DETROIT — Basketball legend Dave Bing was elected Tuesday as Detroit's mayor through the end of the year, sweeping the incumbent from office in the city with myriad problems.

"The real work starts now," Bing said to loud cheers during his victory speech.

"What we will bring ... is efficiency, transparency, honesty and integrity back to the mayor's office," he said.

With all but two of 629 precincts reporting, Bing had 52.3 percent of the vote, or 48,951 votes, to 47.7 percent, or 44,703 votes, for Ken Cockrel Jr. Both are Democrats.

Bing, 65, will be mayor through 2009, serving the balance of the term that belonged to Democrat Kwame Kilpatrick, who resigned in September and went to jail after admitting he lied during a civil trial to cover up an affair with his chief of staff.

Bing must run again in the regular Aug. 4 nonpartisan primary and win the Nov. 3 general election to hold the mayor's seat for a full four years.

The founder of steel manufacturer The Bing Group announced his run for mayor the day after Kilpatrick stepped down as part of pleas to two criminal cases.

Cockrel, 43, was City Council president before Kilpatrick's departure automatically promoted him to the mayor's office. He'll go back to that job now.

Bing praised Cockrel for running "a hard-fought campaign" and said he looked forward to working together when Cockrel returns to the council.

About 15 percent of the city's registered voters participated. A proposal to revise the city charter also was on the ballot and passed overwhelmingly.

"I don't like either one; it's like tossing a coin. But I'll give Bing a chance," Bonnie Brookslee, 78, said after voting at King High School, east of downtown. "Cockrel went along too much with Kwame when he was on the council."

About an hour before polls closed at 8 p.m., Bing said he would release the names of about 31 people ready to join his team after a board of canvassers certifies vote totals. Prominent names are on that list, Bing said.

Canvassers have 14 days to certify the totals, but it's more likely certification will be complete in about 10 days, elections director Daniel Baxter said Monday.

Scandal caused the special election, which cost $2.5 million including the Feb. 24 primary, but Detroit has other issues on its plate. The city has a $250 million to $300 million budget deficit, double-digit unemployment and a wave of home foreclosures.

Bing was the No. 2 overall pick by the Pistons in 1966 out of Syracuse. He played in Detroit until he was traded in 1975 and is a member of professional basketball's Hall of Fame.

His Bing Steel company opened in Detroit in 1980, and The Bing Group is a manufacturer and supplier to the auto industry that employs about 500 workers.

He had supported Kilpatrick, but grew disenchanted by the sex scandal that drove Kilpatrick from office and the lethargy that followed at City Hall.

Cockrel was elected in 2005 to his third term on the Detroit City Council and was elevated to president after receiving the most votes.

He moved up to the mayor's office on Sept. 19 and found evidence of fiscal mismanagement and incomplete financial records. He announced the city's deficit could be as high as $250 million.

Bing overcame criticism about his sudden move from suburban Oakland County to an apartment near downtown Detroit to run for mayor.

He also was on the hot seat when he acknowledged he was "not correct" when he claimed to have earned a master's degree in business administration. A comment made on a videotape touting education and staying in school on the National Basketball Retired Players Association Web site was meant to be interpreted in a different manner, Bing told The Associated Press in March.

Bing also said he didn't receive his bachelor's degree in 1966 from Syracuse as he claimed. The economics degree actually was awarded in 1995 after Bing completed lost coursework.

You probably voted for the ACTOR that was President and started this country down the slippery slope that led to the mess President Obama is now cleaning up. Take a look at the picture provided with the article - I don't think Mayor Bing has been playing much basketball for a few decades now. He has, however, managed to grow a thriving business within a depressed city economy for almost 30 years.

Dave Bing is a business man and in Detroit he may be known more for that. He is also a fresh start. Someone free from scandal. I like Ken Cockrel and I believe in his integrity but he has been part of the system for too long. Good luck Dave!

