WASHINGTON — The Obama administration, which promised a sharp break from the Bush White House on global warming, declared Friday it would stick with a Bush-era policy against expanding protection for climate-threatened polar bears and ruled out a broad new attack on greenhouse gases.

To the dismay of environmentalists, Interior Secretary Ken Salazar refused to rescind a Bush administration rule that says actions that threaten the polar bear's survival cannot be considered when safeguarding the iconic mammal if they occur outside the bear's Arctic home.

The rule was aimed at heading off the possibility that the bear's survival could be cited by opponents of power plants and other facilities that produce carbon dioxide, a leading pollutant blamed for global warming.

The Endangered Species Act requires that a threatened or endangered species must have its habitat protected. Environmentalists say that in the case of the polar bear, the biggest threat comes from pollution _ mainly carbon dioxide from faraway power plants, factories and cars _ that is warming the Earth and melting Arctic sea ice.

Salazar agreed that global warming was "the single greatest threat" to the bear's survival, but disagreed that the federal law protecting animals, plants and fish should be used to address climate change.

"The Endangered Species Act is not the appropriate tool for us to deal with what is a global issue, and that is the issue of global warming," said Salazar, echoing much the same view of his Republican predecessor, Dirk Kempthorne, who had declared the polar bear officially threatened and in need of protection under the federal species law.

Kempthorne at the same time issued the "special rule" that limited the scope of the bear's protection to actions within its Arctic home.

The iconic polar bear _ some 25,000 of the mammals can be found across the Arctic region from Alaska to Greenland _ has become a symbol of the potential ravages of climate change. Scientists say while the bear population has more than doubled since the 1960s, as many as 15,000 could be lost in the coming decades because of the loss of Arctic sea ice, a key element of its habitat.

Environmentalists and some members of Congress had strongly urged Salazar to rescind the Bush regulation, arguing the bear is not being given the full protection required under the species law.

Others, including most of the business community, argue that making the bear a reason for curtailing greenhouse gases thousands of miles from its home would cause economic chaos.

Reaction to Salazar's decision Friday was sharply divided.

Alaska Gov. Sarah Palin hailed the decision as a "clear victory for Alaska" because it removes the link between bear protection and climate change and should help North Slope oil and gas development. Both of Alaska's senators and its only House member also praised the decision and rejected claims the bear won't be protected.

Sen. James Inhofe of Oklahoma, a global warming skeptic and the ranking Republican on the Senate Environment Committee, applauded Salazar "for making the right call and applying a commonsense approach to the Endangered Species Act" and climate.

But environmentalists and some of their leading advocates in Congress were disappointed.

"The polar bear is threatened, and we need to act," said Sen. Barbara Boxer, D-Calif., who chairs the environment panel, adding that she disagreed with Salazar's decision not to revoke the Bush regulation.

Andrew Wetzler, director of wildlife conservation at the Natural Resources Defense Council, said the Endangered Species Act should be part of the government's arsenal in fighting climate change "and it shouldn't be unilaterally disarming itself for no reason."

"For Salazar to adopt Bush's polar bear extinction plan is confirming the worst fears of his tenure as secretary of interior," said Noah Greenwald, of the Center for Biological Diversity, which along with the NRDC and Greenpeace has a lawsuit pending challenging the bear rule.

Salazar noted that he has overturned a string of Bush-era regulations, including last week restoring a requirement that agencies consult with the government's most knowledgeable biologists when taking actions that could harm species. "We must do all we can to protect the polar bear," he said, but that using the species protection law "is not the right way to go."

The way to deal with climate change is a broad cap on greenhouse gases, he said.

Congress is considering cap-and-trade legislation forcing a reduction on greenhouse gases, and, separately, the Environmental Protection Agency has begun working on a climate regulation under the Clean Air Act. Last month, the EPA declared carbon dioxide from burning fossil fuels and other greenhouse gases a danger to public health.

The last word is still to be heard on linking species protection and climate change.

Earlier this week, the U.S. Fish and Wildlife Service began a review of whether the American pika, a tiny rabbit relative living in high altitudes of 10 Western states, is threatened by climate change because the mountain areas are becoming warmer.

The American pika is no polar bear, but the arguments may be the same.

If you check the facts you will see that the polar bear populations are at least stable, and certainly are not in danger. The Arctic ice cap also seems to be doing OK. That should be good news to everybody.

Too bad it's not enough for them to save endangered species like the Polar Bear...

Apparently, they fail to acknowledge that we humans are in the same boat (so to speak) and have already been suffering the consequences world wide, in the form of higher incidence of extreme weather (like Hurricane Katrina), severe droughts including here in the U.S. and the cause of unstoppable wildfires in Australia burning hundreds of thousands of acres, rising flood waters that have rendered largely inhabited islands unlivable, etc. etc... Ultimately, human beings will also be severely affected by global climate change! What's it gonna take... When WE too are on the endangered species list??? Too little is being done... much too slowly and much TOO LATE!!!

Sadly my "hope" factor with Obama is waning with each news story of another unbroken campaign promise... We cannot endure more of the status quo!!!

And to you wingnuts who keep denying climate change because your tunnel vision doesn't extend beyond your own back yard... Tell THAT to your children 30 yrs from now when they're living in a dust bowl or under water, I'm sure they'll forgive you!!!

