HOUSTON — The nation's turbulent space program will be run by one of its own, a calming well-liked former space shuttle commander.

President Barack Obama on Saturday chose retired astronaut Gen. Charles Bolden to lead NASA. He also named former NASA associate administrator Lori Garver as the agency's No. 2. If confirmed, Bolden, who has flown in space four times and was an assistant deputy administrator at one point, would be the agency's first black administrator.

Bolden would also be only the second astronaut to run NASA in its 50-year history. Adm. Richard Truly was the first. In 2002, then-President George W. Bush unsuccessfully tried to appoint Bolden as the space agency's deputy administrator. The Pentagon said it needed to keep Bolden, who was a Marine general at the time and a pilot who flew more than 100 sorties in Vietnam.

"Charlie knows NASA and the people know Charlie; there's a level of comfort," especially given the uncertainty the space agency faces, said retired astronaut Steve Hawley, who flew twice in space with Bolden.

Bolden likely will bring "more balance" to NASA, increasing spending on aeronautics and environment missions, working more with other nations in space, and emphasizing education, which the president often talks about when it comes to space, said former Johnson Space Center Director George Abbey, a longtime friend.

"He's a real leader," Abbey said Saturday. "NASA has been looking for a leader like this that they could have confidence in."

Bolden's appointment came during the tail end of the space shuttle Atlantis' mission to repair the Hubble Space Telescope one final time. He was the pilot on the flight that sent Hubble into orbit in 1990.

Bolden, 62, would inherit a NASA that doesn't look much like the still-somewhat-fresh-from-the-moon agency he joined as an astronaut in 1980. NASA now "is faced with a lot of uncertainty," Abbey said.

Bush set in motion a plan to retire the space shuttle fleet at the end of next year and return astronauts to the moon and then head out to Mars in a series of rockets and capsules that borrows heavily from the 1960s Apollo program. The shuttle's replacement won't be ready until at least 2015, so for five years the only way Americans will be able to get in space is by hitching a ride on a Russian space capsule. And some of NASA's biggest science programs are over budget.

Earlier this month, the White House ordered a complete outside examination of the manned space program. The Obama administration hasn't been explicit about its space policy, with White House science adviser John Holdren saying the policy would come after a NASA chief was named.

"These talented individuals will help put NASA on course to boldly push the boundaries of science, aeronautics and exploration in the 21st century and ensure the long-term vibrancy of America's space program," Obama said of Bolden and Garver in a statement.

Bolden, a native of Columbia, S.C., and his wife donated $750 to the Obama campaign in 2008.

At NASA's Johnson Space Center in Houston, where Bolden spent about a decade, his impending appointment was quietly cheered on all week long.

The diminutive salt-and-pepper haired Bolden, who lives only a few miles from the space center, on Saturday morning said he couldn't talk until after Senate confirmation. He was busy answering congratulatory e-mails from home. He has his own consulting firm in Houston and sits on corporate boards.

Those who have flown or worked with Bolden can't praise him enough.

Retired astronaut Franklin Chang-Diaz interviewed to become an astronaut the same week as Bolden, was picked at the same time, and they flew together on their first flights.

Soon after that much-delayed launch of the space shuttle Columbia in January 1986, Chang-Diaz looked at his friend Bolden and saw that the shuttle pilot had a "big, big smile... we were kind of like kids in a candy store."

Hawley and then-U.S. Rep. Bill Nelson were also aboard that 1986 flight. Nelson, now the chairman of the Senate subcommittee on space that will oversee Bolden's nomination and one of the people pushing Bolden's nomination to the White House, commented: "I trusted Charlie with my life - and would do so again."

Kathryn Sullivan was the payload commander on the 1992 flight of Atlantis, which was Bolden's first of two shuttle commands. She said Bolden has all the aspects of leadership that a good chief requires. That includes experience, wisdom and the ability to listen to all sides. She called him "one of the finest people I've ever known."

"Charlie's a great leader," Chang-Diaz agreed. "He takes care of his team."

Again, I read the comments on an article concerning a "first black" pioneer and there are the anti-affirmative action advocates...again. First of all, the man is the most qualified to fill this position. Why is the question of his ability even coming to discussion with the words "affirmative action" in this case? So now, every black man that gets a "first black" or is appointed to a high govt. office job, he got it because of a legal loophole and not because he's talented, innovative, experienced and brilliant, huh?

Think about what you're saying and give yourself a good hard look in the mirror.

We should all be delighted that NASA is getting a director with such great hands-on experience and gifts of leadership as Bolden after the divisive, morale-crushing Bush appointee who has been running the agency. NASA's best days might be ahead, and Bolden's credentials more than suggest that he is just the person to bring that about.

