WASHINGTON — Secretary of State Hillary Rodham Clinton will soon announce that gay American diplomats will be given benefits similar to those that their heterosexual counterparts enjoy, U.S. officials said Saturday.

In a notice to be sent soon to State Department employees, Clinton says regulations that denied same-sex couples and their families the same rights and privileges that straight diplomats enjoyed are "unfair and must end," as they harm U.S. diplomacy.

"Providing training, medical care and other benefits to domestic partners promote the cohesiveness, safety and effectiveness of our posts abroad," she says in the message, a copy of which was obtained by The Associated Press.

"It will also help the department attract and retain personnel in a competitive environment where domestic partner benefits and allowances are increasingly the norm for world-class employers," she says.

"At bottom, the department will provide these benefits for both opposite-sex and same-sex domestic partners because it is the right thing to do," Clinton says.

Among the benefits that will now be granted gay diplomats: the right of domestic partners to hold diplomatic passports, government-paid travel for their partners and families to and from foreign posts, and the use of U.S. medical facilities abroad.

In addition, gay diplomats' families will now be eligible for U.S. government emergency evacuations and training courses at the Foreign Service Institute, the message says.

The announcement, expected this week, was provided to the AP by a State Department official who is a member of the Gays and Lesbians in Foreign Affairs Agencies organization. Two department officials not affiliated with the organization confirmed its accuracy.

The officials spoke on condition of anonymity because they were not authorized to speak publicly about the changes.

Previously, the State Department had withheld some benefits from the families of gay diplomats, citing the Defense of Marriage Law, which had restricted federal recognition of same-sex marriages.

One former ambassador, Michael Guest, resigned from the foreign service in 2007 to protest the restrictions. Guest was a part of the Obama administration's State Department transition team and played a major role in lobbying for the changes.

Clinton told members of Congress last week that she would soon announce the revisions.

Well, I'm happy to hear that the State Department is taking this step, albeit, a bit late; IBM took the step years ago. There remain, however, unaddressed inequalities: for example, the gay employee will have to pay taxes on his/her partner's medical coverage, unlike his straight counterpart who pays no tax on the benefit. Additionally, because the Domestic Partners are not married, they will have to pay significantly more taxes than the straight married pair. "Separate but equal" certainly doesn't apply to these folks. The "marrieds" still enjoy significant benefits that are denied the homosexual Domestic Partners.

This is where many conservative dems (like myself) and progressives split. Obama is smart enough to realize that if he promotes "gay marriage" he loses a lot of the social conservatives in his party. That is why I agree with his definition of marriage i.e. marriage is the union between a man and a woman.

SEPERATE BUT EQUAL is what's wrong as well as religion because It puts you apart from the norm and keeps you in that perception that you are different and therefore allows for continuing violence against Gays and discriminatory perceptions. Don't you understand that at all? If homophobic heterosexuals yought of Gays as full human being deserving of equality, people like Mathew Shephard would be alive today and so would good people like Harvey Milk for that matter.

Hey, fellow gay people. Here is our token offering to let us know that the Obama administration really doesn't play us as pawns to get elected and then turn their backs on us after they win.

In the meantime, gay and lesbian soldiers continue to get fired because they are gay. Gay people can still be fired in a majority of the states just for being gay. Even in states which allow gay marriage, the federal government does not recognize your marriages, so no federal protections for your same-sex marriage. If you get gay-bashed, make sure it is in a state that has a hate crimes law which specifically includes sexual orientation. Otherwise, the bashers are likely to get off with a defense that the victim made sexual advances toward them. The federal government still doesn't give a damn about what gay-bashers do to gay people.

So, the GLBT people of the United States should be overwhelming satisfied that the Obama administration has given us this policy change, provided of course that you are a gay US diplomat. Otherwise, just shut up, take a seat in the back of the bus, and tow the Democratic party line.

Whether a choice or not, civil rights has everything to do with choice within the law. So swicth your choice regardless because your heterosexuality is just as much a choice then as ours is if you use your 'reasoning'. Think you an get it on with someone of the same gender? Easy huh? All in all, it has nothing to do with what rights you should have and what rights I should have as Americans. The only choice I have is that I choose to be an American and therefore am entiled to the same rights as every other American.

That's fine if you're a heterosexual who cares more for a seperate but equal status when in fact there's no equality in civil unuions vis-a-vie marriage. Marriage gives you rights across the board that civil unions do not e.g., joint tax filings, adoption rights etc.
