DNC Chairman Tim Kaine penned a letter to Tim Pawlenty on Tuesday, asking the Minnesota Governor to persuade Norm Coleman to concede and, short of that, sign the certification of Al Franken's election once the state's Supreme Court makes its final ruling.

The letter is the latest in a growing effort to ramp up the pressure on the governor - and Republican Party as a whole - to seat Franken, as the Minnesota Senate race drags on more than six months since the actual election. In his note, Kaine claims it is "all but indisputable" that Franken won the election and urges Pawlenty to "use [his] influence to bring this process to an end by asking Norm Coleman to allow his neighbors and yours, their full representation in Congress."

"However," Kaine adds, "if Mr. Coleman refuses to concede and this case is heard and decided by the Minnesota State Supreme Court, I urge you to commit to signing an election certificate for the rightful winner as soon as the Court issues a ruling in this case. To allow this to process to continue into the federal courts for no other reason than to deny for as long as possible the seating of another Democratic Senator would make what has been a bad situation for Minnesotans even worse. I urge you to do everything within your power and influence to bring this process to an end."

The political demands for Pawlenty to intervene in Minnesota's lengthy recount process have, indeed, been mounting. As Kaine notes in his letter, two-thirds of Minnesotans now "believe it's time for [Coleman] to concede." The governor himself, meanwhile, is facing new polls showing that 55 percent of his constituents disapprove of his job performance. And while officials inside the state generally believe these numbers to be a bit overstated, the highest Democrats in Minnesota are in agreement that if the Supreme Court declines Coleman's appeal in the next few weeks, Pawlenty is in a tight bind.

"I would hope and believe that if the Supreme Court orders him to sign the certificate than he will sign it," said Senator Amy Klobuchar, in an interview with the Huffington Post. "He is a lawyer and lawyers usually follow court orders... However, the spin about political pressure is a bit overblown."

Added former Minnesota Senator and presidential candidate Walter Mondale: "If the Supreme Court rules that Franken should be seated... I think he will be under tremendous pressure to respond to what is overwhelmingly the idea of most Minnesotans: that we should have two senators. I don't know what he will do but I suspect he will be under tremendous pressure."

The legal aspects of the Minnesota recount are as intriguing as the politics. Professor David Schultz, of Hamline University argued that if, as expected, the state Supreme Court rules against Coleman, Pawlenty might be duty bound to sign Franken's certificate of election. He points to a March 2009 opinion from the Supreme Courts itself in which it noted that "the plain language of Minn. Stat. ยง 204C.40, subd. 2, provides that no election certificate can be issued in this Senate race until the state courts have finally decided the election contest pending under chapter 209."

This could be, Schultz adds, Pawlenty's dream scenario: the Supreme Court issuing an order telling him to sign the certificate. "Then, at least, he has the cover from the national Republicans by being able to say, 'Well, I'm under court order to do this.'" On the one hand, he validates Franken's election and angers national Republicans; on the other he declines to sign, waits for Coleman to take the case federal, and angers Minnesotans.

"They are not blaming Pawlenty now," said Professor Kathryn Pearson of the University of Minnesota. "If Pawlenty doesn't sign and Coleman pursues this through the federal courts, however, I think that Pawlenty will end up paying a political price for everyday Minnesotans."

Oral arguments are scheduled for the state Supreme Court on June 1. Most predictions have a decision coming before the July 4th weekend.

Imagine Pawlenty's day lately. Rush calling with bribes and threats, Mondale etc calling to reason with him. The choice which will give him a chance in the next election isn't clear, a politician's nightmare.

Have you read Franken's books? He is very liberal but he is brilliant. Franken is not Joe Biden. Don't expect him to self-destruct. In fact, he very well may turn out to as effective as a Wellstone or a Simon. Plus he is funny. A funny politician can be very effective!

The Govenor has to wait for all the legal recourse to take place first this is not IL. with their corruption . MN is an excellant state been there a few times. the people are nice. So let the legal process take its course if it was the other way around you would be saying take their time. It has to work both ways not just one-sided.

Oh and if you want to blog - go back to I believe CNN. I seem to recall Coleman's lawyers talking re-election to finalize it and Franken's people saying NO. Why? I am sure that if a re-election were held there would be a sitting senator

I have yet to meet a Republican capable of rational thought.

Since elections are so expensive, it is not up to the candidates, or their attorneys to call for a new election. It would be up to MN statute or the Secretary of State to call for a new election.

Further, if they did hold a re-election, I'll bet that Franken's slim majority would become a landslide. That's how disgusted everyone is with the Republican Party, and MN is pretty much a Blue State anyway.

I wonder though, since he has national aspirations, does he even care about his state approval ratings?

Personally, I think he should be ashamed of himself. He has allowed the RNC to manipulate him, to the determent of MN. I am sure even Republicans of the state would rather have Democratic representation than NO representation.

Yes it is funny how all those ballots came from cars, storage sheds and other places that all went for Franken, I say if we really want an honest election thro both of them out and do a special election with other people and neither one of thes two cheats can be in it. Even if you are liberal you have to admit all the votes that came out so sudden for Franken, he was loosing by 750 votes then all of a sudden all the extra votes went for him 2-1 please.

You have no idea what you are talking about. The Coleman campaign has admitted that they made up the story about ballots being found in a car trunk. Franken was never behind by 750 votes. There were no "found" ballots. Try reading the Minnesota court decision instead of Coleman's fund raising e-mails. You will be amazed by how little about this case you knew.

Those found votes were found in car trunks and other venues. Almost 99.999% all went to franken.

First of all, you are mistaken about nefarious "found" votes. Your other error is stating that upon recount that all the votes went to Franken. They were divided nearly evenly, just as the election night vote total was. The swing of 1000 votes out of a total of 4 million prove that. Who is to say that the original 700+ vote advantage for Coleman on election night wasn't the result of "honest" mistakes in those traditional Republican districts? That's why you have recounts in close elections, to ferret out and correct those mistakes on both sides.

Wow, you Republicans are nothing but sore losers! Every time you lose in a close election, it is voter fraud.

Do you remember Florida in 2000? Because of the closeness of the vote, a machine recount was automatic. With the recount, things drastically changed, that's why Gore wanted hand recounts.

This is very common in recounts, and it happens all the time.

Even Coleman does not think there was any fraud, or that anything wrong went on.

Yet the first thing the RNC does is start floating rumors of voter fraud. They really are a piece of work.

There should be an addendum to this, and that would be, the next Senator's term should begin when they are seated. As it is now, the frivolous lawsuits that Coleman has been pursuing have eaten up almost 10% of the term of the Senate seat left open by all this. The term of the Senator who fills that seat should begin at the swearing in ceremony.
