President Obama and Treasury Secretary Tim Geithner announced on Monday a crackdown on offshore tax havens that could produce $210 billion in new tax revenue over the next decade.

The White House will face opposition to the proposal from the business community and Congress. Before the announcement, a Republican leadership staffer circulated an email citing a Bloomberg report saying the proposal "would be the biggest tax increase on U.S. corporations since 1986." And Senate GOP leader Mitch McConnell (Ken.) said later on Monday that he could not endorse Obama's plan since it "gives preferential treatment to foreign companies at the expense of U.S.-based companies."

But the amount Obama's plan would reportedly save is a far cry from the estimated $1 trillion the United States loses to offshore tax havens over a ten-year period. A 2008 Senate report (PDF) estimated that "the United States loses an estimated $100 billion in tax revenues due to offshore tax abuses" every year.

In January, the Government Accountability Office issued a report (PDF) that found that 83 of the 100 largest publicly traded U.S. corporations reported subsidiaries in countries listed as tax havens or "financial privacy jurisdictions."

Many of those corporations are beneficiaries of billions in taxpayer dollars under the Troubled Asset Relief Program. Morgan Stanley, for instance, boasts 273 subsidiaries in tax havens, with 158 in the Cayman Islands alone. Citigroup's got 427, with 90 in the Cayman Islands, and 59 of Bank of America's tax-haven subsidiaries are there as well.

The GAO found 18,857 businesses are registered at just one address in the Cayman Islands -- the "Ugland House." The report said that "Ugland House registered entities included investment funds, structured-finance vehicles, and entities associated with other corporate activities."

The Treasury Department pooh-poohed the GAO's list of countries because there is no agreed-upon definition of a tax haven. "Even though coming up with a list of countries has significant appeal, any list of countries is likely to be under-inclusive as well as over-inclusive," the Treasury wrote. "Moreover, because any such list is likely to be regarded as a blacklist and may be used as the basis for the imposition of sanctions or other negative measures, such a list may inappropriately negatively affect our economic and other relations with listed countries."

On tax day, April 15, the U.S. Public Interest Research Group issued a report with a state-by-state breakdown of the cost to taxpayers of corporate tax evasion in offshore havens.

Protect American businesses and watch them all be replaced. The whole "If we tax them they will leave" argument is a loser just like "going galt." It doesn't work because the US is the market and that is where the money is coming from. If they stop doing business in America, then someone else will take their place and make that money.

The CNBC types have been saying all day that America has some of the highest corporate tax rates in the world at 35%. Well what is the point? The point is that there are so many loopholes that the actual effective tax rate ends up being much much lower than that so don't use the 35% to justify tax evasion for the sake of profits.

Somebody needs to state the effective tax rates of all the bailed out companies for the last 5 years.

Yes, they are lying about the rates being high. Actually, they are some of the lowest if not effectively the lowest in the world.

Look at the correlation between low tax rates and standard of living and you will discover the reason why we are falling behind so badly. You cannot maintain a decent quality of community life without adequate financial resources.

Places where power panders to the rich by having lower taxes have very bad school systems and inadequate public health and services. That is exactly where we are headed. The Rethuglicans don't care because they don't believe in government. There's the problem.

There is no need to raise the taxes just get rid of the "tax loopholes". Small business owners do not have the luxuary of a crafty CPA who will do anything for money. I say there are Dems & Repubs in big business so blame them all. Politicians who get in bed with these crafty big businesses and the big businesses are never going to go away. There is nothing wrong with a big corporation but there is no reason why they cannot be more honest or at least kept honest. Dream on.........

President Obama has a major big fight ahead of him, I wish him all the luck in the world.

If we had lobbyests reform, term limits, campaign funding reform the temptation would be taken away. It's so dillusional to think that the Reprosentatives work for us, but they work for the lobbyests. If we had term limits, say 2 terms for Senators, 4 terms for Representatives, then they have to resign, and new blood would be able to come in.

Obama needs to play the patriot card on these sharks. We own a business. We pay taxes. It's an inconvenience but it's a priviledge to play ball in this bastion of freedom. You gotta pay taxes to play the game here. That's it. Can't shelter, can't hide those fortunes made under the US flag. And say thank you everyday for your good luck, the free market, & the privilege of living in a democracy. ("m not sure I believe every bit of this but it needs to be shoved in the face of every Wall Street wizard w/ a good old loyalty oath)

Why? Why would one have to pay more than their legal obligation in order to say that taxes are the "fee" we pay to live in "this bastion of freedom."

I don't mind paying taxes. I live here. I benefit from where my tax dollars go. Even when I don't benefit directly, like not having any kids but paying property taxes to support the schools. Directly or indirectly, I benefit by the existence of those schools.

Renting a PO Box somewhere outside the US, deceptive accounting to shift revenue to offshore subsidiaries - these methods are dishonest and should be illegal if they aren't already. These corporations are still US corporations, still based in the US regardless of the legalities of foreign registration and still beholden to the people of the US for their existence. They are ducking their obligation to pay, not paying more.

$21 billion in additional tax collections (tax increase) is equal to about 420,000 jobs at $50,000 per year per job. Obama's proposal will make American companies less competitive, resulting in job losses, and ultimately a REDUCTION taxes paid, not an increase in taxes..

If this results in job losses it will be because of greedy people like you trying to make as much money as humanly possible off the backs of poorly paid American workers. For shame.

Some in the GOP are complaining that Obama wants to turn America into a third world country when in fact that it is big business that is turning America into a third world country by poorly paying their workers, offering lousy or no benifits, no job security, and long hours.

Of course, if a company is paying out wages to employees, that's a business expense and can be deducted.

It's only the money that ISN'T going into jobs that gets taxed. So it would be an incentive to put more money into the company in the form of new hires if taxes went up. Higher taxes produce jobs.

Not quite. It's based on centuries of inefficient bureaucracy. For example:

A 3 percent tax on long distance phones was created in 1898 to fund the Spanish-American War, and finally repealed in 2006.

Withholding tax was created as a way for the government to take more money easier and faster during WWII, but stuck as people got used to it.

There is a big difference between the supposed Corporte tax rate and what was actually PAID . A recent study on Corporate taxes found that well over 70% paid NO income tax at ALL . That is Zip , Zero , Zilch , NADA
This is like the outrageous claims that the 39% Top rate is too burdensome a fact that omits the idea that much of those subject to that rate receive a large proportion of the income in Capital Gains and Dividends which are only taxed at 15% .
The guys who manage Hedge funds get millions in Compensation that they are allowed to treat as Capital Gains instead of Wages . The Senate Republicans stopped a change in the law to correct this by threatening to fillibuster the change and there were not sufficient votes to envoke Cloture .

You are correct. That study was done by the dept. of tax revenue of our own government at the behest of the Democratic Caucus in the House. The effective rate is the result of a labyrinth of deductions, depletion allowances, loopholes and gaming of the system such as off shore tax havens. We simply cannot go on having a high standard of living in this country unless we fund services. We cannot fund services with this low rate of taxation. We will end up as a banana republic, Indonesia or the Congo or some horrendously backward, slipshod place.
