WAYNE, Mich. — Ford Motor Co. stripped "truck" from the name of one its Detroit-area plants Wednesday as it announced plans to build its next-generation Focus here, including a battery-electric version Ford expects will run up to 100 miles without using gas or emitting greenhouse gas.

While Chrysler LLC sells assets in a New York bankruptcy court, and General Motors Corp. works around the clock on ways to cut labor costs and debt before a government imposed deadline, Chairman Bill Ford Jr. and CEO Alan Mulally announced plans to invest $550 million to retool the Michigan Truck plant so it can make small cars it will sell worldwide.

"In the worst of times worldwide, we're here today to celebrate a plan to profitably grow Ford," Mulally said. "We're fighting for the soul of manufacturing in the United States of America and worldwide."

Mulally said that the Dearborn, Mich.-based automaker would build more than 2 million vehicles a year on its small C-car platform globally.

Ford and Mulally were flanked by a crowd of 500 employees, reporters and state officials, including Michigan Gov. Jennifer Granholm.

The retooled facility, which once built hefty sport utility vehicles like the Lincoln Navigator and is now called the Michigan Assembly Plant, will build Ford's next-generation Focus, expected to roll off the line next year. Those cars will be sold globally.

The plant will also build a new battery-electric version of the Focus for the North American market in conjunction with battery maker Magna. That vehicle is expected to debut in 2011.

"We're building the highest tech vehicle in our fleet here in Michigan," Ford said. "It going to be a critical step toward the commercialization and ultimately the acceptance of electric vehicles."

The plant that once helped Ford's profitability, is expected to do the same with the Focus, Mulally said.

The struggling automaker, which lost $1.4 billion in the first quarter, said roughly 3,200 jobs will be created in Michigan because of the plant conversion and will reopen late next year.

Mulally said that Ford's restructuring efforts are "on track" as the company has cut labor costs, debt, and is adjusting its manufacturing operations to meet consumer demand.

Ford said it will also consolidate operations at its Wayne Assembly plant and transform two other truck and SUV plants _ Cuautitlan Assembly in Mexico and Louisville Assembly in Kentucky _ as part of the retooling. UAW vice president Bob King said Ford's Ohio Assembly plant in Avon Lake, Ohio, is also on the list to build new cars.

The majority of Ford's investment will be spent on manufacturing at the site and the remainder on engineering and launch costs. Michigan, Wayne county and the city of Wayne have contributed more than $160 million in tax credits and grants to support Ford's expansion.

In addition to Ford's zero-emission Focus battery-electric car, the company is working on several other product plans. The company is working with Smith Electric to sell a battery electric commercial vehicle for North America in 2010, the Transit Connect. It also plans to introduce in 2012 a next-generation hybrid vehicle and a plug-in hybrid vehicle.

Ford is the only U.S. automaker not taking any government aid, but it has talked to President Obama's auto task force regarding suppliers who are ailing as GM and Chrysler halt production and face running out of cash.

"We have no issues right now paying our bills on time," Mulally said. "The supply base is the No. 1 issue."

He said that stabilizing the banking sector would be helpful to suppliers because it would offer them easier access to credit, which many need to fund basic operations. Mulally said that it's unclear whether the task force would offer additional aid to supplier, but said Ford was not in the position to carry the entire supply base.

Ford shares rose 41 cents, or 7 percent, to close at $6.26.

I have had very good luck with my Fords, they are cheap, reliable, and create American jobs (Just as H. Ford intended). My only complaint is that I have never been happy with the fuel econ with them and all that I can say is HOORAY For Ford for finally committing to mass producing a PEV! I sincerely hope they bring the TDI Verve/Fiesta here soon as well! I am holding out on buying a Hybrid Fusion for the cost and for the possibility of a PEV.

When Ford sells the Fiesta EcoNetic 65MPG Diesel, and permits (warranties) the use of B20 to B50 biodiesel, I'll care.

Until then gas-electrics are JUST NOW catching up to the standard economy of any VW Diesel built since 1990. The 1998 new Beetle was rated 48MPG highway, it's 11 years old. I'd buy that over a Ford any day, most notably because unlike most Americans, I can drive like a Euopean and prefer manually shifting my gears.

Honda's first insight, which was only sold as a manual, would be the only Hybrid I'd give any weight to. 62MPG EPA rated, but only a two seater. My Jetta seats 4 250LB adults in extreme comfort, for over 700 highway miles, with handling that Ford cannot come near. I want my 80s Ford back.

