California Governor Arnold Schwarzenegger called on Tuesday for an open debate on legalizing and taxing marijuana. A recent Field Poll showed that 56 percent of Californians support taxing and regulating marijuana as a way to address the state's fiscal crisis. Schwarzenegger was asked at a press conference if it was finally time to legalize marijuana.

"No, I think that it's not time for that, but I think it's time for a debate," he said, according to a transcript provided by Schwarzenegger's office. "And I think that we ought to study very carefully what other countries are doing that have legalized marijuana and other drugs, what affect it had on those countries, and are they happy with that decision."

The Mexican ambassador to the United States, Arturo Sarukhan, recently called for the United States to hold such a debate to address cartel-related violence. Mexico has decriminalized possession of marijuana but doesn't tax it.

James P. Gray, a retired Orange County Superior Court judge, applauded Schwarzenegger's openness. "Once people allow themselves to discuss the issue of treating marijuana like alcohol, the result is pre-ordained. Today marijuana is fully available for anyone that wants it -- expressly including our children -- so why not regulate and control it, and tax it as well? That will reduce the violence in its distribution, and bring in needed revenue for government," Gray, now a member of Law Enforcement Against Prohibition, told the Huffington Post.

Schwarzenegger referenced his native country of Austria, which has recently loosened penalties on marijuana. "I've heard that they are unhappy with that and they want to roll back some of the decisions that were made in European countries. I've had dialogue with experts over there where I was born. So I think that one ought to look at all that. And it could very well be that everyone is happy with that decision and then we can look at that. And if not, we shouldn't do it," he said.

The movement to legalize pot has picked up steam in recent months as budget deficits have plagued both state and federal coffers. But for Arnold, the decision to legalize should be made on its own merits, not merely as a way to raise money.

"But just because of raising revenues, we have to be very careful not to make mistakes at the same time," he said.

I agree to a certain extent but when you add in the bible thumpin’ puritans this whole thing will start to unravel. Or is it unroll?

Many of us can agree that to regulate pot in some way other than prohibition simply makes sense, but to someone that believes that God created Adam and Eve and that evolution is a sham, pot will never be seen as anything other than that evil weed.

I don’t know what the solution is but we must remember that even the 60’s hippies have cleaned up their acts and many are against the dangerous lifestyle they one lived, since they have kids and grand kids.

I believe this is the first time I've whole-heartedly agreed with you. A friend of mine is an addict, but instead of treatment, he has spent half of his adult life in prison. Without the legal consequences, I believe many addicts would seek help before it is too late.

The Governator says it's not time to legalize but time to have a debate. We've been having a debate for half a century. The only thing left to debate is what to do about black markets and organized crime after prohibition is lifted.

If some European countries are having problems, it's because they only decriminalized marijuana without providing a regulatory framework under which legitimate commercial supply chains can displace the cartels by pricing them out of the market.

The best way to deal with marijuana is to make it cheap. The social problems associated with the marijuana trade wouldn't exist if it didn't sell for over $6000/lb. If marijuana were a normalized market commodity, it could sell for less than $100/lb., and the black markets wouldn't be able to compete.

Legalization and Commercialization would allow us to Tax the sale of the Herb (its simply not a drug my friends... It cant kill you... PERIOD), and control/regulate its use...

Customer - "Yeah I'd like a pack of Marlboro Greens, Full Flavor"

Cashier - "Can I see your ID?"

Heres a simple concept... You can die simply from ingesting too much alchohol, you cannot die from ingesting too much marijuana... (Actually I think it is possible, but utterly implausible... You have to ingest/consume your body weight in marijuana in under 2 hours or something ridiculous like that...HAHA)

Alcohol is legal and regulated

Marijuana should be too... PERIOD

You know, this makes a whole lot of sense. Republicans should be championing this issue, not fighting against it. They're all about "personal responsibility", right? How can you achieve a responsible electorate if you don't give people anything to take person responsibility on? They always want less government intervention? Here you go..

Well, the "Black Sheep" republican, Ron Paul, is all over it, but he'll never get any national traction. We eventually have to start pushing the notion that there's really no GOP or democratic party to speak of, just the "national party-left, and national party-right." Once we get past our 'two-party" delusion, we might actually start making progress.

I agree with your point, but there's really no difference beyond the surface--in DC they're all about staying in power, as a collective; most of the proposals the make that sound deeply conservative or progressive are just political theater, as they know the other wing of their singluar party will check anything that threatens the status quo.

Repubs are Cannabis Consumers too and they are Locked up as well. I think you will find a fairly large base support for Cannabis.
Cannabis Prohibition knows nothing about Party Lines. Given the foundation of repub Mantra's of Less Gov't it is Surprising to see the level of Support for ending Prohibition...It Is the Dems that are able to "evacuate Diamonds out of Coal, from their arses" on this issue.
