europe, but no deaths have been reported outside North America.

In the United States, Vice President Joe Biden stirred concern by saying in an NBC interview that he would discourage family members from flying or even taking the subway because of the swine flu threat.

The White House insisted Biden meant to say he was discouraging nonessential travel to Mexico, and Transportation Secretary Ray LaHood was compelled to state flatly: "It is safe to fly. There is no reason to cancel flights."

The U.S. government has urged Americans to wash their hands and to stay home from work and avoid traveling if they feel ill.

An aide to Energy Secretary Steven Chu apparently got sick helping arrange President Barack Obama's recent trip to Mexico. The aide did not fly on Air Force One and never posed a risk to the president, the White House said.

The U.S. is taking extraordinary precautions, including shipping millions of doses of anti-flu drugs to states. Scientists cannot predict what a new virus might do, and the outbreak could always resurge later.

Scientists are racing to prepare the key ingredient to make a vaccine against the strain, but it will take several months before human testing can begin. Production would not start until fall.

"I don't want anybody to have false expectations," Health and Human Services Assistant Secretary Craig Vanderwagen said. "The science is challenging here." He said 600 million doses in six months was "achievable" based on a fall start.

In hopes of avoiding confusion, the WHO announced it will stop using the term "swine flu," opting for the bug's scientific name, H1N1 influenza A. Obama administration officials have also pointedly referred to the virus as H1N1 in recent days.

Switzerland and the Netherlands became the latest countries to report infections. Canada, New Zealand, Britain, Germany, Spain, Israel and Austria also have confirmed cases.

In the United States, where cases have been confirmed coast to coast, nearly 300 schools were closed Thursday, including at least 200 in Texas.

The Red Cross said it was readying an army of 60 million volunteers who can be deployed around the world to help slow the virus' spread.

Already, the looming shutdown was being felt in Mexico City. Traffic cleared in the notoriously clogged avenues, and the attorney general's office said even crime was down one-third compared with last week. Mexico City's infamous smog dropped to levels normally seen only on holidays.

Mexican President Felipe Calderon said authorities would use the five-day partial shutdown in Mexico to consider whether to extend emergency measures or ease some restrictions. The dates include a weekend and two holidays, Labor Day and Cinco de Mayo, minimizing the disruption.

Cordova told the AP that the extraordinary measures undertaken in Mexico were starting to work. Most of the Mexicans hospitalized with confirmed cases of swine flu have already been released, and he expects the suspected death toll to drop as health officials do further tests.

"Without a doubt, once we study all the cases we're going to see some where there is no evidence or justification for linking them to this virus," he said.

"I think, given the evolution this is having, given the full recovery we are seeing with treatment, there is reason to be calmer, there's reason to think that this can be solved quickly and well," he said. "We simply have a new virus with what is fortunately a low mortality rate ... so I think this problem will be resolved favorably."

Swine flu is a mix of pig, bird and human genes to which people have limited natural immunity. It has symptoms nearly identical to regular flu _ fever, cough and sore throat _ and spreads similarly, through tiny particles in the air, when people cough or sneeze. About 36,000 people die each year of flu in the United States.

Live from Jalisco, Mexico, here...my enchanted village was pretty quiet last night...no one but teenagers in the plaza, usually lots of families and kids. Restaurants opened up today, the clinic told me there is no "swine" flu in this area, nothing unusual. Schools are closed, things are quieter than usual. I could hear a banda playing down at the plaza tonight - raucous, cheerful music. Life goes on.

How to prepare and protect your organization:

Preventative Guidelines:
1. Review absenteeism levels
2. Review last week’s absenteeism levels
3. As soon as a validated Case Description of the Swine Flu is available, compare it to symptoms exhibited in your enterprise or organization.
4. Provide any symptoms reported to you by employees or those in your care to your local County Health Office Infectious Disease Group in support of their ongoing surveillance efforts.

Take action now to ensure preparedness:
1. Initiate hand washing and higher hygiene standards ASAP.
2. If possible, lower production staff to minimum work schedules and send home all unnecessary workers.
3. Key decision-making roles should work remotely until more is known about this outbreak.
4. Do not alarm employees or Executives as these are precautionary actions.
5. Await further information from health officials and monitor CDC.gov.
6. Early detection and treatment are key to stopping any outbreak. WHO guidance calls for isolating the sick and blanketing everyone around them with antiviral drugs and symptom relief medicines such as Tamiflu.
7. Restrict and or cancel any unnecessary travel until further information is available.
8. Lay in supplies of food, water and cooking gas if possible for key personal now, before the situation worsens, if supplies have not already been provisioned.

