President Obama's budget released Thursday takes a step backward from a controversial political position he had taken during the presidential campaign.

Obama, during the primary campaign, pledged his support of needle exchange programs to slow the spread of HIV/AIDS. When he took over the White House, the administration website affirmed: "The President also supports lifting the federal ban on needle exchange, which could dramatically reduce rates of infection among drug users."

Yet Obama's budget includes language that bans spending federal money on needle-exchange programs.

White House spokesman Ben LaBolt said the administration isn't yet ready to lift the ban - but Obama still supports needle exchange.

"We have not removed the ban in our budget proposal because we want to work with Congress and the American public to build support for this change," he said. "We are committed to doing this as part of a National HIV/AIDS strategy and are confident that we can build support for these scientifically-based programs."

He added, "In recent years, Washington has used the budget process to litigate divisive issues and score political points. This practice, which both sides have engaged in, has limited our ability to tackle our major economic challenges. President Obama decided not to play politics as usual with this budget and while he remains committed to supporting the program he wants to address that through the normal legislative process."

The White House website no longer features the president's support of the program, however. See the before and after here.

"It's hard to imagine how removing mention of support for a proven lifesaving program from the White House website is part of a grand strategy to 'build support' for syringe exchange," said Tom Angell, a spokesman for the group Law Enforcement Against Prohibition.

Obama's budget also includes a provision known as the "Barr Amendment," which prevents the District of Columbia from implementing a medical marijuana law that voters passed in an overwhelming referendum. Obama has pledged not to use Department of Justice resources to raid medical marijuana clinics in states where it is legal.

UPDATE: The Center for Global Health Policy writes in, noting that Obama also underfunded the Global Fund to Fight AIDS, TB and Malaria, which funds a wide variety of prevention efforts, including needle exchange in Eastern Europe, where drug addiction and HIV/AIDS rates are both soaring:

Another major disappointment for global health advocates is the Obama proposal for the Global Fund to Fight AIDS, TB and Malaria. Countries rely on the Fund, in particular, for funding for tuberculosis programs, and so far the Fund has also provided over $600 million for health system strengthening. The Global Fund requested $2.7 billion from the US for 2010, but the Administration is proposing only $900 million, the same level as 2009. Unless Congress goes above the Administration's proposal, the US will miss a major opportunity to use the Fund to leverage more donations from Spain, Germany, and other countries, and AIDS, TB and malaria programs will be stalled.

If President Obama is going to fulfill every campaign promise in his first 4 months he's not going to have much to do for the rest of his term. Part of the problem is people think he's been president a lot longer than he has.

ofif topic. and vouchers are nothing more than funneling money into religious institutions. you want your kid to go to a parochial school then pay for it yourself. also, when a school starts accepting money from the government then you give up the right to do what you want as far as curriculum etc. there are strings attached to government money. the very reasons that conservatives are pro-voucher will evaporate if vouchers were to be employed. ie. sex education, evolution, etc. read up. and quit your "outrageous sin" crap.

If you voted for Obama for change that you can believe in, you can believe that this change means that more ID drug users & their sexual partners will be HIV+. This is a small but important change.

If we're going to go with small beer stories, how about the one where the administration cut the school choice program for DC kids? There was a big demonstration in DC yesterday. A couple of Obama's kids' schoolmates had their scholarships cut, so they can't go to sidwell next year.

This seems pointless if folk want to die on drug that is there right. Just legalize it! That is there problem if they kill themselves with dirty needles. It's life. It's better than cutting money out of the school funding.

The budget is kind of a big deal. It's by far the biggest one in history, and there are far more important stories than this one.

Let's just call him President Clinton. Hillary supported needle exchange only when it became a political plus.

Maybe we have another gem to thank Rahm Emanuel for. Clinton is leaving more of a stamp on the Obama administration than Obama is.

Stop with the freaking out. Read carefully:

"President Obama decided not to play politics as usual with this budget and while he remains committed to supporting the program he wants to address that thru the normal legislative process."

This is very smart and wise. He is not going to hold up the entire budget over this issue. Furthermore, it is important enough to warrent "..the normal legislative process." Wouldn't that indicate that this issue, and the resolution of it, would mean that it won't be so exposed to budgetary whim in the long term?

Between this issue and the issue of legalizing certain drugs, I would place my money that Obama will have a long-term, cohesive answer to these problems -- as he always seems to have. He just needs some time.

IOW, toss it off to Congress. Everyone knows how courageous and intelligent Congress is, especially when it comes to controversial legislation of any sort.

This administration seems content to be pushing off a lot of things to the dysfunctional legislative branch to avoid all the icky politics of keeping campaign promises. Thankfully President Obama reversed his initial inclination to let the legislative branch deal with stem cell research. They'd still be in the talking and compromising stages if he hadn't changed his mind about that.

But you are right -- people getting infected with dirty needles or rotting in prison for holding some weed should just wait for some long term solution from their elected representatives. Because heaven knows our elected officials have a stellar track record of effectively delivering on that sort of common sense legislation.

You and Obama give the legislative branch a heck of a lot more credit than they deserve. *If* they were able to craft and pass common sense legislation I would agree with you and the president wholeheartedly. It would be more effective to go the legislation route. But the fact is these days Congress is where good ideas and legislation goes to die. And now, because it has been tossed to the legislative branch people will be infected and will die. That's what happens when political pragmatism takes hold.

I appreciate what you are saying even tho I think you're a bit cynical, which is not a far leap from political pragmatism.

We could quibble over the true meaning of "long-term" I suppose. I would think, given the pace Obama is going, legislation regarding this will be put to Congress before the end of the year.

Considering this issue has been completely neglected for decades, a few months is surely not that hard to endure. Did you believe him or not when he talked (nearly every stop) during his campaign of patience and compromise? Neither of these attributes means giving up.

I was 300% for Obama ... but his refusal to hold Bush accountable and several other items is making it hard for me to ignore that this seems a lot like the same old elite running everything for their own profit while government does the actual robbing for them. How many breaks with campaign promises are we at now? One thing I know for sure the banks are breaking the backs of the working class taking huge amounts of money while fighting to maintain high interests and little if no relief for homeowners against foreclosure. When the hole thing comes down around us and even food becomes scarce we know the actual people who did this to us.
