President Obama and Treasury Secretary Tim Geithner announced on Monday a crackdown on offshore tax havens that could produce $210 billion in new tax revenue over the next decade.

The White House will face opposition to the proposal from the business community and Congress. Before the announcement, a Republican leadership staffer circulated an email citing a Bloomberg report saying the proposal "would be the biggest tax increase on U.S. corporations since 1986." And Senate GOP leader Mitch McConnell (Ken.) said later on Monday that he could not endorse Obama's plan since it "gives preferential treatment to foreign companies at the expense of U.S.-based companies."

But the amount Obama's plan would reportedly save is a far cry from the estimated $1 trillion the United States loses to offshore tax havens over a ten-year period. A 2008 Senate report (PDF) estimated that "the United States loses an estimated $100 billion in tax revenues due to offshore tax abuses" every year.

In January, the Government Accountability Office issued a report (PDF) that found that 83 of the 100 largest publicly traded U.S. corporations reported subsidiaries in countries listed as tax havens or "financial privacy jurisdictions."

Many of those corporations are beneficiaries of billions in taxpayer dollars under the Troubled Asset Relief Program. Morgan Stanley, for instance, boasts 273 subsidiaries in tax havens, with 158 in the Cayman Islands alone. Citigroup's got 427, with 90 in the Cayman Islands, and 59 of Bank of America's tax-haven subsidiaries are there as well.

The GAO found 18,857 businesses are registered at just one address in the Cayman Islands -- the "Ugland House." The report said that "Ugland House registered entities included investment funds, structured-finance vehicles, and entities associated with other corporate activities."

The Treasury Department pooh-poohed the GAO's list of countries because there is no agreed-upon definition of a tax haven. "Even though coming up with a list of countries has significant appeal, any list of countries is likely to be under-inclusive as well as over-inclusive," the Treasury wrote. "Moreover, because any such list is likely to be regarded as a blacklist and may be used as the basis for the imposition of sanctions or other negative measures, such a list may inappropriately negatively affect our economic and other relations with listed countries."

On tax day, April 15, the U.S. Public Interest Research Group issued a report with a state-by-state breakdown of the cost to taxpayers of corporate tax evasion in offshore havens.

Other Democrats, including House Ways and Means Committee Chairman Charles Rangel of New York, support the proposal. Some lawmakers, including Iowa Senator Charles Grassley, the ranking Republican on the Senate finance panel, are still weighing the plan. "

Naturally, the republicans are against this. They are always against. They are against anything the democrats propose just because it is a democratic proposal. Are they ever for anything ? Well, yes. They are for being against. Their complaint, this time, is the proposal would unfairly increase taxes on large companies who are now hiding their assets off shore. Bullhockey !!! (as Colonel Potter once said). This isn't a tax increase. The law is already in place ! The businesses are simply finding a way to cheat the government (that means us) concerning a law aleady there. It's not a tax increase. It's already the law right now. (Sometimes I get so mad at those idiots I could eat nails).

Try to make a distinction between legal and illegal activites. Tax fraud (evasion, money laundering, etc.) is illegal and should result in large fines and jail time. Reducing tax burdens within the current tax code is legal A loophole is not by definition either legal or illegal. The absence of a taxable event can not result in fraud. Now, if the loophole is closed or redefined by law - different story.

How come sending kids to die for a war in the wrong country (oops; we made a little mistake...tee hee...sorry about that) is patriotism. But weaseling out of paying your taxes is just self-preservation? You can't have people giving up their lives for mistakes (how about the 18,000 plus who die every year due to lack of access to health insurance, with the Dems already so scared they're rushing to give up both single payer...the LEAST EXPENSIVE for those of us counting...and the public insurance option before they even get to the table) and then expecting sympathy for YOUR MONEY. If you can show us how you made that money without using anything publicly funded of any kind or dealing with customers using anything publicly funded of any kind (and I want to know how you provide for your own portion of our national defense bill, medical research from which you benefit, your education, and the road you take to work) then you can whine. Otherwise the big rip-off party is over. Cope, somehow. I remember being told long ago "the rich don't pay taxes; why should you?" The real question is why the rest of us have fallen for this kind of thing for so many years. There must have been something hallucinatory put in the water supply. It's gone, now. This is the same party that is justifying torture. It's not surprising that they would step up to keep the middle class subsidizing the rich. Despite their attempts to "rebrand" their party, they still are holding on to a false ideal of America - only catering to the rich, and being too lazy to come up with new ideas. I'm not complaining, as I watch them become more and more irrelevant. I agree we need a two party state, but I don't know why the second party can't be another party other than the Republicans. They seem to be done.

Ditto.How about the Green Party?: We could certainly use a ballast that would concentrate of saving our natural resources and wildlife. As I drove through long distance highways one year, I was deeply moved by the government owned national forests on both sides of me at times. I thought, "That belongs to me and my grandchildren." We all know that we have to fifht for that and for our last polar bears and eagles and wolves and on and on. I would vote for a Green Party candidate. How about you?

Really bad spinning by the repug corporations. "Tax increase" is ludicrous. And McConnell's claim makes no sense. They will do or say anything to cheat the system and inflate short-term profits, all the while taking in taxpayer money and giving out ginormous bonuses to each other. The mafia's got nothing on them!

Thanks to the USPIRG and the GAO for their investigations. I'd like to see more reporting on these anti-American corporations and financiers, and hope the tax loopholes are closed asap.

