HOUSTON — The nation's turbulent space program will be run by one of its own, a calming well-liked former space shuttle commander.

President Barack Obama on Saturday chose retired astronaut Gen. Charles Bolden to lead NASA. He also named former NASA associate administrator Lori Garver as the agency's No. 2. If confirmed, Bolden, who has flown in space four times and was an assistant deputy administrator at one point, would be the agency's first black administrator.

Bolden would also be only the second astronaut to run NASA in its 50-year history. Adm. Richard Truly was the first. In 2002, then-President George W. Bush unsuccessfully tried to appoint Bolden as the space agency's deputy administrator. The Pentagon said it needed to keep Bolden, who was a Marine general at the time and a pilot who flew more than 100 sorties in Vietnam.

"Charlie knows NASA and the people know Charlie; there's a level of comfort," especially given the uncertainty the space agency faces, said retired astronaut Steve Hawley, who flew twice in space with Bolden.

Bolden likely will bring "more balance" to NASA, increasing spending on aeronautics and environment missions, working more with other nations in space, and emphasizing education, which the president often talks about when it comes to space, said former Johnson Space Center Director George Abbey, a longtime friend.

"He's a real leader," Abbey said Saturday. "NASA has been looking for a leader like this that they could have confidence in."

Bolden's appointment came during the tail end of the space shuttle Atlantis' mission to repair the Hubble Space Telescope one final time. He was the pilot on the flight that sent Hubble into orbit in 1990.

Bolden, 62, would inherit a NASA that doesn't look much like the still-somewhat-fresh-from-the-moon agency he joined as an astronaut in 1980. NASA now "is faced with a lot of uncertainty," Abbey said.

Bush set in motion a plan to retire the space shuttle fleet at the end of next year and return astronauts to the moon and then head out to Mars in a series of rockets and capsules that borrows heavily from the 1960s Apollo program. The shuttle's replacement won't be ready until at least 2015, so for five years the only way Americans will be able to get in space is by hitching a ride on a Russian space capsule. And some of NASA's biggest science programs are over budget.

Earlier this month, the White House ordered a complete outside examination of the manned space program. The Obama administration hasn't been explicit about its space policy, with White House science adviser John Holdren saying the policy would come after a NASA chief was named.

"These talented individuals will help put NASA on course to boldly push the boundaries of science, aeronautics and exploration in the 21st century and ensure the long-term vibrancy of America's space program," Obama said of Bolden and Garver in a statement.

Bolden, a native of Columbia, S.C., and his wife donated $750 to the Obama campaign in 2008.

At NASA's Johnson Space Center in Houston, where Bolden spent about a decade, his impending appointment was quietly cheered on all week long.

The diminutive salt-and-pepper haired Bolden, who lives only a few miles from the space center, on Saturday morning said he couldn't talk until after Senate confirmation. He was busy answering congratulatory e-mails from home. He has his own consulting firm in Houston and sits on corporate boards.

Those who have flown or worked with Bolden can't praise him enough.

Retired astronaut Franklin Chang-Diaz interviewed to become an astronaut the same week as Bolden, was picked at the same time, and they flew together on their first flights.

Soon after that much-delayed launch of the space shuttle Columbia in January 1986, Chang-Diaz looked at his friend Bolden and saw that the shuttle pilot had a "big, big smile... we were kind of like kids in a candy store."

Hawley and then-U.S. Rep. Bill Nelson were also aboard that 1986 flight. Nelson, now the chairman of the Senate subcommittee on space that will oversee Bolden's nomination and one of the people pushing Bolden's nomination to the White House, commented: "I trusted Charlie with my life - and would do so again."

Kathryn Sullivan was the payload commander on the 1992 flight of Atlantis, which was Bolden's first of two shuttle commands. She said Bolden has all the aspects of leadership that a good chief requires. That includes experience, wisdom and the ability to listen to all sides. She called him "one of the finest people I've ever known."

"Charlie's a great leader," Chang-Diaz agreed. "He takes care of his team."

If it takes the appointment of a bi-racial man, perjoratively referred to by perverse custom of habit as African American, to inspire black children, don't think that the sophistication and logic is there sufficient to inspire a child to become interested in the sciences let along an astronaut.

One is tempted to think: "there he goes, token black". But after reading the qualifications....this is no token....this guy has brains and experience or he wouldn't have made the rank he achieved or done the things he did in space.

