HOUSTON — The nation's turbulent space program will be run by one of its own, a calming well-liked former space shuttle commander.

President Barack Obama on Saturday chose retired astronaut Gen. Charles Bolden to lead NASA. He also named former NASA associate administrator Lori Garver as the agency's No. 2. If confirmed, Bolden, who has flown in space four times and was an assistant deputy administrator at one point, would be the agency's first black administrator.

Bolden would also be only the second astronaut to run NASA in its 50-year history. Adm. Richard Truly was the first. In 2002, then-President George W. Bush unsuccessfully tried to appoint Bolden as the space agency's deputy administrator. The Pentagon said it needed to keep Bolden, who was a Marine general at the time and a pilot who flew more than 100 sorties in Vietnam.

"Charlie knows NASA and the people know Charlie; there's a level of comfort," especially given the uncertainty the space agency faces, said retired astronaut Steve Hawley, who flew twice in space with Bolden.

Bolden likely will bring "more balance" to NASA, increasing spending on aeronautics and environment missions, working more with other nations in space, and emphasizing education, which the president often talks about when it comes to space, said former Johnson Space Center Director George Abbey, a longtime friend.

"He's a real leader," Abbey said Saturday. "NASA has been looking for a leader like this that they could have confidence in."

Bolden's appointment came during the tail end of the space shuttle Atlantis' mission to repair the Hubble Space Telescope one final time. He was the pilot on the flight that sent Hubble into orbit in 1990.

Bolden, 62, would inherit a NASA that doesn't look much like the still-somewhat-fresh-from-the-moon agency he joined as an astronaut in 1980. NASA now "is faced with a lot of uncertainty," Abbey said.

Bush set in motion a plan to retire the space shuttle fleet at the end of next year and return astronauts to the moon and then head out to Mars in a series of rockets and capsules that borrows heavily from the 1960s Apollo program. The shuttle's replacement won't be ready until at least 2015, so for five years the only way Americans will be able to get in space is by hitching a ride on a Russian space capsule. And some of NASA's biggest science programs are over budget.

Earlier this month, the White House ordered a complete outside examination of the manned space program. The Obama administration hasn't been explicit about its space policy, with White House science adviser John Holdren saying the policy would come after a NASA chief was named.

"These talented individuals will help put NASA on course to boldly push the boundaries of science, aeronautics and exploration in the 21st century and ensure the long-term vibrancy of America's space program," Obama said of Bolden and Garver in a statement.

Bolden, a native of Columbia, S.C., and his wife donated $750 to the Obama campaign in 2008.

At NASA's Johnson Space Center in Houston, where Bolden spent about a decade, his impending appointment was quietly cheered on all week long.

The diminutive salt-and-pepper haired Bolden, who lives only a few miles from the space center, on Saturday morning said he couldn't talk until after Senate confirmation. He was busy answering congratulatory e-mails from home. He has his own consulting firm in Houston and sits on corporate boards.

Those who have flown or worked with Bolden can't praise him enough.

Retired astronaut Franklin Chang-Diaz interviewed to become an astronaut the same week as Bolden, was picked at the same time, and they flew together on their first flights.

Soon after that much-delayed launch of the space shuttle Columbia in January 1986, Chang-Diaz looked at his friend Bolden and saw that the shuttle pilot had a "big, big smile... we were kind of like kids in a candy store."

Hawley and then-U.S. Rep. Bill Nelson were also aboard that 1986 flight. Nelson, now the chairman of the Senate subcommittee on space that will oversee Bolden's nomination and one of the people pushing Bolden's nomination to the White House, commented: "I trusted Charlie with my life - and would do so again."

Kathryn Sullivan was the payload commander on the 1992 flight of Atlantis, which was Bolden's first of two shuttle commands. She said Bolden has all the aspects of leadership that a good chief requires. That includes experience, wisdom and the ability to listen to all sides. She called him "one of the finest people I've ever known."

"Charlie's a great leader," Chang-Diaz agreed. "He takes care of his team."

