A bill to be introduced into Congress on Thursday would require employers to provide employees with paid vacation time.

The Paid Vacation Act of 2009 was announced today in a press release was issued by Take Back Your Time, a U.S./Canadian group that bills itself as an "initiative to challenge the epidemic of overwork, over-scheduling and time famine that now threatens our health, our families and relationships, our communities and our environment."

WHAT THE BILL DOES: Requires one week of paid vacation for employees of companies with at least 100 employees. Three years after passage, the bill extends this requirement to companies with at least 50 employees, and requires two weeks for companies with 100 employees. Covers workers after one year on the job. Part-timers must work 25 or more hours a week and 1250 hours per year to be covered. TAKE BACK YOUR TIME Executive Director John de Graaf and board members Bill Doherty and Joe Robinson will join Congressman Grayson and other speakers, including physician Arnold Pallay, economist John Schmitt, and simple living advocate Wanda Urbanska, at the news conference, which is open to the public. "We hope that if you live in the Washington DC area, you'll come to the news conference and show your support for this bill," says de Graaf. "Family vacations are an important source of family bonding and memories," observes Doherty, a family therapy professor at the University of Minnesota. "Yet a third fewer families take them than a generation ago." "Vacations have been shown to increase productivity and profitability," adds Robinson, a business consultant. Research by economist John Schmitt of the Center for Economic and Policy Research found that the United States is alone among industrial countries in not mandating paid vacation time. More than 147 countries now have paid vacation laws. All European nations require at least four weeks of paid vacation. Dr. Pallay points out that health studies have shown that regular vacations can reduce the rates of heart disease and depression by nearly half. Wanda Urbanska, who travels throughout the US for her PBS series, SIMPLE LIVING WITH WANDA URBANSKA, says she sees a hunger in the country for new, less materialistic values centered around time for family and health. "This is a very modest bill," says de Graaf. "But we support it wholeheartedly and congratulate Congressman Grayson for introducing it and helping open a dialogue about why vacations matter, how deprived Americans are when it comes to paid time off, and why we must act now to improve the situation." He points out that a poll conducted last year by TAKE BACK YOUR TIME found that half of all Americans took less than one week of vacation last year. A quarter of all workers receive no paid vacation time at all and the average is less than two weeks. Meanwhile, the number of U.S. companies that offer paid vacation time has actually dropped in the past year. The poll found that 69% of American voters would support a paid vacation law, including 75% of women, 83% of voters under 30, and 89% of African-Americans. "Without any question, there is widespread grassroots support for this," says Robinson, who has been working on the issue for a decade. In fact, it will contribute to the economy as people take time off--they will travel, or work on projects around the house (thereby spending money for materials), or turn off the TV and spend time with their families because they won't stagger home exhausted from work. The entire tourism business (and with it, museums, local economies, etc.) will expand. And don't forget the increased demand for souvenirs! :)

You don't need full-time employees working 52 weeks a year if you can't factor in one week of vacation time for them as well as sick and personal days. Otherwise they are part-time, temporary or contractual. There may be some labor laws you need to review.

Every European country has this! So some pay 2/3s of their salary in taxes, but they get so much more for their dollar than we do, social programs include health insurance, health and hospital services, insurance for occupational injuries, unemployment insurance and employment exchange services. There's also old age and disability pensions, rehabilitation and nursing homes, family welfare subsidies, general public welfare and payments for military accidents. Moreover, maternity benefits are payable up to 52 weeks. Simply, you pay for what you get.

You don't want your employees to take vacations.

I get paid vacations. Many workers do. Some don't. It shouldn't be up to the government. Don't think it will go anywhere and hope they don't try to trap the bill inside a bill that helps the consumer like the Repubs tried to do with the g un in parks bill tucked quietly inside the credit card bill of rights.

American productivity per employee is still the top in the world... by far exceeding all European countries. I'm happy that you enjoyed your vacation time, but humans were designed to work and designed to struggle. When hasn’t this been the case? Europeans only started their free-time entitlement mentality after the US bailed them out in WWII. We were able to bail them out precisely because of our work ethic. The Social Security retirement age of 65 was originally set because this was the average life expectancy of a worker. Today we feel entitled to have our time off and then retire early and enjoy our golden years. I think more social violence results from being bored than from working too hard. Just check your European Muslim population.

Most countries in Europe still have the U.S. beat when it comes to life expectancy, not to mention quality of life. Number of man hours worked does not correlate to the quality of work, perhaps one reason the quality of American goods is so shoddy.

Our work ethic, built our war machine, built cars, roads bridges etc.