Bonzo do you really believe what you are saying? I'm not here to trash anyone, but your statement (in my opinion), seems ill informed, and in denial of reality. Do we really know how the human species aclimated itself to climate changes? Why is it self serving to talk about the very real possiblity of a momumental shift on Earth as we know it now? I make no money, gain no medals, or any thing approaching self absorbed and self serving by sharing what many others of like mind share with everyone, including you Bonzo. Nor do I want any of those things. The importance of taking an interest in our planet, as the glaciers melt before our eyes is what I care about. Should we continue down the path of destroying our atmosphere with carbon based omissions, that may very well destroy the ozone layer? Please help me understand what it is you have against me and others like me. I would really like to know.

It's unbelievable to me to understand why Pres. Obama would go along and ban the Endangered Species Act. This is not a matter of just protecting the polar bear population, but a matter of protecting our wildlife which in turn feeds us humans. I am a vegetarian myself and have always been one but I can accept hunting when you are starving - but not for the fun of it. Destroying our waters (ice glaciers, oceans, rivers and vegetation is destroying our whole planet. Global warming is destroying the polar bear population, the penguins, the seals, walruses, etc. So, as those creatures go due to our lack of common sense so shall humans. I am very curious what Pres. Obama's rationale is and have asked him for a response.

Sarcasm aside, I've been having a sinking feeling of late - there does not seem to be much of a difference between the Democrats and the Republicans, except in soaring political rhetoric (or the lack of it, talking to you Palin). BO has simply replicated the economic plans of the Bush administration, complete with a Treasury secreatary in cahoots with the major investment banks. There is no way the current economic stabilization plan will work in its current form. Money is being pumped into behemoths such as AIG, whose top honchos will simply skim off the fat and go live in the Bahamas.

It seems to me that the issue is not whether we should do all possible to rescue the polar bear, the issue is what is the right way to accomplish that goal. Using endangered species law to control carbon emissions is duplicious at best. We need cap & trade and a high tax on gasoline for starters. We need to
develope short and long term strategies to reduce carbon emissions. For as much as I hate to think about it, we should probably reduce speed limits once again. Turn up the temperature on the A/C and turn down the heat. Lower the thermostat on the hot water heater. Perhaps we should drive with the windows open during the summer...instead of burning more fossil fuel to cool the car...None of this sounds like much fun does it? Our uniquely American lifestyle is poisoning the environment, I wonder when our allies will turn against us because of this selfishness.

I think that Obama continues to put nails in his coffin. I really hate to say that, but there is a drip, drip affect and eventually the bucket is full with turn arounds from the campaign and then there is no longer a reason to support this man. That doesn't mean to me that you return to the repubs or the proven bogus conservative movement, but what it means is that the progressive movement has not been served well by this person. I hope people will petition Obama to make some changes, one, to stop the building of coal plants and two, to get rid of Salazar. I think he needs to do more to stop treating the banking industry as royalty. We can't afford them. And, he better get on this or he will lose support rapidly. After Bush, none of us are very patient with double talk and other forms of deception.

Global warming deniers are funny little people - they'll believe any lie that comes down the republican pipe. According to C.H. Wiggum, noted environmentalist and polar bear expert, polar bear population has decreased 172% over the last 30 years. The 400% increase did occur, but only in isolated Nome - it was more than offset by rapid decreases everywhere else.

There are roughly 25,000 polar bears. There is a number at which a species is at risk, and a number at which a species is clearly NOT at risk. No one, not even the EPA, ever claimed the NUMBER of bears is what qualifies them for being designated as "endangered." It is the BELIEF that their HABITAT is at risk that leads to the conclusion that they as a species are endangered. However, by that standard, any and all species could be designated at risk, inasmuch as the thesis behind global warming is that the WHOLE EARTH is at risk - i.e., EVERY species' habitat. So does that mean that to protect the (fill in the name of your favorite species here), we can no longer run hospitals, because they have a big carbon footprint? What about people? Remember "putting people first?"

One of the reasons numbers increased is because in the 70s we were on the verge of wiping them off the planet. There numbers had dwindled so low because of hunting that protections were put in place. So percentages can be misleading without the back story. Without serious efforts at curbing global warming, they will not survive. Nor will we.

Polar bears were almost hunted to oblivion in the 1970's reducing there numbers to 5,000 until laws were established to protect them. Science-deniers then use this low mark where they were almost hunted to extinction to say their numbers have greatly increased. It shows the dishonesty and disingenuity they nring to the subject.

Only right-wingers believe those phony lists of scientists who disagree with anthropogenic climate change. They are so easily rebuked by a simple google search. It shows how gullible is the far right and to what degree they hold science in contempt.

Polar bears breath out Carbon dioxide, which is the naturally occuring gas that has been ruled a "pollutant" by the Enviromental Un-Protection agency.

If the Enviros dread the rise of Co2 then what are they going to do about mammals breathing out Co2?

Methane, another naturally occuring gas, is connected to the polar bears natural metabolism so the larger the polar bear population gets the more methane these furry creatures will contribute to the atmosphere with another naturally occuring gas.

Why do these two naturally occuring gases scare the living daylights out of the Democrats? Not enough oxygen? They don't understand science?

Volcanoes put out loads of Co2 whenever they become active. Are the Enviro Dems going to "solve" that issue by regulating more, and crippling more, and socializing our economic system to death? It appears that that is where they want the USA to become- a third world country.

You are a sadly coddled MSM creature. When one creature OVERPOPULATES and emits TOO MUCH contaminants into the air, it causes an imbalance in the "natural" eco system of CO2 and methane producers, and therefore causes pollution...which melts ice faster and destroys an animals hunting grounds.
