President Obama and Treasury Secretary Tim Geithner announced on Monday a crackdown on offshore tax havens that could produce $210 billion in new tax revenue over the next decade.

The White House will face opposition to the proposal from the business community and Congress. Before the announcement, a Republican leadership staffer circulated an email citing a Bloomberg report saying the proposal "would be the biggest tax increase on U.S. corporations since 1986." And Senate GOP leader Mitch McConnell (Ken.) said later on Monday that he could not endorse Obama's plan since it "gives preferential treatment to foreign companies at the expense of U.S.-based companies."

But the amount Obama's plan would reportedly save is a far cry from the estimated $1 trillion the United States loses to offshore tax havens over a ten-year period. A 2008 Senate report (PDF) estimated that "the United States loses an estimated $100 billion in tax revenues due to offshore tax abuses" every year.

In January, the Government Accountability Office issued a report (PDF) that found that 83 of the 100 largest publicly traded U.S. corporations reported subsidiaries in countries listed as tax havens or "financial privacy jurisdictions."

Many of those corporations are beneficiaries of billions in taxpayer dollars under the Troubled Asset Relief Program. Morgan Stanley, for instance, boasts 273 subsidiaries in tax havens, with 158 in the Cayman Islands alone. Citigroup's got 427, with 90 in the Cayman Islands, and 59 of Bank of America's tax-haven subsidiaries are there as well.

The GAO found 18,857 businesses are registered at just one address in the Cayman Islands -- the "Ugland House." The report said that "Ugland House registered entities included investment funds, structured-finance vehicles, and entities associated with other corporate activities."

The Treasury Department pooh-poohed the GAO's list of countries because there is no agreed-upon definition of a tax haven. "Even though coming up with a list of countries has significant appeal, any list of countries is likely to be under-inclusive as well as over-inclusive," the Treasury wrote. "Moreover, because any such list is likely to be regarded as a blacklist and may be used as the basis for the imposition of sanctions or other negative measures, such a list may inappropriately negatively affect our economic and other relations with listed countries."

On tax day, April 15, the U.S. Public Interest Research Group issued a report with a state-by-state breakdown of the cost to taxpayers of corporate tax evasion in offshore havens.

It is not very patriotic for the Republicans or US corporations to be on the side of tax cheats.
For those company managements that headquarter in foreign countries to avoid paying their fair share of US taxes (or that hire cheap foreign labor over US workers) I think that they & their families should move to those foreign countries. Don't expect to enjoy US schools, infrastructure, roads, etc.. funded by US taxpayers if you are cheating on your taxes!

Obama campaigned on this. He has got to do it. If these so-called citizens really love their country, they'll step up and pay their fair share. Don't try to argue that 'corporations create jobs'. Corporations offshore jobs.

He only paid the back taxes that didn't go past the 7 year Statute of Limitations.

As to why Mr. Geithner didn't pay all his back taxes after the 2006 audit, an Obama aide said the nominee was advised by his accountant he had no further liability. Senate Finance aides said they were concerned either Mr. Geithner or his accountant used the IRS's statute of limitations to avoid further back-tax payments at the time of the audit.

so Obama is looking to get tax revenue by closing these bogus tax havens, THATS GREAT, but the REPUGNANTS, SAY NO TO closing bogus tax loopholes and at the same time hollar n scream about Obama is gonna tax you to death, how can they argue both sides, if Obama get these corporations to actually pay the taxes they have been hiding from, you know legitimate taxes, that they have been avoiding by having a PO BOX IN A BUILDING OFFSHORE, then our taxes, those of the citizens, will not have to take such a hit to fund our nation's recovery from the last 8 yrs of corrupt governing. and massive spending and no bid contracts to KBR and its parent co Haliburton.

The Founding Fathers would be against this. They were against Direct Taxation, and an income tax. Did you know that?

That is why the liberal/progressive (same thing) movement worked so hard to have the 16th Amendment ratified.

Part of Marx communist plan, a progressive tax system, turning a country into a socialist/communist state...it's coming people...you will get what you ask for.

Just keep in mind, the rich aren't republicans, it's a mix of all...look at Soros, Buffett, Gates, etc...all democrats and very wealthy...

Tax evasion and tax increases are two separate issues. This is an issue of tax evasion- the corporate tax rate remains the exact same- without the loopholes that allow Big Business to pay little to nothing. But you knew that. Keep yapping repugs, with your nonsense, Faux Noise prop@ganda- The desperation is entertaining- the only thing you left out was the word f as cist- because that's all your ramblings amount to- a bunch of words flung out there, in the slim hope something will stick.

I believe that banking institutions are more dangerous to our liberties than standing armies. If the American people ever allow private banks to control the issue of their currency, first by inflation, then by deflation, the banks and corporations that will grow up around [the banks] will deprive the people of all property until their children wake-up homeless on the continent their fathers conquered. I have an even better idea! If they are getting away with paying nothing, taken the jobs out of this country, and by using unskilled labor they are getting products produced with 500% profit then we the average American Citizen deserve a break as well. I propose that all American workers that make $75,000 a year or less should not have to pay taxes. We should all bring our whole pay checks home. I believe that would be about 98% of the total population in this country. Fair is fair! We can't even benefit from the jobs that they have taken away.
We get free medical, keep our whole pay check that would be fantastic. That extra money could be put into a retirement fund so when we retire we will have a nice amount of money to fall back on.

I agree with you; totally. If the working class didn't have to pay income tax onthe average mean income (which is about 71K (FOF)) we COULD afford to buy our own insurance (those between the poverty line ;about 30k FOF); those below would have to be subsidized.

Make as much money as you can using the laws that protect you from liability here, then take said funds to some country that has much lower tax rates (because those liability statutes actually cost money to enforce) and declare that as your "tax home."
