President Obama and Treasury Secretary Tim Geithner announced on Monday a crackdown on offshore tax havens that could produce $210 billion in new tax revenue over the next decade.

The White House will face opposition to the proposal from the business community and Congress. Before the announcement, a Republican leadership staffer circulated an email citing a Bloomberg report saying the proposal "would be the biggest tax increase on U.S. corporations since 1986." And Senate GOP leader Mitch McConnell (Ken.) said later on Monday that he could not endorse Obama's plan since it "gives preferential treatment to foreign companies at the expense of U.S.-based companies."

But the amount Obama's plan would reportedly save is a far cry from the estimated $1 trillion the United States loses to offshore tax havens over a ten-year period. A 2008 Senate report (PDF) estimated that "the United States loses an estimated $100 billion in tax revenues due to offshore tax abuses" every year.

In January, the Government Accountability Office issued a report (PDF) that found that 83 of the 100 largest publicly traded U.S. corporations reported subsidiaries in countries listed as tax havens or "financial privacy jurisdictions."

Many of those corporations are beneficiaries of billions in taxpayer dollars under the Troubled Asset Relief Program. Morgan Stanley, for instance, boasts 273 subsidiaries in tax havens, with 158 in the Cayman Islands alone. Citigroup's got 427, with 90 in the Cayman Islands, and 59 of Bank of America's tax-haven subsidiaries are there as well.

The GAO found 18,857 businesses are registered at just one address in the Cayman Islands -- the "Ugland House." The report said that "Ugland House registered entities included investment funds, structured-finance vehicles, and entities associated with other corporate activities."

The Treasury Department pooh-poohed the GAO's list of countries because there is no agreed-upon definition of a tax haven. "Even though coming up with a list of countries has significant appeal, any list of countries is likely to be under-inclusive as well as over-inclusive," the Treasury wrote. "Moreover, because any such list is likely to be regarded as a blacklist and may be used as the basis for the imposition of sanctions or other negative measures, such a list may inappropriately negatively affect our economic and other relations with listed countries."

On tax day, April 15, the U.S. Public Interest Research Group issued a report with a state-by-state breakdown of the cost to taxpayers of corporate tax evasion in offshore havens.

AKA
A place outside the US where one places money in order to dodge paying US taxes.

DUH!
this is money tht shod have ben taxed all along. So even callng it a tax hike isn't reely accurat is it?

President Obama is a Harvard lawyer/Politican not a businessman. These Corporate CEOs have a lot of money and power all over the world..The­y don't need the U.S.. if the president pushes too hard, these corporations will leave the U.S., leaving thousands of people unemployed­..I hear Rio is nice!

Are you kidding? They absolutely need the U.S. $$$. When we forget this, they have power. I say, move offshore at your own risk - no military protection for oil companies in the Mideast or sugar companies in South America. Why do you think gasoline is so expensive in Europe? They don't have the military investment that we do.

As expected, the Republican and probably some Democrats too, when it comes to corporation taxes, they will stand by business and screw the Americans first. I wonder what the Republicans mean when they say they are very patriotic. Paying your fair shares is patriotic but it is too bad it is not what the Republicans believe.

The Republicans are incapable of making obvious connections. One day they are having teabag parties to protest against bailing out the rich, the next week they are complaining because Obama wants to recoup the money the rich are illegally not paying in taxes. Most of those teabaggers paid more taxes than the top ten multi-national corp's put together.
It's a complex world and to understand and make intelligent decisions you have to be able to think in a complex way. The Republicans are obviously not up to using that much of their brain. Or any at all .

The Libertarians too. They think that David Rockefeller (a rich man who probably have money stashed overseas) is behind the New World Order. And yet they shout for the end of "big government" and more "free markets" which will simply further the chance for these robber barons to hide the money.

I hope this does have an impact on outsourcing. I have IT friends who have had to train their outsourced replacements, and then be promptly laid off. According to some of the articles in Indian newspapers they think that this will negatively (from their point of view) affect outsourcing. We should support Companies that invest in America.

As an IT Consultant, I have seen in many Silicon Valley Companies that once the majority of Jobs have been outsourced, the hiring practices are heavily favored only to bring in additional foreign workers. While fixing the Computer Server for one South Asian Engineer, She mentioned to me how she was hired directly from her village for this her first Job. She then mentioned how her younger sister was also starting her first job and she worked for the same corporation on the same floor as her sister, what a coincidence. I know personally several American IT workers that have never gotten back on their feet from the dot com bust. They have sent out Hundreds of Resumes with hardly a nibble. It is the lack of balance not the presence of foreign workers. When we rewarded only the bottom line, it was only a matter of time that greed would rule and we start figuratively eating our young.

