President Obama's budget released Thursday takes a step backward from a controversial political position he had taken during the presidential campaign.

Obama, during the primary campaign, pledged his support of needle exchange programs to slow the spread of HIV/AIDS. When he took over the White House, the administration website affirmed: "The President also supports lifting the federal ban on needle exchange, which could dramatically reduce rates of infection among drug users."

Yet Obama's budget includes language that bans spending federal money on needle-exchange programs.

White House spokesman Ben LaBolt said the administration isn't yet ready to lift the ban - but Obama still supports needle exchange.

"We have not removed the ban in our budget proposal because we want to work with Congress and the American public to build support for this change," he said. "We are committed to doing this as part of a National HIV/AIDS strategy and are confident that we can build support for these scientifically-based programs."

He added, "In recent years, Washington has used the budget process to litigate divisive issues and score political points. This practice, which both sides have engaged in, has limited our ability to tackle our major economic challenges. President Obama decided not to play politics as usual with this budget and while he remains committed to supporting the program he wants to address that through the normal legislative process."

The White House website no longer features the president's support of the program, however. See the before and after here.

"It's hard to imagine how removing mention of support for a proven lifesaving program from the White House website is part of a grand strategy to 'build support' for syringe exchange," said Tom Angell, a spokesman for the group Law Enforcement Against Prohibition.

Obama's budget also includes a provision known as the "Barr Amendment," which prevents the District of Columbia from implementing a medical marijuana law that voters passed in an overwhelming referendum. Obama has pledged not to use Department of Justice resources to raid medical marijuana clinics in states where it is legal.

UPDATE: The Center for Global Health Policy writes in, noting that Obama also underfunded the Global Fund to Fight AIDS, TB and Malaria, which funds a wide variety of prevention efforts, including needle exchange in Eastern Europe, where drug addiction and HIV/AIDS rates are both soaring:

Another major disappointment for global health advocates is the Obama proposal for the Global Fund to Fight AIDS, TB and Malaria. Countries rely on the Fund, in particular, for funding for tuberculosis programs, and so far the Fund has also provided over $600 million for health system strengthening. The Global Fund requested $2.7 billion from the US for 2010, but the Administration is proposing only $900 million, the same level as 2009. Unless Congress goes above the Administration's proposal, the US will miss a major opportunity to use the Fund to leverage more donations from Spain, Germany, and other countries, and AIDS, TB and malaria programs will be stalled.

Did you compare the amount that came from PACs as opposed to individual contributions? Comparing the PAC is especially important when reviewing contributions received by Obama.

I agree that it sucks that he backed off of his support, but he hasn't abandoned it completely. Let's not forget that one of the things that made us so angry the past 8 years was the way the Bush administration rammed their neoconservative agenda down our throats. Obama isn't trying to duplicate that strategy. As much as Republicans complain about Obama railroading his agenda, stories like this show that he really is approaching things pragmatically, the same way he has since the campaign. I think the reason his popularity remains as high as it does is the fact that no matter what he does, when he explains why he's doing it, it doesn't sound like he's giving you a load of bs. He's pretty honest, especially for a politician, so let's just try and keep things in perspective.

Perspective? Here is your perspective......the Prez just condemned thousands of people to death...how's that? GET IT? The President of the United States, Mr Hope and Change Himself, just condemned thousands of people to death and also the people who happen to come into contact with them!! He seems to be obliterating every platform that I personally supported him for. As a COMMUNITY ORGANIZER/ACTIVIST/HIV-AIDS HEALTH EDUCATOR, I AM DISGUSTED with him. That's a really good point--thanks for putting this into perspective. It would be a huge mistake for us, politically and ethically, to fall into the "But it's OK when we do it" trap (another thing we, rightly, got very angry at the last administration for).

let us not forget we were governed for eight years - by a gov't that has put this country in dire straits. obama has been president since january - and what ? do you expect the mess the bush adminstration left behind just disappear. president obama is doing a great job and although i don't agree with everything he has done - i do know he has the best interest of the people in mind - there are many envious people commenting tonight. i support my president - and pray for him daily.

Obama has to spend money first before he can start reducing the deficit, otherwise the economy would still be in freefall. But I suspect that anything he does will be wrong for you. So much for "science-based public policy!"

If we do not control the spread of HIV, in the ways that we already know work --- among the most effective of which is syringe exchange --- not only will lives be lost, but the cost of care will continue to exceed available resources. Read the research. Syringe exchange saves live and that saves money.

HIV spreads geometrically while politicians dither. The bigoted spirit of Jesse Helms lives on in this ban. Bill Clinton also thought needle exchange was a good idea. How many preventable HIV infections have happened since Clinton did nothing with that evaluation of the facts? Syringe exchange is public health; realistically, nobody but government can fund public health; this federal funding ban must be lifted. Lifting this man is already 20 years late.

Every day this terrible virus corrupts new lives; how can we know how to slow that spread of this pandemic yet continue to refuse to do what saves lives?

Anybody who expected this stuff to change immediately was deluded. Washington, as a whole, dislikes and resists change. The changes will occur slowly, fought "tooth-and-nail" every inch of the way by members of both parties. Much has been accomplished, more has been begun, but much compromise will be required. Give it time.

Good idea if only he cared.
He doesn't need the public now that we elected him.
He has Wall street and the financial institutions who contributed tons to his campaign.
THEY are the ones he cares about and wants to make sure to keep them happy.

That's why I took myself off their mailing list.
The last straw for me was when I got an email from the O pac about a month ago asking for a contribution to help spread the word and help get the budget passed.

I told them to go to Wall Street and the banks to get OUR money. Then I hit 'send' as well as clicked on the 'unsubscribe' link at the bottom.

What are you annoyed at? If you read the article you should have seen that they inexplicably said they still support the program but they don't want to pass law through a budget process. This is a step in the RIGHT direction. These are the kinds of things that will FIX how government works.

My god, it's amazing how even the Obama supporters are starting to buy into these lame misleading headlines and skewed reporting.

I trust him implicitly on this one. No so much the banks and the hesitancy to prosecute for war crimes, but his one will be saved.

To support this program seems like the decent thing to do, period. And how much money are we talking about here in a $3.5 trillion dollar budget.? I have decided that President Obama's priorities are in direct proportion to the amount of money donated to his political campaign. Wall Street came first, then the unions, maybe someone can review his campaign contributions to tell us what comes next.

On the face of it -- very disappointing. However if some research was done in looking at countries where these programs are being tried out to find out what the success or failure rate really is, might provide some help to bring this huge problem under control.

Then the (careless) john has to take responsibilty to use protection. AND/OR the young infatuated teen gets carried away with a person very charming....and we all know the rest of the story. A disease can get spread or an unwanted life created. Yes! the needle exchange program has been very successful and it it has also had the added benefit of educating people.We will not lose this program.
