California Governor Arnold Schwarzenegger called on Tuesday for an open debate on legalizing and taxing marijuana. A recent Field Poll showed that 56 percent of Californians support taxing and regulating marijuana as a way to address the state's fiscal crisis. Schwarzenegger was asked at a press conference if it was finally time to legalize marijuana.

"No, I think that it's not time for that, but I think it's time for a debate," he said, according to a transcript provided by Schwarzenegger's office. "And I think that we ought to study very carefully what other countries are doing that have legalized marijuana and other drugs, what affect it had on those countries, and are they happy with that decision."

The Mexican ambassador to the United States, Arturo Sarukhan, recently called for the United States to hold such a debate to address cartel-related violence. Mexico has decriminalized possession of marijuana but doesn't tax it.

James P. Gray, a retired Orange County Superior Court judge, applauded Schwarzenegger's openness. "Once people allow themselves to discuss the issue of treating marijuana like alcohol, the result is pre-ordained. Today marijuana is fully available for anyone that wants it -- expressly including our children -- so why not regulate and control it, and tax it as well? That will reduce the violence in its distribution, and bring in needed revenue for government," Gray, now a member of Law Enforcement Against Prohibition, told the Huffington Post.

Schwarzenegger referenced his native country of Austria, which has recently loosened penalties on marijuana. "I've heard that they are unhappy with that and they want to roll back some of the decisions that were made in European countries. I've had dialogue with experts over there where I was born. So I think that one ought to look at all that. And it could very well be that everyone is happy with that decision and then we can look at that. And if not, we shouldn't do it," he said.

The movement to legalize pot has picked up steam in recent months as budget deficits have plagued both state and federal coffers. But for Arnold, the decision to legalize should be made on its own merits, not merely as a way to raise money.

"But just because of raising revenues, we have to be very careful not to make mistakes at the same time," he said.

Well at least the politicians on borrowed time will say it out loud.

Pot prohibition is about as sensible as alcohol prohibition was.

Let's lower the crime rate over this ... who cares what someone does in their free time, they won't be anymore deadly on the roads than those who've had a few drinks (and they do it anyway).

Maybe give folks locations, like bars, where you can drink or smoke pot, like in the netherlands.

Legalizing marijuana then what next? We had enough addictions to legal stuffs like cigarettes, alcohol. We wouldn't be different from poor countries who need and get easy money by flooding the world with the likes of heroin, cocaine. Why not legalize prostitution and tax it first, if we really need money no matter what, before thinking of another addictive product?

Cannabis Is Not Addictive! Humans CANNOT become Physically Addicted to Cannabis, Cannabis CANNOT Trigger the Pleasure Center in the Brain. One can Psychologically become "Dependant" on Cannabis.

Science tells us Caffeine is Addictive/Cannabis Is Not!

We have enough problems with legal addictive drugs such as alcohol, cigarettes,... Let's prohibit alcohol and cigarettes first then others. Has anyone be able to quit smoking marijuana because it isn't addictive?

Actually, marijuana can be psychologically addictive for a small group of people. It is so good at allieviating symptoms of some forms of mental illness that there becomes quite an urge to use it. Cause and effect, dude.
For instance, when I would get deep depression episodes I sincerely would smoke myself into oblivion. The urge to feel anything but depressed is quite strong.
There is also the pain element... smoking to help with joint swelling works great.
Perhaps what is needed is a more flexible interpretation of - 'addicted'. In the classical definition, cigarettes are addictive but pot isn't. However, if you crave something that has positive medical results... where do you put the 'bar' for evaluating whether or not it is addictive ? Can desire be considered a form of addiction ?

OK, I'm just messing with your heads. But I do abhor folks who can only deal in absolutes. There are plenty of 'gray shades' with ANY drug.

You mileage may vary.....

Arnold, Please justify WHY We should be concerned about whether or not Austria is "happy with their decision".
I'm here to tell ya, that We Are Not IN Austria and What Does Or Does Not Work For Them Has No Impact Here.
Should we review? Yes, but Should We Do As They Do....Not so much.

lets see I canvassed for the 1981 marijuana initiatives to bring felony for ounce down to misdemeanor

and it took 28 years for us to get to where we are now ( talking about it in public forum )

now the odds here are not in our favor !

so if California ,s Gov can hurry it along I say more power to him !!

The science is conclusive. There is NO rational justification to continue the prohibition of marijauna.

Forget about the revenue side of the equation for now. Address the "Life, Liberty and Pursuit of Happiness".

Read about the Portugal experience. Portugal decriminalized all drugs in 2001. Since then, crime is down, addiction is down, drug use is down. The numbers speak volumes.

What is the connection or cause of once legalized the drug use is down? Are people using drug now just for the fun of getting into jail because it is illegal? If it's true then that is the most effective way to correct social ills. Legalize murder, child abuse,.., then we will see they are down. Perfect!

Comparing use of a drug with violent crime isn't rational. Nonetheless, there are lots of statistics that show that when a state (or country) legalizes or decriminalizes any substance the usage drops, especially among teens. This happened with alcohol prohibition; when prohibition was in place, alcohol usage was up, including and especially among youth. When prohibition ended use went down. States that have passed medical marijuana laws have also seen usage drop. The reasons aren't yet exactly clear, but the data is very clear. Perhaps it's that it's harder to access, or maybe it loses it's "cool" factor because it's medicine or that it's not illegal (therefore rebellious) anymore.

It's about time. Legalize all drugs and end the incarceration of all non-violent drug offenders. Prison only teaches people to behave like criminals.

This would also open up research for other medical uses. There have been lots of interesting studies using marijuana as the basis for building all kinds of drugs to treat conditions besides the current known ailments like glaucosis, cancer, etc. (I saw something on "60 Minutes" a while back... )

(btw: isn't it amazing what a politician can do when he isn't running for re-election?)

I am not a fan of pot, however I agree with your statement. I think most police officers actually agree with decriminalizing it and if we do that we should tax it. The pot of the 60's is long gone and folks are putting all kids of stronger drugs in it that do much more than just get you lazy, hungry and paranoid (ah the good old days). Any way, that could all be regulated and taxed like liquor.

If you've ever smoked some of Humboldt county's best you'd know that adding ANYTHING would make it LESS powerful. And it's not even the best there is (but darn close).
Sure, some idiots do put stuff into pot, but it's far more rare than you'd think. What would be the point ? It's already expensive, why adulterate it ?

BS, Arnold! If thousands of years of pot use aren't enough study, nothing is. Maybe we should all do steroids instead.

CA needs to crash the gate and tear down the prohibitions. All the states need the money, and I would rather see them get the cash than drug thugs.