It's called double taxation. No other developed countries do this. Here is the example...if a US business is conducting business, say in Ireland, they have to pay taxes to Ireland, and now to the US Federal government. This will make US companies competing abroad less competitive and will result in more job losses. Don't you people get it?

Abe Lincoln was quoted as saying, I am paraphrasing, there are 2 ideas of liberty. One, where an individual reaps the rewards and benefits of his/her own efforts. The second type is one who reaps the benefits of others hard work, but Lincoln called that TYRANNY and said it was quite different than liberty. That is the difference between conservatives and liberals. The liberals will take from the hard working achievers, and give to the do nothing leaches.

The problem with your scenario is your ceos/executives/management/owners take all the profits but don't bother rewarding the actual workers who produced your product then hide any profit left over in tax evasion schemes. Meanwhile your average joe worker actually pays his taxes.

I agree with Jinxed. What we had before under Republicans was the TYRANNY, of which you speak. What we have now is an opportunity for the working class to actually get some balance, and for the fat cats to finally have to pay some taxes. When you have corporations paying a 0% tax rate, that's the difference between conservatives and liberals - liberals care about people, conservatives care about money.

Our health care "system" makes us very noncompetitive. When it's fixed, then we can talk about "double taxation." And I am so tired of this "conservative" "liberal" labelling garbage. Can I start a third party, calling for TRIPLE taxation? There must be some way to tax people three times who will not let go of the party line long enough to work a problem. Fix the problems. Stop labeling your fellow citizens. And Lincoln at least knew where the battles were; he didn't send his soldiers to the wrong country and then say "Oops."

We probably disagree on Iraq. Lincoln did, indeed, have a tight focus on the goals of the Civil War. I have huge admiration for Mr. Lincoln. There is something that we can not lose sight of in this discussion. Lincoln was certainly reviled in the South, but many in the North also despised the man, as well, for what they saw as an incompetent prosecution of the war. Let us not forget that Mr. Lincoln suspended habeas corpus in order to restore the Union.

How many US industries do you know in the Cayman Island?
Or better still,explain to me how over 1800 coperations fits in one building in the Cayman Island.

Those industry dont exist,the solely exits on paper for the sole purpose of evading taxes. Hence the name Tax heaven.

Crappy reporting again. Where's the "DEFEND(ing) Tax Havens"? What evidence is there for such a claim. McConnell suggested these policies would affect US companies disproportionately in comparison to foreign-based companies. Where's the analysis on that claim?! Isn't that worth researching?

I made $70,000 last year. I had to pay $18,000 in taxes. KBR, who has made billions off of government contracts paid zero in taxes last year. I am not just paying more than a multi-billion dollar company, I am ACTUALLY PAYING TAXES.

Mitch McConnell said President Obama is trying to raise taxes. That isn't true, but that doesn't stop the right wing from blatantly lying every chance they get. If President Obama is successful then companies currently using this tax dodge will have to start paying taxes. It won't be a tax increase. They will just have to start to pay taxes on their income. President Obama should make the law retroactive to recoup the hundreds of billions these corrupt companies have essentially stole from other hard working American taxpayers.

Senator McConnell saying Obama is trying to raise taxes is a typical right wing ploy. He knows what he says is all the right wing will hear. They never listen for corrections or search for the truth. Ignorance is what right wing radio thrives on.

Well, I feel your pain. Now you know that McConnel is against you and Obama is for you. What are you going to do about it? Obama cannot make laws retroactive. As an executive, he enforces the laws but he does not make them. He cannot pass laws himself. He needs a congress full of liberals who are watching out for the greatest good for the greatest number, and listening to their middle class consituents, not feathering their little campaigns with dollars from lobbyists so they can keep a perpetual hold on office without giving value to the people they are supposed to represent.

What the hell happened to the Republican party over the last 30 years? What ever happened to fiscal conservative, small government, patriotic(real pro American patiotism, not corporatism) and law abbiding? I know the Democratic party doesn't stand for much either, but these guys stand for the destruction of the United States and the middle class. Everything they have done over the last 30 years was to put money in their corporate masters pockets at our expense. Right. The cycle is: Republican gets power claiming Dem's are "tax and spend" and promising "fiscal responsibility", then they cut funding to social network programs, build the military, bomb a few folks, keep spending like mad to make sure their friends get rich ("privatize" public works, etc.). When the public finally balks, Dem's are given power but now are in so much debt they don't have any room to do real work *and* fix the Repub mess so they figure do the latter first---but to do that, they have to raise taxes. Just about the time they get the problem fixed, folks have forgotten who got them into the mess---go back to start.

Obama seems to want to break that cycle by doing a lot of Keynsian spending *first* to invest in infrastructure and hopefully also work towards an economic fix---then we can work on Bush's debts. I like the plan---we get the concrete results first.

I'm not sure whether I'm liberal or conservative, but looking to the right I don't see conservative values (to yours I'd add non-intrusive government). I see people whose fear overrides rational thinking. It's bleak over there, at least among those who are making the most noise.

It's clear they don't care about research or details they probably don't know or care about how Obama will implement his actions they just know they got a call from theur corporate slave masters telling them to oppose. Their platform is literally 'oppose everything the dems bring up'. And they actually think this will get them back in power. No ideas...at all. And lets remember these were the same people that increase audits of middle class tax filers. The people they know pay every year...with the most to lose. And they rolled over a played dead for the corporation and the lobbyist that told them to tell us it's just too expensive to enforce/litigate big business.