That was before corporate interests trumped alll, and worker's rights and compensation became "Burdens"!

We work more hours, are more productive and yet reap less benefit than other industrialized nations that believe citizenship comes with a few well earned rewards!

In America, our reward for citizenship is the right to work 2 or 3 jobs to make ends meet, or if you lose your job, and cannot find work, you get a pittance to survive on, while being stigmatized as a "Burden"..­.......

The Republican Party is on the ropes, and the Democratic Party is pushing for paid vacations! Even hard core union types think it is unfair.

Regardless of CEO pay, or any other abuse of the system by the Rs, this is a huge mistake. It just feeds the R propaganda machine. Like the Democratic Congress resisting bringing the Gitmo victims here, this feeds into the Republican's hands.

In this Bill there should be a clause that states if you are a Congressman and you vote against this Bill then you must take 52 unpaid weeks of vacation per year. It will, of course, be up to the voters to enforce this law. Hint. . .hint.

Feakin' libs gon't get it. Every additional requirement on employers reduces the number of jobs. It is not up to government to require paid vacation. If employer-A offers paid vacation and employer-B does not, better employees will be more attracted to employer-A. However, employer-B still has jobs available for those with less skills, education or experience. Now the government forces employer-B to provide paid vacation. This requirement does not include tax benefits or otherwise magically increase revenue for employer-B. With the increase expenses, employer-B has to either raise prices or fire some workers to make us the difference. If employer-B raises prices, then they lose to competition. So, employer-B fires a percentage of their workforce and tells everyone else that they have to work harder and they will not get a raise to make up the difference. Way to go libs... this legislation is a perfect example of the st up id altruism that is the halmark of the elite lib looter and moocher mentality that does more harm than good.

You are speaking about things you do not know enough about.

I worked for two of the companies that make it into the Fortune top 50 every year. If the government increased their expenses they would have to take away something else to make up the difference. That is why they make the Fortune 100... because they are well-managed companies that make tough decisions to keep the company strong.

It is not that complicated if you understand simple math. Libs seem to think corporations have hidden rooms of cash that they hide from employees.

Also, libs need to understand that "sweatshops" or lower-paying companies, provide a service of providing jobs to lower-qualified, lower-skilled workers. In a looter and moocher mind, everyone is ENTITLED to a job that pays the same regardless of the business value of the employee. That is like saying that Michael Phelps competitors should be given olympic medals too... instead of them having to work harder to beat him fare and sqaure.

If you want a job with paid vacation, go back to school, study hard, work hard, and keep trying. Don't force the government to do it for you because it will hurt someone else and wreck the entire natural system of incentives for getting ahead.

The problem with your line of argument is that it can be applied to every workplace law that exists. The 40 hour work-week, overtime rules, OSHA, minimum wages laws, child labor laws, federal holidays, immigration rules, etc. As long as the rules apply to all businesses then all are playing on the same competitive field. Employer A and B have the same costs. Yes, it is true that if you removed all these rules, companies might make higher profits, some prices might be lower, etc. However, why would employment be higher? What well run business has extra employees just because they are cheaper?
In a democracy the economy belongs to the people. The people are free to decide that the economy doesn't need businesses that cannot make a profit under the rules the people decide to impose. So if your product requires labor at $1/hr or you cannot provide 1 week of vacation or whatever we decide, too bad. Find a better business.

i am in favor of this bill. americans live such stressed out lives. i would love ot chill out for a week, but my employer doesn't pay for vacations. no health insurance, either. no breaks, either, unless we clock out. and etc etc. employers like mine need laws to force them into fairness.

I'm a big old lefty, but I can tell you this is going to be very hard on some small businesses. That's about 4% of the payroll by rough estimate. These are tough times and there are a lot of small offices and shops sitting vacant right now.

You know, I am not a republican but I agree with you on this bill. However, exactly where do you see Obama's signature on this? I want to agree with you but you immediately slap Obama supporters in the face after making your point. This is the problem with Republicans and why you are, and may always be, a minority party. our relatives in France and Brazil have a life because the governments put into law the rights of workers to paid vacation. The majority of the western world does that and people are healthier, happier and have time for family. The US companies that don't already do that need to change their payment structure and this can be done here too.

Wait what? You are not already doing this and still has people working for you? Most companies these days have at least 2 1/2 weeks paid vacation for their employees, and that's already a LOT less that the world average of 4 weeks.

This bill does absolutely nothing but water down the status quo and give employers an excuse to drive DOWN paid vacation time and tell their employees what they are doing is legal with a straight face. I'd vote down this bill unless it mandates 3 week and above, period.
