Because Blagosackofshitovich hasn't been convicted yet... if the law passes, and passes Constitutional challenges before he's convicted, it's not Ex Post Facto. That's why they are trying to get it passed now; problem is, there is no provision about the spouse of a convicted official, so Foul-Mouth Patti can still reap a windfall.

Thanks for the reply, but I'm not seeing it - esp. given the timeline as you describe it. These deals are in the bag prior to his convictions, everything in place even before the law was passed. It would seem that any other deal prior to his conviction is likewise safe.

I think you can stop people like Blago from now on, but not Blago himself under these circumstances.
