President Obama's budget released Thursday takes a step backward from a controversial political position he had taken during the presidential campaign.

Obama, during the primary campaign, pledged his support of needle exchange programs to slow the spread of HIV/AIDS. When he took over the White House, the administration website affirmed: "The President also supports lifting the federal ban on needle exchange, which could dramatically reduce rates of infection among drug users."

Yet Obama's budget includes language that bans spending federal money on needle-exchange programs.

White House spokesman Ben LaBolt said the administration isn't yet ready to lift the ban - but Obama still supports needle exchange.

"We have not removed the ban in our budget proposal because we want to work with Congress and the American public to build support for this change," he said. "We are committed to doing this as part of a National HIV/AIDS strategy and are confident that we can build support for these scientifically-based programs."

He added, "In recent years, Washington has used the budget process to litigate divisive issues and score political points. This practice, which both sides have engaged in, has limited our ability to tackle our major economic challenges. President Obama decided not to play politics as usual with this budget and while he remains committed to supporting the program he wants to address that through the normal legislative process."

The White House website no longer features the president's support of the program, however. See the before and after here.

"It's hard to imagine how removing mention of support for a proven lifesaving program from the White House website is part of a grand strategy to 'build support' for syringe exchange," said Tom Angell, a spokesman for the group Law Enforcement Against Prohibition.

Obama's budget also includes a provision known as the "Barr Amendment," which prevents the District of Columbia from implementing a medical marijuana law that voters passed in an overwhelming referendum. Obama has pledged not to use Department of Justice resources to raid medical marijuana clinics in states where it is legal.

UPDATE: The Center for Global Health Policy writes in, noting that Obama also underfunded the Global Fund to Fight AIDS, TB and Malaria, which funds a wide variety of prevention efforts, including needle exchange in Eastern Europe, where drug addiction and HIV/AIDS rates are both soaring:

Another major disappointment for global health advocates is the Obama proposal for the Global Fund to Fight AIDS, TB and Malaria. Countries rely on the Fund, in particular, for funding for tuberculosis programs, and so far the Fund has also provided over $600 million for health system strengthening. The Global Fund requested $2.7 billion from the US for 2010, but the Administration is proposing only $900 million, the same level as 2009. Unless Congress goes above the Administration's proposal, the US will miss a major opportunity to use the Fund to leverage more donations from Spain, Germany, and other countries, and AIDS, TB and malaria programs will be stalled.

Awfully hasty to accuse the President of breaking campaign promises. Why don't we all calm down and give Obama a little breathing room? With all the gargantuan crises he is juggling 24-7 you would think just maybe we could ease up a little bit and stop feeding the hysteria that is going on! A lot of people are in "survival mode" and emotions are volatile. People act out in frightening ways ... let's report & discuss the news, but tamp down these sensational headlines and do your part to help keep people calm while we get some of these things straightened out.

Nor do we want another dictator - we just got done with one. There are a ton of problems in the world, even Obama cannot solve them all simultaneously, and to do it properly, with discussion and compromise (even Obama isn't right every single time either) to come to the best solution, takes time.

Not so! Look at the bigger plan and read between the lines. Turn the TV off and read. Then call your representatives in Congress to say you want a national health insurance plan for all Americans. They have one and if it's good enough for them why not us?

Not passing healthcare is a critical mistake. Join the president and Dr. Dean in passing the public option of universal healthcare. There is going to be some concessions especially before the rest of the budget is passed to keep the major initiatives rolling.

was 'somebody" making a fuss about this program and it';s funding? if so I missed it. I thought is was an effort to not bloat thye budget more, nothing else.
I haven't seen any politcal issues about this in the last 6 months. am i wrong where is the fire?

I agree and I hope Americans don't get caught up in second guessing before they get the details and understand that the larger plan is to pass a national health plan! That is the main objective which would include a HIV and an addiction initiative. Remember folk, all of these incremental health issues are part of a larger plan that must pass Congress with his leadership. You should contact your members of Congress and not let them stop a national health insurance plan for all Americans. This is our time to help this happen.

In the grand scheme of things, this is a small issue for him to sacrifice to Republicans for who knows what exactly... but with the AIDS rate higher in DC than in Botswana, though, it might become a pretty big issue faster then he thinks-I sure hope it was worth it.

Did he really champion this cause? Since it wasn't of importance to me during the campaign, I can't remember. But this reminds me of 3 weeks ago when I went to the casino and saw a disposal for needles, and it was full and see thru. I was appalled.

People made a big deal when Kerry said he voted for something before he voted against it. Obama, on a host of issues, from the occupations to needle exchange, to renegotiating NAFTA and its progeny, to deregulation takes both sides of the positions simultaneously -- thus keeping the same number of troops in Iraq that Bush had there while he claims we're withdrawing, favors ending the ban on exchanging needles but keeps the ban in place, talks in favor of deregulation while choosing an economic team that by history and current action oppose reregulation, and continues to push NAFTA and its progeny with no worker or environmental protections.

Right now his double-talking is popular. But that's not going to last, especially since the people have rejected Republican know-nothingism and superstition in favor of progressive change.