What I'm hearing from the many hurt white male posters here is HP and others are promoting racism by pointing out Bolden is actually black. For shame. . . .

HOW IS THAT? Because that would make some whites uncomfortable and self-conscious about themselves not to mention what was done in the past? So whites might double down and become even more resentful of blacks? Is that it? Now it's, "How dare they point out THEIR blackness as a positive thing when whites have historically made it a negative! That's not fair to US!" That's what you're saying here. If so, that's incredibly insecure and just confirms rac'ism has always been about white insecurity. Blacks are 13% of the population and yet the media and any commentator with a mic stays paranoid of them as if they are 49% of the population. All those centuries of not describing the race of successful whites wasn't necessary. They were the generic standard. There was no NEED to announce their race because they were SUPPOSED to succeed. The aberration has always been someone who's NOT a white male (and then whoever is NOT a white female) actually succeeding. The announcement of rac'ial identities is necessary BECAUSE of this de facto white dominance assumptive mentality. And some of you are showing signs of withdrawal along with a revealing look into the insecurity it was all built on. ~ Nice.

I agree.

Even though an African-American is POTUS -- there Still seems doubt that African-Americans can be The Most Qualified person for a job. It's still phrased as a "either/or." (1) You're an unqualified Affirmative Action hire, or (2) You're qualified, therefore not like those other African-Americans - so let's not mention race.

Please people - reconsider some of the underlying assumptions being made by some commenters here. Read and reflect on some of these statements by some commenters. We've got to make progress on this issue - black and white, together.

Whether this guy is black or white couldn't possibly be more irrelevant. The real split that needs bridging in NASA is that between space missions that put humans in space and those that keep them on the ground.

There's no 'IF' about it. He's the best man, period. Get over this mentality that there's no way a black guy should be picked over a white one, and if he is, it must be "afffffffi­rmmatieeee­ve akshun". There's plenty of blacks who earn their pay and then some.

In what way is he the best man for the job? You have no idea what this man's qualifications are. None. You've decided he is right for the job soley because of his race. You saw he was black and THEN looked at his resume. Why can't you just admit that?

I love your posts robX and I can see that some of the comments have annoyed you. Some of them are so absurd and racist that it makes my blood boil too. I was searching for one particular positive one to respond to because the writer in this case, a Black man, mentioned that there were plenty of other Black men to choose from. This is very true. There are those who have followed in the path of the late Arthur Walker, III, who passed away in 1995, at age 58. Dr. Walker was a full professor of Physics at Stanford University.....a genius........he was also, by the way, Sally Ride's doctoral advisor.

I was a midshipman at the Naval Academy when (then Colonel) Bolden was the Deputy Commandant. In addition to being an incredibly accomplished pilot and astronaut, he is an incredibly decent human being and a fantastic leader. The President couldn't have made a better choice. Gen. Bolden will lead NASA well and be an inspiration for an entirely generation of youngsters interested in space exploration.

This is almost too good to be true!
A highly qualified man put in charge of what arguably may be one of the few government programs of which we can all be proud, a program which has greatly enhanced our reputation throughout the world, and a program which has blessed all of us with amazing scientific and technological breakthroughs.

If only we could break our national addictions, to initiating and waging war on our neighbors and on our own citizens, to unnecessary military programs, and to subsidies for failed big businesses and financial speculators; and then shift all of our focus and assets to productive endeavors like NASA and the Space Program.
We might begin to get the Change we voted for.

I don't understand why some fellows are trying to expound anything to these white guys that are dripping with displeasure over Bolden and Obama--and black successes. You should have known that to whites, it's all about them--from eliminating the natives of the ancient time, to confining them in "reservations"--on their ancestral land. The same thing applies to blacks, Asians, Latinos, and so on. It's part of them not to be fair. Why do you think the US, France, UK and other European countries are rich? Because they suceeded at cheating Africans, East Indians, Chinese (Hong Kong) etc. They exploited them and diverted their riches to their own countries, impoverishing those poor elements. Most of American riches, which the white America enjoys till today were worked for by the slaves, whose descendants ironically, are being deprived.

So, just to keep it short and see if my remarks would be posted (since it might be too abrasively factual), it is the behavior of white America to be self-centred and only think about themselves. But things, fortunately, might be changing. But trying to convince some of these fellows is not necessary. let them whine. If no one attends to them, they'll stop.

Calling out an obviously expressed historical mindset isn't ra'cist. No matter how much you try to act like you were forced into slavery too. And if there were blacks in here saying the same mess people calling THEM out wouldn't be thought of as ra'cist either. And btw, you can dispense with the cheerleading. YOU didn't vote for Obama, nor did a majority of whites. And the poster above DID describe a well-known mentality of white culture. It's all there for the historical record.