Typical of Republicans to favor the very rich. Big corporations have been stealing from their tax obligations to put money into the politicians that defend them so well.
Perhaps the Republicans are not yet aware that President Obama won by a great margin for saying he will do what he is doing.

I'm not the only one who notices that everything President Obama ran on in the campaign that can get this country on the fast track to not only prosperity, but getting our integrity back, our soul back is rebuffed by the Republican Party. Aren't we all Americans? Don't we all want our country to prosper, to regain the respect we once had, and to get our house in order. We must once again have an educational system equal to none, health care for everyone, and a thriving economy. This is the 21st century full of energy problems, and every other problem you can name. We must compete with an educated, healthy citizenry and bring back the innovation that we once could boast about. Why are the Republicans so unpatriotic? They will say and do anything to throw a monkeywrench into every proposal just because Obama and his admidnistration believes in it. I have no respect for most of these people. They are pitiful.

This is not about tax "fairness". This is about one set of vultures, the Obama administration, noticing that another set of vultures has 210 billion dollars that they want and have not earned.

So what Obama is really saying when he says getting this money will "save taxpayers 210 billion dollars" he really means "if we don't get this money from these businesses, we will raise taxes." In other words Barack Obama is going to try and take this money and he doesn't care where it comes from. Doing it this way, by eliminating tax shelters, simply means he is, for now, taking an easy route where he gets to demonize big, successful, profitable businesses that have done wonderful things for America like Intel and G.E. (without them, you do not have a life). Withotu them, you do not have a cell phone, a washer/dryer, working parts for an automobile. It's that simple.

It's all just one set of vultures wanting to take from another set of vultures. I say a plague on both their houses.

I'm expected to pay my taxes in full and so are you. Why then, should these Corporations be able to avoid paying their share. None of them do business in the Cayman Islands and just look for a place to conveniently park their money to avoid taxes. It's the same with those individuals who park their money in swiss accounts to avoid taxes. GE has outsourced jobs all over the world, as has Intel - at the expense of the american worker. I don't feel sorry for any of them. Believe me, we will still have washers and dryers if the companies just pay their fair share.

Yeah, granted these companies have done great things for us, but that still does not absolve them from paying their taxes. A lot of people do a lot of good things at their jobs (doctors, police officers and firefighters save lives every day) everyday that help someone, somewhere. Then, at the end of the day, these same folks pay their taxes. One does not cancel out the other.

What gets me is that the same folks that complain about high taxes (which are lower than they were before) and complain about their children being stuck paying for the the Recovery Act, don't have a problem with these huge corporations that are not paying their taxes. I may not be the best and brightest, but it seems to me that if we collected on these taxes, that would go a long way towards paying off our deficit. It would also help to make health care for all closer to reality. I don't see a downside to these corporations paying their share of taxes. I don't get to decide to use my tax money for other purposes, and neither should they. If they really want to do great things for American's, they need to PAY THEIR DARN TAXES!!!!!

Overseas departments do not pay their fair share. It isn't fair to have a company division overseas in places like the Cayman Islands just to avoid paying taxes.

What's that got to do with the issue of corporations paying their fair share of taxes. The government, and I'm sure you mean President Obama, clearly has not interest in running a car company. All of these organizations have made unwise choices. However, when corporations deliberately refuse to pay THEIR FARE SHARE it is not only un-American, it's treason as far as I'm concerned. Your average working person can't take their earnings offshore and avoid paying taxes. No tax shelters for teachers, fire fighters, police officers, trash collectors, nurses or others of the working class. If these Reagan era loopholes were closed cities and states would have the taxes to pay the above named professionals who are all facing lay offs due to diminishing tax revenue. Corporations should PAY THEIR FAIR SHARE. No more FREE LUNCH, especially since they are stealing mine!!!

This is one of the most important tax reforms Obama can possibly attain during his first term! Want to know how to pay for universal health care? These firms using their tax doges could pay for it just by paying their fair share of US taxes! This is tax evasion, plain and simple - it was just written into the tax code by politicians. The companies shifting their business and labor offshore are a big component of what is wrong with our economy now. I'm tired of talking to Indians every time I need to talk to customer service for a start. Almost 19,000 companies are using the same building in the Caymens as their "HQ". I hope everyone emails their representatives and senators as well as Obama and encourages reformation of this terrible problem. It needs correction or erosion of the American economy will continue until we are too a third world country.