Actually, the virus does not contain pig, bird, and human genes. It contains viral genes, the products of which are capable of infecting and replication within pig, bird, and human cells. A minor error in the explanation of the disease, but in an environment where people will easily panic and hysteria can occur, its not a mistake that should be made.

The genes of the virus are not from human, pig, and bird. They are from the virus. The above sentence makes it sound like the virus is actually an amalgam of parts from different species, instead of it being a virus that has acquired the capacity to infect different species due to slight mutations in its surface receptors that enable it to enter cells. Its not a huge deal, but if you are going to be a news source conveying information, especially scientific information, you should convey the correct information using the most accurate wording to convey your message.

Also, we hear a lot about natural immunity. You have the same natural immunity to the flu virus that you have to any virus. Your body has non-specific mechanisms capable of defending itself against intruders. When I hear of news broadcasters speaking of natural immunity, they are talking more about acquired immunity, which is the process by which you encounter viruses and bacteria and develop an immune response to them including immunological memory. This immunologic memory allows you to combat viruses and bacteria that you have been exposed to previously by mounting an extra-strong response the second time, so that the pathogen doesn't cause any disease. It is also possible to develop immunity without showing any signs of infection (such as when you get vaccinated). Its quite possible that this virus is similar enough to other flu viruses out there that people will have some degree of cross-reactive immunity to it, meaning that although your body has never seen it before, it has seen its cousin, so it can recognize the new virus as well. To really understand all of this, much more research needs to be performed on this particular strain.

People that are on hourly wages will not stay home because many of them are desparate.
I was in a grocery store yesterday & this wine steward was almost purple with fever, coughing, & wheezing.
In a grocery store!!
Why didn't the manager send him home with his measly $15 an hour for a couple of days. The pissed off customers & additional sick co-workers are going to cost him far more than that.
This is what is going to make this uncontrollable.

I've bribed local police on two occasions in Mexico. Once for some violation on my car that the officer couldn't quite explain because, although he knew the word "dollars" he did not speak english and the second time was to bail my friend out of jail after he was harrassed and hauled off by police for no reason other than being a young American tourist, who had friends that the law enforcement entrepenuers knew would cough up $20 for his release.

Greetings from Guadalajara, where schools and most governmental offices have been shut down and a limited but noticeable number of pedestrians wear blue nose and mouth coverings.

In view of the intense publicity that Pig Flu has garnered, this is all very understandable. Three ocean-going cruise ships have canceled their arrivals at Puerto Vallarta and some here on HuffPo are calling for closing the border.

Maybe it doesn't matter that to date, ZERO cases of Swine Flu have been confirmed in this city of 8 million and in Mexico City, where the largest number of cases and fatalities have been reported (which is logical, since almost one fifth of the nation's approximately 110 million residents are found there), a total of FIVE deaths from respiratory disease have been identified as being caused by Swine Flu.

If CONVENTIONAL Flu types cause 36 thousand deaths a year and occur during a five month seasonal time frame, that's an average of 240 deaths a day. If Mexico's population is one third of the USA's should anyone become emotionally involved with what's going on?

The nature of the current epidemic appears to be derived from the media's need to focus on *something* (anything) capable of maintaining the public's attention and the need of some spectators to perceive (and reinforce the perception of) some sort of threat from without.

IAC, flu viruses rarely kill and treatment is generally not required for recovery, regardless of whether this particular variety has been around long enough for the public to have built up any significant degree of immunity.

Anyone whose immune system hasn't been compromised through malnutrition or stress should have little difficultly surviving the disease, if and when it it's presence becomes established - which it will.

BTW - I have consulted for the Health Secretariat in the field of communicable disease.

People are being told to have as little contact with other people as possible and not shake hands or kiss on the cheek.

WTF is going on?

Is that a reasonable preventive reaction to ZERO cases in this city, a 7 hour drive from the nation's capital via two separate high speed toll road routes where five deaths of swine flu have been confirmed.

I agree with the thought that the swine flu is a really a media spectacle and perhaps an attempt to not focus on the the other bad news... the Bank Stress Test. If it went poorly and it's the global economy that's sick. but I guess swine flu is a good metaphor for it, so it's like they are already covering it in a way? It'll be a smooth segue on the nightly news... "And now for the ailing global economy...."

It was on yesterday on the news The world news conference in I think Sweden which was 11 o'clock at night called all together---- who paniced the heck out of me..and took it to a 5 telling all nations to break out their flu attack plan..and also praised praised Pres Obama for his calls, help, what he is doing, constant contact with them..--so please--I just wish more people would just" listen listen listen" and not all this spin and twist out there like with Biden who was telling us use common sense. Get the facts from the experts science like emergency world meeting that was on all news channel..telling also--do not have to travel do not travel take trains think of different avenues etc..