Emphasis on the racial background, the racial milestone associated to this appointment, does him no good. It actually undermines him and may provide fodder for his detractors later on. Does President Obama not understand how the real world works for high level operatives.

The media and this administration do minorities, whether they are women or ethnically defined by these press releases that scream diversity and historical redress.

The man's qualifications are impeccable. They do not need to be buttressed by historical context.
Let the historians do that when his tenure is complete.

So Obama has Asian-Americans running departments because of WWII internment camps, Latinos running departments because of the Treaty of Hidalgo, women running departments because of pre-suffrage rights indignities, and African-Americans running departments because of chattel slavery? Really? That's a stretch.

However, there is nothing wrong with putting together an administration of competent, intellgent and hardworking people who work hard for america, care for america, &...LOOK LIKE AMERICA. Ain't a damn thing wrong with an approach like this.

Obama looked at everything, including geography, educational level, gender, sexual orientation, ethnicity, and race. This is America, and it all matters. Corporate America takes it into account. Universities take it into account. And yes, for decades and decades and decades, out federal govt. has taken it all into account.

Im sorry but from what i've observed in the past four years is that i, a white middle class male, is the biggest minority around! I just finished two degrees in engineering physics and mathematics in the past four years and not one penny came from anyone's help... My best friends in life are black and i love them to death, and every black person, indian person, or any other ethnic person i know has ZERO debt and each one of them has told me it came from FAFSA (i did the research and all of your families are very similar in regards to income)
So YES lets even that "playing field"....­..

College aid money has been whittled down over the years to the point that even a Pell Grant does not cover 1/2 of what it used to. Some aid programs fared better, and that may be where you were out of luck.

The Obama Administration increased Pell Grant money, I believe, and is now working on eliminating or radically altering the student loan program that allowed high-price middle men to make a profit at the expense of students and their families.

These things will help all students who need the help, regardless of ethnicity.

Maj. Gen. Bolden has always been another black guy. . . but let said black guy get a national post of significance and some whites respond out of hurt insecure jealousy. Their Operating Procedure is. . . .

1) Complain about the "First African American_____" being in the description.
2) Act as if he's just a token (until you see his blinged out credentials).
3) Diminish the position and institution he's been picked for.
4) Compare his selection to Clarence, Colin & Condi or try to spin how Booosh wanted him as deputy administrator playing second fiddle to clueless "Rocket Man" Griffin, as if that was grrrrrr-eeaat!
5) Go nuclear and try to rescind the "one drop" nonsense and claim he's not REALLY black, so this doesn't count.
6) Start back at 1 and repeat.

If he wants to be identified as black or African American, I don't see that as a problem. I'm just saying that given that Americans are more nuanced now in discerning, black from bi-racial, or the categories within the black race, that his acheivements will not trickle down to the 85% of blacks who have more African background, and I might add, who are being reared in a completely different culture than what he was raised in.

What is outrageous, I think, is that some of you are celebrating him not for being the right man and the best choice, but for being a member of a class of people with historical discimination.
He is a qualified guy. We should sleep better at night because of his qualifications. Not because of his ancestry. His ancestral background should be a minor factor for the historians.

It is so liberating to see qualified African Americans to be selected for important positions

Except for the Dutch in New York, the English in Virginia, the Spanish in California and Texas, and the French in Louisiana, everyone in this country has some kind of "historical oppression" in their background. Unless you founded the colony, or conquered it, you were always low man on the totem pole.

Americans can call themselves Italian American, Irish American, Asian American, Native American or an American of Scots-Irish descent. Why should anyone get upset when African Americans achieve something and people talk about it in terms of ethnicity? I remember my parents talking about Mayor Fiorello LaGuardia, the first Italian American Mayor of New York. My neighbors talked about Alfred E. Smith, the first Irish American governor of New York. People talked about Mayor Abraham Beame, the first Jewish mayor of New York. America is a nation of many different races and nationalities. Let each one cheer a little as they achieve the dream of their ancestors. Where's the harm? Unless it bothers you when someone who doesn't look like you or share your "heritage" achieves something of which their community can be proud?
