WASHINGTON — Secretary of State Hillary Rodham Clinton will soon announce that gay American diplomats will be given benefits similar to those that their heterosexual counterparts enjoy, U.S. officials said Saturday.

In a notice to be sent soon to State Department employees, Clinton says regulations that denied same-sex couples and their families the same rights and privileges that straight diplomats enjoyed are "unfair and must end," as they harm U.S. diplomacy.

"Providing training, medical care and other benefits to domestic partners promote the cohesiveness, safety and effectiveness of our posts abroad," she says in the message, a copy of which was obtained by The Associated Press.

"It will also help the department attract and retain personnel in a competitive environment where domestic partner benefits and allowances are increasingly the norm for world-class employers," she says.

"At bottom, the department will provide these benefits for both opposite-sex and same-sex domestic partners because it is the right thing to do," Clinton says.

Among the benefits that will now be granted gay diplomats: the right of domestic partners to hold diplomatic passports, government-paid travel for their partners and families to and from foreign posts, and the use of U.S. medical facilities abroad.

In addition, gay diplomats' families will now be eligible for U.S. government emergency evacuations and training courses at the Foreign Service Institute, the message says.

The announcement, expected this week, was provided to the AP by a State Department official who is a member of the Gays and Lesbians in Foreign Affairs Agencies organization. Two department officials not affiliated with the organization confirmed its accuracy.

The officials spoke on condition of anonymity because they were not authorized to speak publicly about the changes.

Previously, the State Department had withheld some benefits from the families of gay diplomats, citing the Defense of Marriage Law, which had restricted federal recognition of same-sex marriages.

One former ambassador, Michael Guest, resigned from the foreign service in 2007 to protest the restrictions. Guest was a part of the Obama administration's State Department transition team and played a major role in lobbying for the changes.

Clinton told members of Congress last week that she would soon announce the revisions.

Just a thought. Gay or Straight, why do they have all these fab benefits in a time when we in the general population are losing ours &/or being asked to pay for it ourselves?

No. They are separate issues. Government should help create more job for the general population while they should ensure equal rights for the homosexual groups. Do you question why those heterosexual diplomat couples or civil servants got the benefits, but not you or not your spouse?

These are people who are employed by the US government and their families. If you were employed by the government, doing the people's work, you'd want benefits for your family and loved ones to.

This doesn't bother me. Let's push for healthcare reform so that all benefit. This is not about access to health care. This is about equal rights for those who are employed by the US.

Yes, President Obama is. I am glad he selected Hillary Clinton as Secretary of State, but she acts at the behest of the President and no more. She is not an independent part of the government. She is part of the President's cabinet.

But I am glad she had the privilege of announcing this. It makes her look like a strong part of the cabinet. And allows the President to continue to focus on the military.

I did not say anything about BO. Clinton has shown more support for gays. Sorry if that's hard for you to accept. Until BO takes the political heat associated with a stance in favor of civil rights for gays in HIS NAME, he doesn't get the kudos others who take that risk do.

There is a reason BO hasn't done anything--he doesn't want the political criticism for it. That's fine, but he doesn't get the kudos either.

Why, how generous of Mrs. Clinton! Unfortunately, her husband -- through Don't Ask Don't Tell and the Defense of Marrige Act -- has caused thousands and thousands of decent gay Americans untold hardships through firings, discrimination, and old-fashioned damn stupid prejudice. And she still believes that her marriage to a serial adulterer who mortified both her and her daughter is morally superior to a marriage (excuse me, civil union) between two men or two women. I'm happy for the gay state department personnel who will have protection -- while our gay servicemen and women are being uncermoniously drummed out of the armed forces thanks to Mr. Clinton (and the shameful inaction of Mr. Obama).

The timing is different. You were talking about 16 years ago. The social and political atmosphere was different then. Besides, if abolishing DADT is still facing such resistance from the military now (even though gay marriage has been legalized in quite a few states), imagine the obstacle and a$$holes Mr. Clinton must have been faced with in 1992. If Obama, who is agent for change and has enjoyed such popularity, can do nothing now, what could Clinton do 16 years ago in 1992?

If you do not see the progress in this for our soldiers, you are an idiot. This is amazing work. This lays firm foundation for equal rights for our soldiers who serve.

I say this is progress. I also say, lets continue to lobby for the absolute repeal of DADT. But, when DADT is repealed, this issue of equal benefits will not be an issue because this President laid the foundation for equal benefits through this move. It is not enough to repeal DADT. WE need to ensure full equal rights.

People live with another in a myriad of way that do not suggest a long-term relationship.

Marriage suggests commitment to the other that is legally recognized. Marriage can be common law. If you believe you have a relationship that should be respected outside of how religions define marriage, then by God lobby for it.

Today, however, is a good day because some have equal rights more equally today.

Perhaps in addition to marriage we need to create a domestic partnership class that will be available for same sex and opposite sex partners. Perhaps we should be like Europe where marriage is a church function and civil agreements are conferred by the state.

The reason is that we have federal law that was enacted. It cannot be merely ignored or cast away by policy or E-Order. We need it repealed legislatively. DADT is next!