I didn't vote for Obama but I have no problem saying he got it right. Too bad he's getting so much else wrong.

Here's what I do... I go to TigerDirect.com and purchase a "refurbished" with 3X the speed, memory and storage capacity, with upgraded software for 1/3 the cost. You'll be changing it in the next 2 years anyway, so why buy NIB.

The metaphor is for the manned space program in general - and the Hubble telescope in particular. The original budget for the Hubble was 36 million dollars - which, by the time it was launched, had escalated to 1.175 billion - and much of that cost was because of the launch vehicle. Every time we send up a shuttle, we spend more than buying another brand new Hubble - even at today's dollars. But the drama, the "marketability", of the Shuttle program completely overshadows that fact that, with what we've already spent on service missions alone, we could have had 4 Hubble telescopes orbiting Earth for less money. But the manned space program has to justify its existence to avoid scrutiny. Everybody loves a good success story. "Look ... we fixed the Hubble ... again! Boy-O-Boy ... it's a good thing we have a manned space program!!!". But of course, without the manned space program, we'd have already learned twice as much from space telescopes in half as much time. The history of manned space travel is the history of waste, excess and, since our two shuttle disasters - death.

We need a new, practical and reliable launch vehicle ASAP. It is Looooong overdue. And no provisions for manned space flight need be included.

Once again the president hires someone qualified to do the job and inspires confidence. As a fan of NASA and the space program I would no like to offer the following ideas the General Bolden,

Well, first thing he needs to do is change NASA's name to Starfleet and get to work on that warp drive project. Then once we've that beaming thing down pat, he needs too recute some guys named Archer, Kirk, Picard, Sisko, and Janeway. Okay Janeway is not a guy, but we need to recrute her.

Also stop wasting money on those lightsaber and death star stuff. I just don't think that's a good idea. And maybe not build any Cylons either, unless its just the ones that look like Grace Park then that's okay. Plus we really need to do something about the tribbles and the Borg.

I also think we should do more Mars rovers, have a landing there in the next decade, more fly bys of Satern, and send the aliens more Chuck Berry, I hear they really like Chuck Berry.

Live long and prospear, General Bolden and continue to boldy go where no one has gone before!

What a great honor this is for Mr. Bolden.

First and foremost, I'm super happy that President Obama is considering qualified individuals for posts like these. I think we are headed in the right direction when we can soon stop saying this or that person is the first black...the first woman...the first gay or lesbian!

I cannot wait for the Supreme Court nominee.

We are all minorities. You may say not women, but women have been allowed to vote for only 70 some years, and have not accessed positions of power as white men. The same goes for blacks, and gays and lesbians who are out .

There is certain amount of newness to be the 1st Black to do a thing in the 21st Century. I am glad HuffPo emphasized the historical nature of this appointment. It is sad that he is the 1st Black and each time I read that in the 21st Century we still have the 1st anything (1st Black, 1st, female, 1st Hispanic, 1st gay, 1st Native Americans, it gladdens and saddens me because it makes me realize how long it is taken for these groups to get recognition and honor for their accomplishments.

So, don't call out HuffPo for putting attention on this. Call out our society for making it necessary to remember how long qualified individuals have been excluded from positions of power.

Now, however, time for celebration. Congratulations on this well-deserved honor.

I actually agree with all of you who replied. It is tremendous to have a great AA chief at NASA. HOWEVER, he was chosen for his competence, not for being AA. If Bolden were caucasian, he would still be a great choice. A really great choice. So being black had nothing to do with it. At the same time I do celebrate the fact that, at selection time, the best man for the job was picked without regard to black, white or polka dots. That is good to see.

Guess what I am saying is that hearing about race distracts from hearing about his superb
qualifications. So Bolden is black. So what? The man has paid his dues and has demonstrated the right stuff for his new post. That is all that really matters. The same applies to Obama, I think that most of us do not notice any more that he is a mutt (his word for it). What we see is a charismatic presidential figure who is directly confronting the issues of the people. He carries himself with a presence and a moral authority not seen since Lincoln.

I would bet on it that when the choices for NASA chief came to Obama, his questions were solely directed at finding the best man/woman for the job. I think this situation is completely different than the imminent choice for a new Supreme Court Justice. There, the president should appropriately seek a cultural balance to reflect the population.

I believe that Frederick Gregory was actually the first African-American to serve as Administrator of NASA, when he was the Acting Administrator in 2005.
