California Governor Arnold Schwarzenegger called on Tuesday for an open debate on legalizing and taxing marijuana. A recent Field Poll showed that 56 percent of Californians support taxing and regulating marijuana as a way to address the state's fiscal crisis. Schwarzenegger was asked at a press conference if it was finally time to legalize marijuana.

"No, I think that it's not time for that, but I think it's time for a debate," he said, according to a transcript provided by Schwarzenegger's office. "And I think that we ought to study very carefully what other countries are doing that have legalized marijuana and other drugs, what affect it had on those countries, and are they happy with that decision."

The Mexican ambassador to the United States, Arturo Sarukhan, recently called for the United States to hold such a debate to address cartel-related violence. Mexico has decriminalized possession of marijuana but doesn't tax it.

James P. Gray, a retired Orange County Superior Court judge, applauded Schwarzenegger's openness. "Once people allow themselves to discuss the issue of treating marijuana like alcohol, the result is pre-ordained. Today marijuana is fully available for anyone that wants it -- expressly including our children -- so why not regulate and control it, and tax it as well? That will reduce the violence in its distribution, and bring in needed revenue for government," Gray, now a member of Law Enforcement Against Prohibition, told the Huffington Post.

Schwarzenegger referenced his native country of Austria, which has recently loosened penalties on marijuana. "I've heard that they are unhappy with that and they want to roll back some of the decisions that were made in European countries. I've had dialogue with experts over there where I was born. So I think that one ought to look at all that. And it could very well be that everyone is happy with that decision and then we can look at that. And if not, we shouldn't do it," he said.

The movement to legalize pot has picked up steam in recent months as budget deficits have plagued both state and federal coffers. But for Arnold, the decision to legalize should be made on its own merits, not merely as a way to raise money.

"But just because of raising revenues, we have to be very careful not to make mistakes at the same time," he said.

Of course it should be legalized, but I foresee a problem. It grows well almost anywhere, and would be hard to tax effectively. Everyone would have their own plant under a 'grow' light, and that would require a huge state staff going house to house and taxing each household based on their garden crop. Come to think of it, that would be a great jobs program!

Just like everyone brews their own beer or makes moonshine in their bathtub?

I think very very few people would bother with to grow their own if they could buy a wide variety readily at convenient locations.

It's a lot of work to brew beer or make wine. Most people have house plants and planter boxes, if not outdoor gardens. No big deal.

I also foresee a problem - it probably needs to be defined as alcohol had to be as far as driving under the influence laws go, and we'll see a lot more issues. Or we'd have to rework the dui laws. At least weedies don't get violent or angry when asked to do a field sobriety test. If alcohol, which is legal, and even prescription meds, which are legal - any of that in your system gets you a dui, i'm thinking some new thinking needs to be done about consequences of driving around with it or on it. And would the taxes cover those additional costs.

Which is why we need to get rid of fluid level testing and use impairment testing. How many times have we all heard of someone falling asleep at the wheel? Driving exhausted is driving impaired and is just as dangerous as driving under the influence of a substance.

Once sat on a grand jury for 8 weeks in Southern Oregon. ALL of the violent crime cases we heard involved either alcohol or meth. 100% Marijuana = 0%

Admittedly not a valid study or sampling but result would be very close to the same.

Not only will anecdotal evidence support it but extensive reviews of the crimes committed in certain jurisdictions bear the theory out to the same extent: 100% to 0% alcohol to weed.

Republicans still think prohibition is a good idea I guess. It created the worst black market and criminal violence our country had ever seen up to that point. Now we have another one.

Marijuana was scheduled to discriminate against Hispanics.

If the republicans want to win in the 21rst century, this should be their signature platform. They would win over tons of young people. The small government rhetoric rings hollow when you support a war on citizens over a harmless personal decision.

Also, to knock hemp out of the way as a competitor for nylon, which was sold by Dupont (one of the chief anti-pot crusaders), and, I believe, released the same year pot was made illegal.

I'd like to blame 'em for being behind the times, but I'm not sure i agree ........... most of the repubicans i know like their alcohol. Really like their alcohol. I haven't known a single one to be pro-prohibition. But that might differ geographically i suppose.

A lot of that debt arose before he was governor. The economic recession just exacerbated the situation. Also the Calif Constitution requires 2/3rds support for a tax increase there making it very difficult to balance their state budget.

CA had about $6 billion when Gray Davis was in office. That was part of the reason for his recall. Under Arnold it's up over $50 billion.

The fact of the matter is that if pot is legalized, there will be no illegal drug market where drug lords make millions. Look at prohibition. Once repealed, all that black market stuff (save white lightening) went away.