Diesel is not gasoline. Diesel mpg is not comparable to gasoline mpg. Furthermore, the EPA revised its methods in the last two years--48 mpg EPA (diesel or gasoline) in 1998 is not 48 mpg EPA (diesel or gasoline) in 2009.

Hooray Ford!

Make it cool to drive American cars again!

The reason Ford will weather this recession is because of several things:

1. They did not take bailout money and remain a free-market company. Much respect to them.
2. Their quality met and exceeded Toyota's about 3 years ago. Now it's just a matter of getting the word out and proving it over time.
3. Their style has improved immensely. With the exception of that Flex vehicle, all of their cars look great inside and out.
4. Great customer service at the dealerships.

I've been a VW fan for years, but hate the customer service and reliability is sketchy. After I tire of my GTi, my next car will definitely be a Ford and likely a hybrid or electric. It'll just be weird getting used to the mechanics of an electric. I do all my own vehicle maintenance and I'll be a bit lost with an electric.

And you gotta admit, VW has problems with customer service at the dealership. I had a 2000 Beetle which was an absolute piece of crap. The '04 GTi has been great so far and is a blast to drive, but I'm tired of dealing with them.

In the 2009 JD Power Dependability Study, VW ranked 36th of 37 brands--only Suzuki had a lower dependability rating. Be glad yours was the exception.

He wants US to have less rights at traffic stops and have more drug seizures kept as evidence.

It's a hybrid that get 41mpg. It looks good, drives smooth, and plenty "swanky" gadgets, and under $27k.

IT NEEDS TO BE UNDER 21K and then I will buy one

Your absolutely joking, right? My Diesel VW -- built on 90s technology -- gets 41 city and 50 highway as it sits without electric assistance, and already can run a variety of alternative fuels from natural gas to biodiesel without any modification.

If you really think that 41MPG is "impressive" wait until the diesel-electric VW Jettas and Golfs come out toting 70MPG highway and 61MPG city. The difference is those cars won't have crappy interiors (like the Prius), handling (Something Ford can't say they really have, and yes I've driven a recent Ford) and most importantly style. The new Focus (badging) is hideous and one of the first things I'd rip off if I bought one.

Give me the Fiesta Econetic (Google it, it's the 65MPG car that Ford says it can't sell in the US despite it already meeting Bin5Tier2 emissions requirements -- thus being a 50-state Legal diesel passenger car), and I'll change my mind. Ford even boasted that their 1984 Escort Diesel's EPA rated 68MPG was BETTER than the leading Honda 750 import motorbike.

I agree with a before mentioned comment...seeing is believing. I won't believe a word that comes out of their mouths until EVs are sold...not leased like what happened last time. When they leased the EVs in the past, they decided to pull them from the market...and everyone had to give them up.

So...even if/when they put something out, I still won't hold my breath because they could easily cave when the economy starts back up and people forget about the environment again.

if ford beats the japanese to market in compact all-electrics, i think they would have their foot half in the door.

I have a Ford Focus now. I'm so delighted they are going to make the Focus model into an all electric vehicle. I'll gladly trade mine in for the electric model. I'd be so happy if I never have to stop at the gas station again in my life.

Ford or one of the flailing domestics should be more aggressively involved in the research done by organizations such as HEVT on conversion of existing vehicles to electric or plug-in hybrid.

The F150 was the most-sold vehicle in America for years. The tech exists now to retrofit those hundreds of thousands of F150's to plug-in hybrids with an all-electric range suitable for short commutes and a hybrid fuel mileage above 40 mpg. Increasing the efficiency of those vehicles not only reduces our carbon footprint, but instead of spending all the energy involved in manufacturing a *new* car body, we recycle an existing car body into a more efficient platform.

Put the technicians at domestic auto dealerships to work on conversions ... thousands of jobs, billions of dollars of revenue, and some of the buyers *most* reluctant to give up their vehicle for a small car with much less utility than their existing truck are suddenly proponents of greening our transportation system.

My father worked for an oil company back in 1970. He told me that whe the Ford Falcon and Chevy Corvair were introduced, the oil companies were furious that a economy car would be built.

oh it happened long before then. Check out the antitrust suit back in the 1950's where standard oil, detroit and firestone all colluded to dismantle the trolley and passenger railroad system in the US. They were fined 1 dollar.