I wish new mayor Bing well. The posters here who don't know the history of this election, need to temper some of their comments. There were 15+ people in the primary. There were some really good people, but with low name recognition and very little time to campaign. The top two are famous names in the area, so they gravitated upward. Neither is a bad person and could potentially do a good job. However, I believe nothing will be accomplished until 2010 after the permanent election in Nov. Bing will be a placeholder until the next election, and will have the advantage of being the incumbent. He just needs to be sure not to screw anything up in the meantime. The more critical event will be the election of the city council in the fall. There are some real nut-jobs on the council now, and those people need to be kicked out. They are elected at-large, so name recognition is once again the driving force for votes. The charter revisions approved today will go a long way; hopefully they will include a change to electing councilmembers by district for more accountability. Probably more than you wanted to know about Detroit politics, but hang in there for us. Things can change yet.

Detroit is facing many, many problems. But Detroit can come back with the right leadership. If you are an out of stater or a suburbanite, you really don't understand the heart that is Detroit. There has been a history of greed, graft, and dishonesty. I think, come next November, you might see a new mayor and a new city council.

The ex-Mayor of Detroit was, hopefully, the last person to reward his high school friends with jobs they weren't qualified for and ended up being overpaid. Hopefully, he was also the last person to have questionable ethics, morals, and loyalty.

Enough of this "Let's treat Detroit/Michigan as the septic tank of the country" nonsense. Some of the best neighbors I ever had still live in Detroit. The good folks in the Gulf instantly understood why I could empathize with their situation when I visited after Katrina once they discovered where I was from. Our time is much better spent pulling together during this economic crisis than trashing others who are unknown to us.

14% of voters? Is this what Dr. King f()ckin' died for? First the election and re-election of the Manchild-Thug, baby prince of the Kilpatrick crime family. Then, GOD help us, the seating of Martha Reeves to the city council...now an inexperienced former basketball player the run a city of precipice of failure. Way to go Detroit, keep bucking the trend of the New-Black Political Movement of intelligent and responsible public officials.

I feel so sorry for all of the black children living on those crime-ridden streets, going to those abysmally failed schools toward futures of prison, poverty, broken families and early deaths.

I agree here also! I lived in Detroit during the Archer Administration and Dennis Archer was a fine Mayor, he just had the misfortune of having an idiotic City Council, along with a local media that expected him to clean up 20 years of chaos with one arm tied behind his back, while fighting off a bunch of sore losers that wanted his job. Watching the hoop jumping and high wire acts Mr. Archer tried his best to endure, I was unimaginably frustrated for him and did not blame him one bit, when he decided not to run again.

Best thing would be to have the Feds subsidize the demolition of most of Detroit and give out housing vouchers to anyone that wants to move elsewhere.

And the rest of the nation should take a look at what liberal policies will do to a city.

Being a native Detroiter I take offense with that comment. Ronald Regan helped screw up the city because our Mayor Colman Young was not going to take any of his crap. So they systematically cut all funding for public projects. Needless to say Detroit has a great reputation Worldwide for its contributions to music. The main reason I have spent the last 20 years living in the UK and finally settling in Japan is because of being involved in the music scene in Detroit so anyone who has anything to say should show us what their city has contributed to the world. As usual Americans miss the gem right under their nose. Its a tough place but we are survivors and innovators. Can you say the same about where you live? Any Motown's there? Great rock bands? Thought not!

Detroit Mayoral elections are non-partisan. Everybody eligible gets to run in the primary with the top vote getters moving on to the election. If the Republicans bothered to field some candidates maybe they'd have a shot. I think Republicans are afraid of trying to tackle Detroit because they know they'd be ineffective. Detroit is the direct result of failed Federal, primarily GOP, policies.

Congrats Mayor Bing! Detroit has finally done something right for a change here..He might be just what that city needs as he was successful as a NBA player and as a businessman with the Bing Group. His roots are in that city and I wish him all the success....
